As a developer, you are about to start developing your own Plot. Below are some frequently asked information and questions:
1. Why do I need a traffic study for my project?
- It is required to conduct a traffic study for all development projects in the Emirate of Abu Dhabi in accordance with Executive Council
Resolution No. 13 of 2011 regarding the traffic impact of urban projects. Article 3.1 stipulates that a traffic impact study must be
conducted and approved by the department before issuing any building permit.
- This study aims to evaluate the traffic condition of the roads and infrastructure leading to the project and ensure the safety and smooth
traffic in the emirate.
2. What is the desired benefit for me as a developer from providing parking and improving the roads leading to my project?
- Constructing parking and roads surrounding the project according to the approved technical specifications increases the attractiveness of
the project, ease of access by its users or visitors and improves their experience, which supports the success and sustainability of the
project in the long term and enhances and supports the transportation infrastructure in the emirate.
3. How to register on the traffic studies system?
- You can register on the traffic studies system for engineering and architectural consulting offices by requesting a new account on the email
tis.system@itc.gov.ae.
- After reviewing and approving the application, the username and password will be sent.
4. In what system can requests for traffic studies be submitted?
- All requests for traffic studies are submitted through the electronic system “Traffic Studies System, Traffic Impact Study System”

5. What are the documents required to open a traffic study application?
- The initial documents required are:
• Land ownership certificate.
• Power of attorney letter to the consultant from the developer.
• Proposed land use or land use confirmation letter for projects within a development area.
• Fill out the basic information via the electronic system “Traffic Studies System”.
6. What types of traffic studies are required for my project?
- For small, medium and large development projects, there are three types of studies:
• Circulation Plan (CP)
• Traffic Impact Study (TIS)
• Transport Master Plan Study – (TMP)
7. How can I determine the correct Application type?
- The type of Application is determined based on the number of trips generated by the project proposed land uses. After determining
the type of project, the number of trips is calculated using the approved Trip Generation & parking rates Manual in the Emirate of Abu
Dhabi based on the highest number of trips during peak hours on weekdays in both directions:
• Circulation Plan (CP) for projects generating less than 100 trips per hour.
• Traffic Impact Study (TIS) for projects that generate from 100 to 2,500 trips per hour.
• Transportation Master Plan (TMP) for projects generating more than 2,500 trips per hour.
8. How do I determine the correct land-use type to calculate number of trips generated?
- The correct land-use can be determined from Trip Generation and parking rates Manual in the Emirate of Abu Dhabi, which
includes examples of each land use and its equivalent correct use.
9. Who is authorized to submit applications for traffic studies?
- Applications are submitted by the consultant appointed on behalf of the developer:
• If the project generates less than 100 trips per hour (CP), it can be submitted by an architectural consultant or traffic
consultant approved by the Integrated Transportation Center.
• If the project generates more than 100 trips per hour (TIS), it can be submitted by only a traffic consultant certified by the
Integrated Transportation Center.
• If the project generates more than 2,500 trips per hour (TMP), only an ITC-certified traffic consultant must be appointed.
10. What are the government fees for traffic studies?
- Review Fees vary based on the type of application in accordance with Executive Council Resolution No. 13 of 2011:
• Circulation plans (CP) for projects that generate less than 100 trips per hour: AED 1,000.
• Traffic Impact Study (TIS) for projects generating more than 100 trips per hour: AED 5,000 + 1 AED per trip for the use of
traffic model, and AED 7,500 + AED 1 per trip for the traffic impact review fee.
• Transportation Master Plan Study (TMP) for projects generating more than 2,500 trips per hour: Hourly: AED 5000 + 1 AED
per trip for use of traffic model, and AED 7,500 + 1 AED per trip for traffic impact review fees.
• Renewal of (CP), (TIS), (TMP) transactions: 1,000 AED.
11. Am I required to hire a specialized traffic consultant if my project generates more than 100 trips per hour?
- Yes, a project that generates more than 100 trips per hour requires a comprehensive traffic assessment and a comprehensive
traffic study by a certified traffic consultant. The Integrated Transport Center evaluated and approved a number of specialized
consultants for this purpose.
12. What are the positive outcomes for me as a developer from appointing a specialized traffic consultant?
- The specialized traffic consultant helps the developer by:
• Knowledge of traffic studies requirements, which expedites obtaining approvals.
• Facilitating and following up on government procedures.
• Providing plans for solutions, proposed traffic circulation and parking, according to required standards.
13. How can I know the number of Parking demand required for my project?
- The number of parking required can be inferred from Trip Generation & parking rates manual in the Emirate of Abu Dhabi, which
was approved by the Executive Council Resolution No. 5 of Committee 2010/21.
14. What is the percentage of parking spaces required in my project?
- For projects in development areas: 100% of parking demand must be provided within the plot boundaries.
- For projects outside the development areas: 70% of the parking requirements must be provided within the plot boundaries as a
minimum, and pay parking shortage fees for the remaining 30% at the rate of (50,000 AED) or (5,000 AED) for each parking
space that is not provided within the plot in accordance with the executive council committee decision No. 6 G 26/2013.
15. What can I do if I cannot provide parking requirements within the plot boundaries?
- For projects in development areas: 100% of parking requirements must be provided within the plot boundaries.
- For projects outside development areas: 70% of the parking requirements must be provided within the plot boundaries as a
minimum, and pay parking shortage fees for the remaining 30% in accordance with the executive council committee decision No. 6
G 26/2013.
• Payment of 50,000 dirhams for each parking space that is not provided within the plot boundaries for projects in urban areas.
• Payment of 5,000 dirhams for each parking space that is not provided within the plot boundaries for projects outside urban areas.
• The fees must be paid before the completion certificate is issued.
16. What are the reasons for imposing parking shortage fees?
- The allocated amounts are used to develop transportation infrastructure with the aim of reducing dependence on private cars
through:
• Developing the public transportation network.
• Developing the road network in the emirate.
• Improving and increasing parking spaces in the emirate.
17. Can I pay the required amount for parking deficiency fees in installments?
- Yes, the amount can be paid in installments for amounts more than two hundred and fifty thousand AED (250,000 AED) after
approval of Legal Affairs Department
18. When should I start paying parking shortage fees?
- Payments must begin upon completion of the project and before obtaining completion certificates from the concerned authorities.
19. Why are some developers required to carry out road improvement works outside the plot boundaries?
- In accordance with Executive Council Resolution No. 13 of 2011 regarding the traffic impacts of urban projects in the Emirate of Abu
Dhabi, the developer is responsible for all the required road improvements within the plot boundaries and the roads leading to it:
• Article 4: The beneficiary is committed to the results of the traffic impact study and any traffic solutions that may be required.
• Article 5: The beneficiary party is committed to implementing traffic solutions according to the plans and designs approved by the
department (Integrated Transport Center) and completing them within the specified time.
20. What are the documents required to issue the Integrated Transport Center approval for the traffic study?
- The consultant must deliver the following:
• (TIS & TMP) Traffic impact report for the road network leading to the project.
• (CP & TIS & TMP) parking and circulation plan for the project in PDF, CAD and GIS format.
• Undertaken letter in case of parking shortage.
• Traffic study fee payment invoice.
21. Are there any other requirements for the Integrated Transport Center after obtaining the traffic study approval?
- Yes, it is required to submit completion certificate application by the consultant after the completion of construction work, as
municipalities require obtaining a completion certificate from the Integrated Transport Center to deliver services.
- Signing the agreement regarding deficiency fees after determining the duration and installment with the legal department in the event
of a parking shortage in the project.
