Passengers Guide and Regulation (No. 01/2020)

Article 1 — Introduction ¶

The General Administration of Customs is pleased to
welcome all passengers to the Emirate of Abu Dhabi;
and in line with its commitment to the vision and
mission of the organization, it is keen to provide
excellent services and facilities to passengers. Abu
Dhabi Customs exerts all efforts to process all customs
transactions in a speedy and highly efficient manner
through the various customs centers.

Article 2 — Permitted and Duty-Exempted Items ¶

The following items carried by passengers are
exempted from customs duties and Taxes (VAT,
Excise).
1. Gifts whose customs value does not exceed
AED 3000
2. A total number of 400 cigarettes, or 50 cigars.
Excess quantities shall be dutiable as
prescribed.
3. A total amount of 500 grams of tobacco (minced
or pressed for pipes) or minced/pressed tobacco
for smoking, tumbâk (pure tobacco) or water
pipe tobacco. Excess quantities shall be
dutiable as prescribed.
4. The amount of alcoholic beverage shall not
exceed 4 liters or 2 cartons of beer, each
consisting of 24 cans not exceeding 355 ml for
each can.

المادة 3 : ش روط االعفاء من الرسوم والضرائب
الجمركية .
1 . أن تكون األمتعة والهدايا ذات طابع شخصي وبكميات غير
تجارية.
2 . أال يكون المسافر من المترددين على الدائرة الجمركية، أو
ممن يمتهنون التجارة للمواد التي بحوزته.
3 . ال يسمح بإدخال أو إعفاء السجائر والمشروبات الكحولية
لمن يقل عمرهم عن ( 18 سنة) .
4 . تطبق اجراءات المنع والقيد على ما يرد بصحبة المسافر .
المادة 4 : االفصاح عن المبالغ النقدية والشيكات
السياحية واألدوات المالية.
على جميع المسافرين والقادمين للدولة اإلفصاح عن المبالغ
النقدية التي بحوزتهم، حيث يعتبر إدخال المبالغ المالية إلى
الدولة أو إخراجها غير ممنوع .
• على المسافر ين االفصاح المبالغ عن لموظف الجمارك
ا لنقدية او الشيكات السياحية التي بحوزتهم والتي تزيد عن 60
الف درهم، أو ما يعادله من العمالت االجنبية.
• المبلغ المذكور أعاله ينطبق على الشخص الذي يبلغ من
العمر 18 سنة فما فوق ، أما الذين ال تزيد أعمارهم 18 سنة
فيت م إ ضاف ة األموال التي بحوزتهم لولي أمرهم.
• أم المالية والمؤسسات الشركات ا وغير المالية عليها
االفصاح عن أي شيك أو مبلغ بغض النظر عن قيمة المبلغ
وان كان عن طريق الشحن والطرود.
• عدم االفصاح للجمارك يعرضك للمساءلة القانونية.
• بطاقات أو البنوك طريق عن األموال بتحويل ننصح
االئتمان.

Article 3 — Conditions for Exemption ¶

from Customs Duties
1. Baggage and gifts must be of a personal nature
and not in commercial quantities.
2. Passenger must not be a frequent visitor of the
same customs center or a business practitioner
who trades in the items in his possession.
3. Cigarettes and alcoholic beverages are not
permitted entry and are not entitled to duty
exemption for passengers under 18 years of age.
4. Items and belongings carried by passengers are
subject to prohibition and restriction terms.

Article 4 — Declaring Cash Amounts, Traveler ¶

Cheques and Financial Instruments
All passengers arriving in the country must declare
cash in their possession, as it is allowed to carry money
in and out of the country.
 Passengers must declare cash amounts,
travelers’ cheques in their possession that
exceed in value AED 60,000 or its equivalent in
foreign currencies.
 The aforementioned limit applies to passengers
above 18 years of age, but cash amounts
carried by passengers below 18 shall be added
to their guardian’s permitted limit.
 Companies, financial and non-financial
institutions must declare any cheques or
amounts regardless of their value even if there
are transported via cargo and mail.
 Non-disclosure is subject to legal accountability.
 Passengers are advised to use bank transfers or
credit cards.

Article 5 — Restricted Commodities ¶

The following items are allowed to enter after obtaining
approval from the competent authority in the country:

المادة 6 : السلع الممنوعة:
يمنع دخول االصناف التالية بصحبة المسافرين:

الحشيش واألفيون والهيروين والمورفين والكوكايين
والخشخاش وقشوره وبذوره والقات والقنب والحبوب
االخر ذات االثر المشابه.

Article 6 — Prohibited Items ¶

The following items are prohibited to be carried by passengers:

Hashish, opium, heroin, cocaine,
morphine, poppy (seeds & hulls), khat,
cannabis, and pills of similar effect.

أحكام عامة
 يحق للسلطات الجمركية ممارسة الرقابة والتفتيش على
األمتعة التي ترد بصحبة المسافرين .
 عمال بأحكام المادة ( 142 ) من قانون الجمارك الموحد،
تطبق العقوبات لمحاولة إدخال البضائع الى الدولة بصورة
مخالفة للتشريعات المعمول بها دون أداء الرسوم الجمركية
ً
وخالفا أ لحكام المنع أو التقييد .
 ًعمال ب أحكام الفقرة ( 5) من المادة ( 143 ) من قانون
الجمارك الموحد، تطبق العقوبات المنصوص عليها في
المادة ( 145 ) من القانون في حال عدم التصريح عن
البضائع ذات الصفة التجارية التي
تكون بصحبه المسافر .
 في حال عدم االفصاح عن المبالغ النقدية أو الشيكات
السياحية والمعادن الثمينة واكتشاف مبالغ تفوق الحد
المسموح به، يتم التحري من المفتش الجمركي، ومن ثم
يتم ضبط المبلغ وتحويله إلى الجهات المختصة .
General Terms
 Customs authorities may conduct control and
inspection to luggage accompanying passengers.
 Under the provisions of Article 142 of the Common
Customs Law, penalties apply to the attempt to
enter goods into the country in a manner that
violates applicable regulations, without paying
customs duties or in violation of prohibition and
restriction terms.
 Under the provisions of Paragraph 5 of Article 143 of
the Common Customs Law, penalties stipulated for
in Article 145 of the law apply to undeclared
commercial goods accompanying passengers.
 Undeclared cash, tourist cheques, precious metals
exceeding the permitted limit shall be investigated
by customs officer and then seized and referred to
competent authorities.
