Temporary Admission for Foreign Motor Vehicles

Article 1 — Definitions: ¶

The following terms and expressions stipulated for
in this Policy shall have the meanings indicated by
each of them unless the context indicates
otherwise :
International Passage Carnet (Carnet de Passage en
Douane (CPD): An international customs document by
which foreign private motor vehicles may enter under
temporary admission status.
Temporary Admission Permit: An official document
issued by the customs center, stating all information
about the vehicle and the concerned person, including
plate No., chassis No., engine No., make, color, name of
concerned person, his nationality, and passport number
(for non-GCC citizens).

املادة( 2 ) الضوابط والشروط :
اوالً: تمنح السيارات السياحية األجنبية (من غيرالسيارات امل سجلة
في دول املجلس لدى دولة عضو ) ر خصة إدخال مؤقت على النحو
التالي :
1 . ستة أشهر ( 180 يوم) للسيارات املضمو نة بدفتر مرور دولي
ساري املفعول .
2 . ثالثة أشهر ( 90 يوم) للسيارات غير املضمونة بدفتر مرور
دولي تمدد لفترة مماثلة إذا قدم صاحب العالقة ضمانات
مصرفية أو تأمينا ً نقديا ً بقيمة الرسوم الجمركية املستحقة
على السيارة،
ثانياً: ي شترط ألجل االستفادة من اإلدخال املؤقت للسيارات
السياحية األجنبية ما يلي:
1 . أن تكون السيارة مسجلة رسميا ً في البلد املرخصة به
وبموجب وثيقة تثبت ذلك.
2 . أن يكون ترخيص السيارة ساري املفعول وأال ّ تحمل
السيارة لوحات تصدير.
3 . إبراز تأمين من إحدى الشركات املعتمدة في الدولة يغطي
كافة اراض ي الدولة طوال مدة اإلدخال املؤقت.
4 . إبراز دفتر مرور دولي معترف به في أي دولة من الدول
األعضاء باملجلس لضمان الضرائب "الرسوم" الجمركية.

Article 2 — Conditions & Controls: ¶

First: Foreign tourist motor vehicles (other than
those registered in a GCC member state) shall be
granted a temporary admission permit as follows:
1. Six months (180 days) for the motor
vehicles guaranteed by a valid
International Passage Carnet.
2. Three months(90 days ) for the motor
vehicles not guaranteed by a valid
International Passage carnet, The period is
renewable for a similar period upon the
request of the concerned person with the
submission of bank guarantees or cash
deposit equivalent to the amount of the
payable customs taxes ‘duties”.
Second: For a foreign tourist motor vehicles to
benefit from temporary admission, the following
terms shall be fulfilled:
1. The vehicle must be officially registered in
the country where it is licensed and under
a document proving the same;
2. The vehicle’s registration must be valid;
and the vehicle shall not bear "for export”
plates.
3. Presenting an insurance policy from a
registered insurance company in the
country, covering all territories of the state
throughout the temporary admission
period.
4. Presenting an International Passage
Carnet recognized by any GCC state to
guarantee the customs taxes “duties”.

ثالثاً: يشترط ألجل االستفادة من اإلدخال املؤقت للسيارات
السياحية األجنبية أن يتو افرفي الشخص ما يلي:
1 . أن يكون مالكا ً للسيارة أو موكال ً بقيادتها بموجب وكالة
خاصة صادرة من البلد الذي سجلت فيه السيارة
ومصدقة حسب األصول.
2 . أن تكون لديه إقامة صالحة في البلد الذي سجلت فيه
السيارة إن لم يكن من مواطني تلك الدولة.
3 . أن يكون حاصال ً على رخصة قيادة سارية املفعول.
رابعاً: يشترط دول معتمد في إطار الدولي أو أي دفتر املرور في دفتر
املجلس أن تعترف به إدارة الجمارك، وأن تغطي مدة سريان الدفتر
مدة اإلدخال املؤقت للسيارة.
خامساً: يسمح للطلبة واملبتعثين ( من غير مواطني دول مجلس
التعاون) الذين يدرسون في إحدى الجامعات املعاهد أو في الدولة ـ
بتجديد مدة اإلدخال املؤقت لسياراتهم خالل فترة الدراسة أو
البعثة، بشرط أن تكون مضمونه بدفترمروردولي ساري املفعول.
سادساً: ينتهي وضع االدخال املؤقت للسيارة االجنبية بخروجها من
الجمركية الدولة عن طريق احدى الدوائر أو بوضعها في املنطقة
Third : For a person to benefit from temporary
admission of foreign tourism vehicles, the
following requirements shall be met :
1. The person must be the owner of the
vehicle or authorized to drive it under a
special authorization issued by the
country of registration and duly certified;
2. The person must hold a valid residence in
the country where the vehicle is registered
unless they are citizens of that country.
3. The person must hold a valid driving
license.
Fourth: The International Passage Carnet, or
any GCC-endorsed carnet, must be recognized
by the customs administration and valid for the
period of temporary admission of the vehicle.
Fifth : Students and those on scholarships
(other than GCC citizens) studying at one of the
universities and institutes in the country may
renew the temporary admission period for their
vehicles during their study or scholarship, on
condition that the motor vehicles must be
guaranteed by a valid International Passage
Carnet.
Sixth : Temporary admission status of foreign
motor vehicles shall terminate when the motor
vehicles leaves the country via one of the
customs centers; or when it is deposited in a
free zone, or when it is cleared for local

