Circular No 001/2022
In regards of precautionary measures in
cities and worker Camps
Dear All,
Greetings,,,
In reference to the above topic, and with the aim of limiting
the spread of the new Coronavirus in workers’ cities and
based on the latest pandemic situation. Please find below
precaution measures for activating the isolation areas in
the worker camps & accommodations, so that the cases of
Covid 19 infection are monitored under a protective
framework until the end of the quarantine period:
➢ Ensure Providing a health service provider on the
worker camp to follow up on the health status of the
patients daily and provide them with health care in
accordance with the health protocol for dealing with
cases infected by Covid 19, as well as transferring
cases suffering from health complications to field
hospitals.
➢ Ensure separating all services of the building that will
be allocated for isolation from all other services
provided in other buildings, considering all the
necessary preventive requirements during the daily
operations when providing these services (Distributing
meals, dealing with and disposing of waste, providing
laundry services if necessary).
➢ Ensure continuous strict security control on the
isolation area to ensure control of the entry and exit
movement.
➢ Ensure reporting to Tadweer company about the
buildings that are designated for isolation so all
medical waste can be managed and disposed in correct
manner.
➢ Ensure to Strict implantation of preventive measures
described below in the camp when isolation is
activated:

بخصوص اإلجراءات االحترازية في المدن والسكنات
العمالية
السادة املحترمين
تحية طيبة وبعد،
باإلشارة الى املوضوع اعاله، وبهدف الحد من فايروس انتشار كورونا
املستجد في املدن والسكنات العمالية، وبناء على مستجدات الوضع
الوبائي، فإنه تجدون أدناه املتطلبات واالشتراطات الوقائية األساسية
الالزمة لتفعيل امل ناطق امل خصصة لغرض العزل الص حي داخل
السكنات ا لعمالية بحيث يتم من خاللها متابعة حاالت اإلصابة بكوفيد
19 تحت إطاروقائي حتى االنتهاء من فترة العزل الصحي :
➢ ضرورة وجود مزود خدمات صحي في املوقع ملتابعة الحالة الصحية للمر ض ى
بشكل يومي وتقديم الرعاية الصحية لهم وفق ال بر وتوكول الص حي الخاص
بالتعامل مع الحاالت املصابة بكوفيد 19 , وكذلك تحويل الحاالت التي تعاني من
مضاعفات صحية الى املستشفيات امليدانية.
➢ ضرورة فصل جميع خدمات املب نى الذي سيتم تخصيصه للعزل الص ح ي عن
جميع الخدمات األخرى املقدمة ف ي املباني االخرى مع مراعاة جميع االشتراطات
ال وقائية الالزمة ملكافحة العدوى أثناء إدارة العمليات اليومية عند تقديم هذه
الخدمات (توزيع الوجبات الغذائية، التعامل مع النفايات والتخلص منها , توفير
خدمات الغسيل إن تطلب األمر).
➢ ضرورة على منطقة العزل الصحي وجود رقابة أمنية مشددة بشكل مستمر
للتأكد من السيطرة على حركة الدخول والخروج.
➢ ضرورة عن هذه املباني التي خصصت لغرض العزل الصحي تبليغ شركة تدوير
ليتم إدارة النفايات الطبية بها والتخلص منها بالشكل الصحيح .
➢ ضرورة العمل على تشديد وتطبيق اإلجراءات الوقائية األخرى املوضحة أدناه
السكن العمالي في حال تم تفعيل منطقة العزل الصحي: في املدينة أو

