Cabinet Resolution No. (41) of 2025 Regarding Media Services Fees
The Cabinet:
− Having reviewed the Constitution;
− Federal Decree by Law No. (57) of 2022 Establishing the UAE Media Council;
− Federal Decree by Law No. (55) of 2023 Regarding Media Regulation;
− Cabinet Resolution No. (39) of 2016 Regarding Media Services Fees in Free Zones;
− Cabinet Resolution No. (86) of 2020 Regarding the Fees for Services Provided by the Ministry of Culture and Youth;
− Cabinet Resolution No. (62) of 2023 Regarding Certain Media Services Fees; and
− Cabinet Resolution No. (68) of 2024 Regarding the Executive Regulations of Federal Decree by Law No. (55) of 2023 Regarding Media Regulation, and
− Upon the proposal of the Minister of Finance and the approval of the Cabinet,
Hereby resolves as follows:
Article (1)
The definitions stipulated in Federal Decree by Law No. (55) of 2023 regarding Media Regulation shall apply to this Resolution. Otherwise, the following terms and expressions shall have the meanings assigned thereto respectively, unless the context indicates otherwise:
The State: The United Arab Emirates.
The Council: The UAE Media Council.
The Chairman: The Chairman of the Board of Directors of the Council.
The Competent Authority: The local government entity responsible for licensing or authorizing media activities and for supervising and monitoring them, or the Council for any Emirate where no such local competent entity exists.
Article (2) Scope of Application
1. Fees shall be collected in consideration of the services provided by the Council or the Competent Authority, as listed in the tables attached to this Resolution, in accordance with the amounts specified to each service.
2. The fees' amounts specified in the tables attached to this Resolution shall not apply to media services provided within the free zones of the State. Such services shall be governed by the provisions of Cabinet Resolution No. (39) of 2016 Regarding Media Services Fees in Free Zones.
Article (3) Collection of Fees
For the purposes of collecting the fees in accordance with Article (2) of this Resolution, a part of a day shall be deemed a full day, a part of a month shall be deemed a full month, and a part of a year shall be deemed a full year.
Article (4) Amendment of Fees
The Cabinet shall have the authority to amend to the fees set forth in this Resolution, whether by addition, deletion, or modification.
Article (5) Exemptions
Natural persons shall be exempt from paying the fee for the issuance or renewal of the permit stated under Item (60) of table No. (1) attached to this Resolution, for the first three (3) years from the date of issuance of the permit. The fee shall be payable starting from the fourth year.
Article (6) Collection of Fees
1. The fees collected by the Council under the provisions of this Resolution shall be collected through the methods determined by the Ministry of Finance.
2. The fees collected by the Competent Authority shall be collected in accordance with the mechanism approved by such authority.
Article (7) Issuance of Executive Resolutions
The Chairman shall issue the resolutions necessary for the implementation of the provisions of this Resolution, in coordination with the Minister of Finance.
Article (8) Repeals
1. Cabinet Resolution No. (62) of 2023 Regarding Certain Media Services Fees shall be repealed.
2. Any provision that contradicts or conflicts with the provisions of this Resolution shall also be repealed.
Article (9) Publication and Entry into Force
This Resolution shall be published in the Official Gazette and shall enter into force thirty (30) days from the date of its publication.
