فحوصات تطلبها الهيئة لغايات الرقابة .
1- Abu Dhabi Agriculture And Food Safety
Authority and any checks/tests required by the
authority for control purposes.
مجال املياه : Water Testing:
دائرة الطاقة والشركات التّابعة لها وأي
فحوصات تطلبها الدائرة لغايات الرقابة .
1- Department of Energy and its affiliated
companies, including any checks/tests required
by the department for control purposes.

of the issued report by the lab.

املفوّض املطلوب منه بشكل للمجلس من املختبر
تقديم الخدمة إلى الجهة الحكومية، مباشر
املفوّض واملختبرات وتكون العالقة بين املختبر
املفوّضة األخرى التي تم تعهيد الخدمة لها
بالباطن عالقة قانونية وهذه العالقة هي تحدد
من يت حمل هذه النسبة بينهما (وفقا ً للتفاوض
بين املختبرين) .
الذي تم تعهيد وفي هذه الحالة فإن املختبر
املتضمن عالمة الخدمة إليه ال يستخدم التقرير

In this case, the fees are supplied to QCC from
the designated lab only that was directly
requested to perform the test, noting that the
relationship between the two labs is legal, and
this relationship determines who bears this ratio
(according to what was agreed upon in the
contract concluded between them).
In this case, the laboratory to which the service is
outsourced does not use or follow the council’s
report / form and therefore does not have to
supply any fees to the council for the service.

في حال تقديم الخدمة ملجلس أبوظبي للجودة
واملطابقة بناء ً على طلب املجلس، فإن هذه
الخدمة ال تخضع لنسبة رسوم املجلس.

5 نقل معدات هل تخضع أسعار
الفحص وتجهيز املوقع التفاقية
التفويض املوقعة مع املجلس؟
هنالك نوعان من الرسوم املتعلقة بالفحص :
 رسوم مباشرة متعلقة بالفحص ذاته، مثل
العينة وتحليلها وتقييمها، تحضير وهذه
الرسوم تخضع لالتفاقية املوقعة مع
املجلس .
 مباشرة متعلقة بالفحص، مثل رسوم غير
املختبرات املوقعية نقل املعدات وتجهيز
وتنقالت املحللين ومراقبة املوقع، وهذه
الرسوم ال تخضع لالتفاقية املوقعة مع
املجلس.
There are two types of fees when it comes to
testing:
 Direct fees related to the test, such as
sample preparation, analysis and
evaluation, and these fees are subject to
the council’s fees (According to the signed
agreement).
 Indirect fees related to the test, such as
equipment transport, site preparation,
equipping on-site laboratories,
transportation and site monitoring, and
Are the cost of equipment
transport and site preparation
subject to the council’s fees?

6 كيف يمكن للجهات الحكومية املعنية
بالخدمات املفوضة التعامل مع
املغطاة من قبل الفحوصات غير
املختبرات املعينة؟
 في حال كون املفوّض قادر املختبر على تقديم
الخدمة، ولديه االعتماد في املجال املطلوب،
مغطاة بمجال التفويض ولكن الخدمة غير
(مثال: فحوصات املاء والهواء واملواد
والتوصيالت الكهربائية) ، يستطيع املخت بر
املفوّض تقديم طلب لتوسيع مجال التعيين
والتفويض.
 في حال كون املفوّض املختبر قادر على تقديم
الخدمة، وليس لديه االعتماد في هذا املجال،
وليس لدى املفوّض املختبر الرغبة بالحصول
على االعتماد لهذه الخدمة، علما أن الخدم ة
متوفرة من جهات أخرى مفوضة غير ، في مكن
املفوّض للمختبر تقديم الخدمة شريطة إعالم
الجهة الحكومية املعنيّة.
 متوفرة لدى أي جهة في حال كون الخدمة غير
معينة / مفوضة، ولكنها متوفرة لدى مختبرات
محلية أخرى، وهذه املختبرات معتمدة للمجال
املطلوب، وال ترغب بتوقيع اتفاقية مع
املجلس املف ، فيمكن للمختبر وّض إجراء
في املختبرات املحليّة األخرى شريطة االختبار
إعالم الجهة الحكومية املعنيّة .
 متوفرة لدى أي جهة في حال كون الخدمة غير
معينة / مفوضة، ولكنها متوفرة لدى مختبرات
معتمدة محلية أخرى، وهذه املختبرات غير
للمجال املطلوب، وال ترغب بتوقيع اتفاقية مع
املجلس ، في هذه الحالة، يتوجب على املختبر
املفوّض الرجوع إلى الجهة الحكومية املعنيّة
 In case the designated lab is able to provide
the service, and is accredited for this
service/field, but the service is not covered
by the designation agreement (example:
water, air, material, and electrical
connections testing), then the designated
lab can submit an application to expand
their scope of designation.
 In case the designated lab is able to provide
the service, but is not accredited for this
service/field and does not have the intention
to obtain the accreditation for it, and the
service is not available from any other
designated labs, hence, the designated lab
can provide this service whilst informing the
concerned Governmental entity.
 In case this service is not available in any
designated labs, but it is available in other
accredited local laboratories for this
service/field and do not have the desire to
sign an agreement with QCC, it is eligible for
the designated lab to conduct the test with
these accredited local laboratories whilst
informing the concerned Governmental
entity.
 In case this service is not available in any
designated labs, but it is available in other
non-accredited local laboratories, and does
not have the desire to sign an agreement
with QCC, then the designated lab has to

designation agreement except in case that the
tests are requested by the government entity for
control purposes or if the government entity
require that the products must be tested in a
designated laboratory.

9 بالنسبة للمختبرات املوقعية، غير
املغطاة بمجال االعتماد، هل هي
مشمولة باتفاقية التفويض؟
توسعة مجال وهل يجب على املختبر
اعتماده لتغطية هذا املختبرات
املوقعية؟
يجب أن يتم اجراء جميع الفحوصات من خالل
مختبرات مفوضة فقط، سواء كانت مختبرات

All tests shall be carried out by designated labs
only, regardless if they are permanent, or mobile
or site labs. Main designated labs shall expand
their scope of designation to cover the mobile
and the site labs, based on the accreditation
certificate or QCC assessment.
For the onsite lab, which is not
covered by the scope of
accreditation, does the
designation agreement cover it
or not? Also, do we need to
expand our scope of
accreditation to cover the onsite
labs?

يتم احتساب نسبة املجلس وفق القيمة النهائية
التي من الجهة الحكومية سيتقاضاها املختبر
لقاء الخدمة املقدمة ، سواء بناء على تكلفة
ساعة العمل أو عدد أو نوع الفحوصات.
QCC percentage shall be calculated based on the
final fees, regardless if it is based on the
manhour or the type and the number of tests.
For the tests fees based on the
manhour, how we can calculate
QCC fees?