الحرة أو بالتخليص عليها محليا ( استيراد ) وتأدية ما يستحق عليها
من رسوم جمركية وبمو افقة إدارة الجمارك.
املادة ( 3 ) االجراءات:
اوال: السيارات االجنبية املحمولة (املشحونة براً، بحراً،
جواً) في حال وجود دفترمروردولي معتمد:
1 . يقوم صاحب العالقة او املخلص الجمركي املفوض بتقديم
طلب رخصة إدخال مؤقت مرفق به دفتر املرور الدولي
ورخصة قيادة سارية املفعول ووثيقة التأمين الى املركز
الجمركي .
2 . يقوم املركز الجمركي بإدخال جميع املعلومات الواردة
بدفتر املرور الدولي في املعتمد النظام االلي، واصدار رخصة
اإلدخال املؤقت للسيارات (مدتها ستة شهور) ، متضمنة
جميع املعلومات املتعلقة بالسيارة والشخص صاحب
العالقة من حيث رقم السيارة والهيكل واملحرك وصنف
السيارة واللون والقيمة وكذلك اسم صاحب العالقة
وجنسيته ورقم جواز سفره.
3 . يقوم املركز الجمركي بختم واقتطاع القسيمة الخاصة من
دفتر املرور الدولي املعتمد.
4 . يقوم صاحب العالقة او املخلص الجمركي املفوض بإعداد
بيان ادخال لكل جمركي مؤقت سيارة على حدة مع ذكر رقم

Article 3 — Procedures: ¶

First: Foreign motor vehicles shipped by air, sea
or land , In case of holding an international
Passage Carnet:
1. The concerned person or an authorized
customs broker shall submit (Temporary
Admission Permit) application attached to
the International Passage Carnet, a valid
driving license and an insurance
document to the customs center.
2. The customs center shall enter all the
information listed in the International
Passage Carnet to the system, and issue a
Temporary Admission Permit for the
vehicle (six-month period). The permit
shall include all information related to the
vehicle and the concerned person in
terms of motor vehicles number, chassis
number, engine number, make and color
and value of the motor vehicles, as well
as the concerned person’s name,
nationality and passport number.
3. The customs center shall stamp and
remove the tear-off slip from the
International Passage Carnet.
4. The concerned person or an authorized
customs broker shall prepare a temporary

املؤقت.
5 . تخضع السيارة للتفتيش واملعاينة وتقدير قيمة السيارة
حسب االسس املعتمدة للتقييم.
6 . إصدار إذن الدخول وفسح السيارة.
ثانيا: السيارات االجنبية املحمولة (املشحونة براً، بحراً، جواً) في
حال عدم وجود دفترمروردولي معتمد :
1 . يقوم صاحب العالقة او املخلص الجمركي املفوض بتقديم
طلب رخصة إدخال مؤقت بها ملكية السيارة ورخصة
قيادة سارية املفعول ووثيقة التأمين الى املركز الجمركي.
2 . يقوم املركز الجمركي بإدخال جميع املعلومات املتعلقة
بالسيارة والشخص صاحب العالقة من حيث رقم السيارة
والهيكل واملحرك وصنف السيارة واللون والقيمة وكذلك
اسم صاحب العالقة وجنسيته ورقم جواز سفره في
النظام االلي واصدار رخصة اإلدخال املؤقت (مدتها 3
شهور تمدد لفترة مماثلة بطلب من صاحب العالقة ) . وملرة
واحدة فقط
3 . يقوم صاحب العالقة أو املخلص الجمركي املفوض بإعداد
بيان ادخال لكل جمركي مؤقت سيارة على حدة مع ذكر رقم
رخصة االدخال املؤقت في بيان االدخال املؤقت ويتم
استيفاء التأمين (الضمان) عن الرسوم الجمركية.

