1. Introduction
This mechanism is designed to define the procedures to be utilized by ADPHC,
Competent Authorities (CA’s), Sector Regulatory Authorities (SRA’s) and Entities to
manage the integration of OSH requirements throughout the Emirate of Abu Dhabi.
This mechanism has been designed to ensure fair, transparent and consistent
implementation of the ADOSH -SF.
Integration of relevant Federal and Emirate authorities’ OSH requirements is an
important process to advance and harmonize the OSH regulations.
The complexity of the current OSH regulations includes:
• the lack of a single source of reference for applicable requirements;
• potentially conflicting requirements as multiple authorities develop, implement
and enforce requirements; and
• potential confusion in private and public sectors to which requirements to comply
with.
Developing integrated regulations will provide the following advantages:
• streamlined and harmonized requirements;
• regulatory transparency for government and private sector business;
• confidence for investors and private sector business by providing stable and
harmonized OSH regulations;
• clearly defined OSH obligations for all stakeholders;
• drive improvement in OSH performance; and
• create a competitive advantage for the Emirate of Abu Dhabi.

2. Requirements
(a) ADPHC shall lead and coordinate a participatory method of developing OSH
Regulations and Requirements for the Emirate – refer to Figure 1.

(b) Fundamental OSH management system requirements shall be integrated into the
ADOSH -SF Management System Elements.
(c) Detailed technical requirements shall be specified in topic specific ADOSH-SF
mandatory requirements.
(d) ADOSH -SF mandatory requirements are approved documents, issued by ADPHC,
developed in coordination with relevant CA’s / SRA’s defining mandatory
requirements and other information relating to the practices and procedures in a
specific subject/topic area.

(e) ADOSH -SF mandatory requirements shall be in one of the following formats:
(i) Codes of Practice;
(ii) Standards and Guideline Values; or
(iii) Mechanisms.
(f) ADPHC shall manage the development, consultation, and issuance of all ADOSH -
SF mandatory requirements following the process described in Figure 2.

(g) ADOSH -SF Mandatory Requirements shall contain mandatory requirements and
other information relating to the practices and procedures to be followed in a
subject/topic area.
(h) Technical Guidelines may be developed to support a topic specific ADOSH -SF
mandatory requirement(s).
(i) Technical Guidelines shall contain non-mandatory information and guidance on
how to implement an ADOSH -SF mandatory requirement(s) or other ADOSH -SF
requirement.

2.1 Role of the Competent Authority (ADPHC)
(a) ADPHC shall lead and coordinate with relevant authorities a consultative process
of developing Integrated OSH requirements for the Emirate by managing:
(i) the development of ADOSH -SF mandatory requirements and guidelines;
(ii) the approval of ADOSH -SF mandatory requirements and guidelines; and
(iii) the issuance and distribution of ADOSH -SF mandatory requirements and
guidelines.
2.2 Role of the Other Competent Authorities
(a) Participation and contribution to the development and review of ADOSH -SF
mandatory requirements and guidelines.
(b) Promotion, implementation and enforcement of approved ADOSH -SF mandatory
requirements and guidelines.
(c) Delegation of appropriate OSH operations to the ADOSH -SF SRA’s.
2.3 Role of the Sector Regulatory Authorities
(a) Participation and contribution to the development and review of ADOSH-SF
mandatory requirements and guidelines.
(b) Promotion, implementation and enforcement of approved ADOSH -SF mandatory
requirements and guidelines.
(c) Implement within the concerned Sector agreed delegated OSH Operations from
ADPHC, Federal and Emirate Competent Authorities.
