Cabinet Resolution No. (62) of 2021 Regarding the Fee for Virtual Telemedicine Consultations Provided by the Health Facilities Affiliated with the Emirates Health Services
The Cabinet:
− Having reviewed the Constitution;
− Federal Law No. (1) of 1972 Regarding the Competences of Ministries and the Powers of Ministers, as amended;
− Federal Law No. (7) of 1984 Regarding the Prices of Health Services, and the Fees for Health Certificates and Reports;
− Federal Decree by Law No. (16) of 2020 Regarding the Establishment of the Emirates Health Services;
− Federal Decree by Law No. (26) of 2019 Regarding Public Finance;
− Cabinet Resolution No. (18) of 2013 Regarding the Fees for Health Card, and for Therapeutic and Diagnostic Services for Non-Nationals;
− Cabinet Resolution No. (37) of 2021 Regarding the Fees of Healthcare Services Provided by Health Facilities Affiliated with the Emirates Health Services; and
− Upon the proposal of the Minister of Finance and the approval of the Cabinet,
Hereby resolves as follows:
Article (1) Definitions
For the purposes of implementing the provisions of this Resolution, the following terms and expressions shall have the meanings assigned to each of them, unless the context requires otherwise:
State: The United Arab Emirates.
Establishment: Emirates Health Services (EHS).
Chairman: The Chairman of the Board of Directors of the Establishment.
Telemedicine: A telephone or video call conducted by a physician, physiotherapist, or nutritionist for the purpose of assessing the patient's condition and providing the necessary treatment and support, depending on the patient's health condition.
Article (2) Service Fees
a. Virtual telemedicine consultations (physician clinic consultations, nutrition clinic consultations, or physiotherapy services) shall be provided free of charge to UAE nationals and persons of equivalent status, whether or not they hold a health card issued by the Establishment.
b. The fee specified below shall be collected from non-UAE nationals in return for virtual telemedicine consultations.

c. The following categories shall be exempt from paying the fees specified in Clause (B) of this Article:
1. Non-UAE nationals with disabilities, provided they hold a valid health card issued by the Establishment, with fees paid, under the category of "People of Determination".
2. Non-UAE nationals who are detained in connection with criminal cases or placed in correctional institutions, based on a referral from the competent authorities.
3. Non-UAE nationals residing in shelter homes, based on a referral from the competent authority.
4. Children of incarcerated mothers, who are non-UAE nationals and for whom no other guardian has been identified, during the period of sentence execution, and based on a referral from the competent authority.
5. Non-UAE nationals referred by federal government entities organizing sports tournaments as part of international competitions held in the State, provided that prior coordination is made with the Establishment and that they are not covered by health insurance.
6. Guests of the State hosted on certain occasions at the request of the hosting entity, provided that prior coordination is made with the Establishment and that they are not covered by health insurance.
Article (3) Collection of Fees
The fees set out in this Resolution shall be collected by the means determined by the Ministry of Finance.
Article (4) Repeals
Any provision that contradicts or conflicts with the provisions of this Resolution shall be repealed.
Article (5) Publication and Entry into Force
This Resolution shall be published in the Official Gazette, and shall enter into force from the day following its date of publication.
