Cabinet Resolution No. (16) of 2011 Regarding the Introduction of a Passenger Security and Safety Service Fee
The Cabinet:
− Having reviewed the Constitution,
− Federal Law No. (1) of 1972 Regarding the Competences of Ministries and Powers of Ministers, as amended,
− Federal Law No. (4) of 1996 Regarding the General Civil Aviation Authority, as amended,
− Federal Law No. (23) of 2005 Regarding the Rules for the Preparation of the General Budget and Final Account, as amended,
− Cabinet Resolution No. (62/4/5) of 2011 Approving the introduction of a Passenger Security and Safety Service Fee, and
− Upon the proposal of the Chairman of the Board of Directors of the General Civil Aviation Authority, and the approval of the Cabinet,
Hereby resolves as follows:
Article (1)
1. A fee of five (5) dirhams, named the "Passenger Security and Safety Service Fee," shall be imposed on every passenger traveling through the air ports of the United Arab Emirates. The General Civil Aviation Authority shall collect this fee directly or through other parties in accordance with a mechanism determined thereby, with or without consideration.
2. The following categories shall be exempt from the payment of the fee stipulated in the preceding paragraph:
a. Children not exceeding two years of age;
b. Aircraft crew members;
c. Passengers for whom the United Arab Emirates is not their principal destination (transit passengers);
d. Passengers on continuous flights (within 24 hours from arrival).
Article (2)
The fee stipulated in Article (1) of this Resolution shall be collected upon the issuance of the travel ticket, regardless of the place of its purchase or issuance.
Article (3)
This Resolution shall be published in the Official Gazette, and the collection of the fee prescribed herein shall commence sixty days after the date of issuance of this Resolution.