▪ Reducing the time period for the periodicity of laboratory
tests that are conducted for remaining residents in the camp
to become (once a week).
▪ Ensure to activate other places to be designated for the
purpose of quarantine for contact cases, considering all the
necessary preventive requirements during the daily
operations when providing service to them, and ensure
monitor the health status of the contact cases by health
service provider in accordance with the health protocol in
Emirate of Abu Dhabi.
▪ Closing the gym and all recreational places (if any).
▪ Closing the mosque and all places of prayer and other
places of worship until the situation is stable.
▪ Banning the movement of workers in the labour
accommodation from after 9 pm until 5 am, except any
emergency cases.
▪ Gathering and exchange of visits between workers' rooms
is prohibited.
▪ Implementing green access and reducing the capacity of
the supermarket or commercial centre located within the
workers’ city, Which should be estimated by the camp
administration, not exceeding 50%, with the necessary of
wearing a mask.
▪ Reducing the capacity of the means of transport by not
exceeding 40%, with allocating a responsible person in
charge of monitoring the movement of workers in the
means of transport to ensure that all preventive
requirements issued in this regard are met.
▪ The Labor Accommodation administration should enhance
the number of security and safety members inside the camp
area on a continuous basis to monitor the movement of
workers and take the necessary actions for those who do
not follow the preventive measures.
▪ Increase sterilization patrols for means of transportation
and in all camp facilities, especially toilets, with the
provision of liquid soap and sterilization materials, as well
as labelling and distributing shared toilets according to
room numbers and ensure that the workers is wearing
protective masks while entering the toilets.
▪ Activate the role of the supervision authorities in issuing
legal violations against (individuals/companies) who is
breachIng the preventive requirements.
▪ تقليص الفترة الزمنية لدورية الفحوصات املخبرية التي تجرى لباقي العمال
القاطنين قي املدينة أو السكن العمالي لتصبح (مرة أسبوعيا).
▪ ضرورة تفعيل أماكن أخرى لتكون مخصصة لغرض الحجر الصحي
للمخالطين مع ضرورة االلتزا م بتطبيق كافة االشتراطا ت الوقائية أثناء
إدارة العمليات اليومية عند تقديم الخدمات لهم؛ وعلى أن يتم متابعة
الحالة الصحي ة لهؤالء املخالطي ن من قبل مزود خدمات صح ية والتعامل
معهم حسب ا لبروتوكول الصحي املتبع في إمارة أبوظبي.
▪ غلق الصاالت الرياضية وكافة األماكن الترفيهية (إن وجدت).
▪ الوضع غلق املسجد وكافة أماكن الصالة ودور العبادة األخرى حتى استقرار
الوبائي .
▪ السكن العمالي من بعد الساعة ال حظرحركة العمال في املدينة أو 9 ليال
وحتى الساعة ال 5 فجرا ويستثنى من ذلك الحاالت الطارئة .
▪ تبادل الزيارات بين غرف يمنع أي شكل من اشكال التجمع داخل السكن أو
العمال.
▪ األخضروتقليل السعة االستيعابية للسوبرماركت ا تطبيق املرور املركز و
التجاري املتواجد داخل املدينة أو السكن العمالي؛ على أن يتم تقديرها من
قبل إدارة السكن بحيث ال تتجاوز 50 % مع ضرورة ارتداء الكمام .
▪ تقليل الطاقة االستيعابية لوسائل النقل بحيث ال تتجاوز 40 % مع تخصيص
شخص مسؤول يكلف بمراقبة حركة العمال في وسائل النقل ل لتأكد من
االشتراطات الوقائية الصادرة بهذا الشأن.
▪ قيام إدارة سكن العمال بتعزيز عدد عناصراألمن والسالمة للتجول داخل
م ر افق سكن العمال بصورة مستمرة مل ر اقبة حركة العمال ومخالفة من ال
يلتزم بتطبيق اإلجراءات الوقائية.
▪ تكثيف دور ي ات التعقيم لوسائل النقل وفي كافة مرافق السكن وخاصة
دورات املياه مع توفيرالصابون السائل ومواد التعقيم فيها وكذلك ترقيم
دورات املياه املشتركة وتوزيعها حسب أرقام الغرف و إ لزام العمال بارتداء
الكمامات الواقية أثناء دخول دورات املياه.
▪ تفعيل دور الجهات الرقابية املخالفات القانونية على الغيرملتزمين في إصدار
(أفراد/شركات) بتطبيق االشتراطات الوقائية.

▪ Close the dining halls and distributing canned meals
containing single-use utensils; and ensure that the workers
are distributed to groups within specific times to ensure
that the area is not crowded and the physical distancing is
applied; If there is a challenge in implementing this, it is
recommended that the following preventive measures be
taken:
• Close the restrooms in restaurants or allocating a cleaning
team to sterilize and disinfect toilets after each use.
• Conducting a thermal examination and making sure that
everyone wears a protective mask and uses hand sanitizer
before entering the restaurant.
• Use of single-use utensils.
• Food is delivered by food service providers according to
the workers' choices by pointing to the selected dishes
when they are passing on the buffet.
• Ensure putting floor stickers to indicate safety distance by
not less than 2 meters to apply physical distancing during
principal queuing.
• Ensure of presence of individuals who are allocated to
ensure that all workers are committed to applying all
preventive measures and take the necessary actions for
those who do not follow the preventive measures.
Kindly note that inspections campaigns will be carried out on
all workers accommodations to ensure implementation of
COVID-19 requirements & circulars.

▪ على توزيع وجبات غذائية معلبة تحتوي على غلق قاعات الطعام واالقتصار
أدوات الطعام ذات االستعمال الواحد؛ بحيث يتم توزيع العمال على
مجموعات ضمن توقيتات محددة بما يضمن عدمًالتزاحم وتحقيق مبدا
التباعد الجسدي؛ وإن كان هناك تحدي في تطبيق ذلك فإنه يوص ى بالقيام
باإلجراءات الوقائية التالية:
• تخصيص فريق نظافة لتعقيم إغالق دورات املياه املوجودة في املطاعم أو
وتطهيردورات املياه بع د كل استخدام.
• إجراء الفحص الحراري والتأكد من ارتداء الجميع للكمام الواقي
واستخدامهم ملعقم األيدي قبل الدخول إلى املطعم.
• استخدام أدوات الطعام ذات االستعمال الواحد.
• تسليم األطعمة من قبل مقد م ي خدمة الطعام حسب اختيارات العاملين
باإلشارة على األطباق املفضلة حين مرورهم على البوفيه.
• وضع ملصقات أرضية تشيرإل ى مسافة األمان بحيث ال تقل عن 2 متر
لتطبيق مبدا ً التباعد الجسدي أثناء االصطفاف .
• ض ر ورة تواجد أفراد من يتم تخصيصهم للتأكد من التزام جميع العاملين
بتطبيق كافة اإلجراءات الوقائية ومخالفة الغيرملتزمين.
كما نحيطكم علما ً بأنه سيتم عمل حمالت تفتيشية على سكنات العمال وذلك
للتأكد من تطبيق التعليمات والتعاميم الخاصة بمتطلبات الوقائية من فايروس
كورونا في املدن العمالية.
