Law No. (2) of 2012
Concerning the Preservation of General Appearance,
Health and Public Peace in the Emirate of Abu Dhabi
We, Mohamed bin Zayed Al Nahyan, Ruler of Abu Dhabi
Having reviewed:
• Law No. (1) of 1974 concerning the reorganisation of the Governmental
body in the Emirate of Abu Dhabi and its amendments;
• Law No. (2) of 1971 concerning the National Advisory Council, and its
amendments;
• Law No. (2) of 2012 concerning the Preservation of General Appearance,
Health and Public Peace in the Emirate of Abu Dhabi;
• Law No. (30) of 2019 concerning the Establishment of the Department of
Municipalities and Transport; and
• Based on what was presented to and approved by the Executive Council,
Issued the following Law:
Article (1)
Articles (6) and (7) of the aforesaid Law No. (2) of 2012 shall be replaced by
the following:
Article 6:
• Without prejudice to any more severe punishment provided by another
law, an administrative fine not exceeding AED (1,000,000) one million
Dirhams shall be imposed on anyone who violates the provisions of this
Law and its organisational and executive regulations, as well as the rules,
policies, resolutions and circulars implementing it.
• The concerned municipality shall collect the administrative fines, and the
Chairman of the Department, upon the approval of the Executive Council,
shall issue a schedule specifying the violations and administrative fines
prescribed for each of them, without exceeding the fine stipulated in this
Article.

• The Chairman of the Department or whomever he delegates may offer
reconciliation to the violator, provided that this is written down in the
records of the proceedings. The violator who accepts the reconciliation
shall pay a fine equal to (75%) of the total administrative fine prescribed
for the violation within a period not exceeding sixty days from the date of
offering him the reconciliation.
• In all cases, if the violator does not commit to remove the traces of the
violation on time, the concerned municipality shall do that at the violator's
expense.
• The organisational and executive regulations of this Law shall specify the
reconciliation procedures, including its time limits.
Article 7:
• A grievance may be filed, before the concerned municipality, against the
administrative fine within one week from the date of notification of the
penalty to the appellant. Failing to decide upon the grievance within two
weeks from the date of its submission shall be considered as a rejection
of the said grievance.
Article (2)
The policies, regulations, rules and resolutions in force shall remain in force
to the extent it does not contradict with the provisions of this Law, until the
issuance of the policies, regulations, rules and resolutions implementing its
provisions.
Article (3)
Any provision contrary to the provisions of this Law shall be repealed.
Article (4)
This Law shall be effective from the date of its publication and published in
the Official Gazette.
