Circular No. (9) Of 2024
Concerning the Public Safety of Facilities and Establishments
Regulated by the Municipalities
The Department of Municipalities and Transport is committed to ensuring and maintaining public
safety in the Emirate of Abu Dhabi within its jurisdiction. Therefore, all entities including operators,
contractors and service providers are required to make every effort to promote public safety in public
facilities, public places, rented premises and any other places of public interest in accordance with
local, federal and international safety laws and regulations.
Accordingly, all concerned entities, businesses and service providers shall adhere to the following
public safety requirements:
- Raise awareness about the risks for all levels within public facilities of any kind.
- Train staff and conduct drills to increase readiness and enhance capabilities to respond to
emergency circumstances; thus, protecting the public visitors and maintaining the facilities.
- Provide a safe environment for visitors and adopt the best practices of safety by placing and
installing the appropriate signage according to the nature of its facility.
- Maintain properly all the items within the facilities to ensure that they are serviceable and safe to
be used by visitors.
- Supply specialized and experienced manpower as well as material resources for the proper
operation and maintenance of the facilities.
- Provide first aid equipment, specialized paramedics, and emergency contact numbers according to
the nature of the facility and its activity.
- Promote public safety awareness and provide visitors with safety guidelines to keep them safe.
- Ensure sufficient human and financial resources to maintain and continuously improve public
safety using the best available techniques
The concerned municipality shall fully ensure that all contractors operating in the public facilities are
complying with the requirements contained in this Circular
