Cabinet Resolution No. (154) of 2025 Regarding the Regulation of the Agency to Undertake the Procedures for the Collection of Federal Entities' Debts

The Cabinet:
− Having reviewed the Constitution;
− Federal Law No. (1) of 1972 Regarding the Competences of Ministries and the Powers of Ministers, as amended;
− Federal Decree by Law No. (24) of 2023 Regarding Combating Human Trafficking;
− Cabinet Resolution No. (10) of 2022 Regarding the National Committee to Combat Human Trafficking; and
− Upon the proposal of the Minister of Justice and the approval of the Cabinet,
Hereby resolves as follows:

Article (1) Definitions

For the purposes of implementing the provisions of this Resolution, the following terms shall have the meanings assigned to each of them, unless the context requires otherwise:
State: The United Arab Emirates.
Committee: The National Committee to Combat Human Trafficking.

Article (2) Formation of the Committee

The National Committee to Combat Human Trafficking shall be formed under the chairmanship of the Minister of Justice and with the membership of one or more representatives from the following authorities:
1. Ministry of Interior.
2. Ministry of Foreign Affairs.
3. Ministry of Health and Prevention.
4. Ministry of Community Empowerment.
5. Ministry of Human Resources and Emiratization.
6. Ministry of Justice.
7. Ministry of Family.
8. State Security Department.
9. National Guard.
10. UAE Media Council.
11. General Civil Aviation Authority (GCAA).
12. Federal Authority for Identity, Citizenship, Customs and Port Security.
13. UAE Red Crescent Authority.
14. Central Bank of the United Arab Emirates.
15. National Human Rights Institution.
16. Federal Public Prosecution.
17. Public Prosecution – Abu Dhabi.
18. Public Prosecution – Dubai.
19. Public Prosecution – Sharjah.
20. Public Prosecution – Ras Al Khaimah.
21. Family Care Authority.
22. Dubai Foundation for Women and Children (DFWAC).
23. Emirates Human Rights Association.
24. Aman Shelter for Women and Children in the Emirate of Ras Al Khaimah.

Article (3) Appointment of Committee Members

The Chairman of the Committee shall issue a decision appointing the members of the Committee based on nominations submitted by the authorities referred to in Article (2) of this Resolution. The Committee shall select from among its members a Vice-Chairman to act on behalf of the Chairman in the event of their absence.

Article (4) Competences of the Committee

The Committee shall exercise the competences prescribed therefor under the Law regarding Combating Human Trafficking Crimes referred to herein.

Article (5) Annual Report

The Committee shall prepare an annual report on the outcomes of its work, its recommendations, and the mechanisms for their implementation. The Chairman of the Committee shall submit the report to the Cabinet on 31 December of each year.

Article (6) Affiliation of the Committee and Its Rules of Procedure

1. The Committee shall be affiliated with the Ministry of Justice.
2. A decision regulating the Committee's rules of procedure shall be issued by the Chairman of the Committee after approval by its members.

Article (7) Repeals

Cabinet Resolution No. (10) of 2022 Regarding the National Committee to Combat Human Trafficking is hereby repealed. Any provision that contradicts or conflicts with the provisions of this Resolution is also repealed.

Article (8) Publication and Entry into Force

This Resolution shall be published in the Official Gazette and shall enter into force as of the day following the date of its publication.
