Law No. (23) of 2006 Concerning Judicial Department
in the Emirate of Abu Dhabi
We, Khalifa bin Zayed Al Nahyan, Ruler of Abu Dhabi
Having reviewed:
• Law No. (1) of 1974 concerning the reorganisation of the Governmental
Body in the Emirate of Abu Dhabi and its amendments;
• Law No. 2 of 1971 concerning the National Advisory Council and its
amendments;
• Law No. (23) of 2006 concerning Judicial Department in the Emirate of
Abu Dhabi and its amendments; and
• Based on what was presented to and approved by the Executive Council,
Issued the following Law:
Article (1)
Article (15) of the aforesaid Law No. (23) of 2006 shall be replaced as
follows:
• A council called the (Judicial Council) shall be formed at the Department
under the chairmanship of the President of the Court of Cassation, and
the membership of each of:
1. One of the judges of the Court of Cassation, Vice-Chairman of the Council.
2. The Undersecretary of the Department.
3. The Attorney General.
4. Director of the Judicial Inspection Department.
5. One of the Presidents of the Courts of Appeal.
6. One of the Presidents of the Courts of First Instance.
7. One of the Presidents of the specialised courts.
8. Two legal professionals.

• The members stipulated in Clauses (1), (5), (6) and (7) of the first paragraph
of this Article shall be chosen by a resolution of the Chairman based on
the proposal of the Chairman of the Council and its members appointed in
their capacity by force of law, and the two members stipulated in Clause
(8) shall be chosen by a resolution issued by the Chairman.
• The Vice-Chairman of the Council shall replace the Chairman of the
Council in case of absence or impediment.
• The Council shall have a general secretariat, whose formation and
regulation of its functions shall be issued by a resolution of the Chairman
based on the proposal of the Undersecretary of the Department.
Article (2)
This Law shall be published in the Official Gazette and become effective
from the day following its publication.