5. Motor vehicles are subject to
examination, inspection and valuation
based on applicable criteria.
6. Issue gate pass and release the motor

Second : Foreign motor vehicles shipped by air,
sea or land In case of no international Passage
Carnet presented:
1. The concerned person or an authorized
customs broker shall submit (Temporary
Admission Permit) application attached to
the motor vehicles registration, a valid
driving license and an insurance
document to the customs center.
2. The customs center shall enter to the
system all the information related to the
motor vehicles and the concerned person,
including the vehicle number, chassis
number, engine number, make and color
and value of the motor vehicle, as well as
the concerned person’s name, nationality
and passport number, and issue a
Temporary Admission Permit for the
vehicle (for a three-month period that
may be renewed for a similar period upon
a request from the concerned person) , for
one time only .
3. The concerned person or an authorized
customs broker shall prepare a temporary
admission declaration for each vehicle
separately, mentioning the number of the

5 . إصدار إذن الدخول وفسح السيارة.
ثالثا: اجراءات دخول السيارات السياحية (االجنبية ) غير املحمولة
في حال وجود دفترمروردولي
1 . يقوم قائد املركبة بتقديم دفتر مرور دولي معتمد إلى
الدائرة الجمركية مرفق به وثيقة التأمين.
2 . يقوم املركز الجمركي بإدخال جميع املعلومات الواردة
بدفتر املرور الدولي املعتمد في النظام االلي، واصدار
رخصة اإلدخال املؤقت للسيارات (مدتها 6 شهور)
متضمنة جميع املعلومات املتعلقة بالسيارة والشخص
صاحب العالقة من حيث رقم السيارة والهيكل واملحرك
وصنف السيارة واللون والقيمة وكذلك اسم صاحب
العالقة وجنسيته ورقم جواز سفره.
3 . تسجيل رقم رخصة اإلدخال املؤقت وتاريخها واملهلة
املمنوحة لها على دفتر املرور الدولي.

4 . يقوم املركز الجمركي بختم واقتطاع القسيمة الخاصة من
دفتر املرور الدولي املعتمد .
رابعا: اجراءات دخول السيارات السياحية (االجنبية) غيراملحمولة
في حال عدم وجود دفترمروردولي:
1 . يقوم قائد املركبة بتقديم ملكية السيارة
ورخصة قيادة سارية املفعول ووثيقة التأمين الى املركز
الجمركي.
2 . يقوم املركز الجمركي بإدخال جميع املعلومات
املتعلقة بالسيارة والشخص صاحب العالقة من حيث
رقم السيارة والهيكل واملحرك وصنف السيارة واللون
والقيمة وكذلك اسم صاحب العالقة وجنسيته ورقم
جواز سفره في النظام االلي واصدار رخصة اإلدخال
املؤقت مدتها ثالثة شهور تمدد لفترة مماثلة بطلب من
صاحب العالقة. وملرة واحدة فقط. إذا قدم صاحب
العالقة ضمانات مصرفية أو تأمينا نقديا بقيمة
الرسوم الجمركية املستحقة على السيارة
3 . يقوم صاحب العالقة او املخلص الجمركي
املفوض بإعداد بيان ادخال جمركي مؤقت لكل سيارة
على حدة مع ذكر رقم رخصة االدخال املؤقت ورقم
دفتر املرور في بيان االدخال املؤقت.
4 . تخضع السيارة للتفتيش واملعاينة وتقدير قيمة
السيارة حسب االسس املعتمدة للتقييم.
5 . إصدار إذن الدخول وفسح السيارة.

املادة( 4 ) غرامات التأخير :
مع مراعاة ما هو منصوص عليه في قانون الجمارك املوحد
والئحته التنفيذية تفرض غرامة قدرها 20 درهما ً على السيارات
السياحية عن كل يوم على تأخير أال تتجاوز الغرامة 10 % من
قيمة السيارة السياحية بعد انقضاء املدة املحددة في رخصة لها
اإلدخال املؤقت.
- تلغى سياسات / او تعاميم و / او احكام اية قرارات و تتعارض
مع أحكام هذه السياسة .
- / / يعمل بهذه السياسة من تاريخ 2018
5. Issue gate pass and release the vehicle.

Article 4 — Delay penalties: ¶

subject to the provisions of GCC
Common customs law and Rules of
implementation A fine of AED 20 is
imposed on tourist cars for each day
of delay provided that the penalty
does not exceed 10% of the value of
the tourist vehicle after expiry of the
period specified in the temporary
entry Permit.
-Any provisions of any resolutions and or
Circulations and / or Policies contrary to the
provisions of this policy shall be repealed.
- This policy shall be valid and implemented as of
/ / 2018
