Cabinet Resolution No. (43) of 2021 Regarding the Fees for Services of Judicial Training Institute and the Publications Issued by Ministry of Justice
The Cabinet:
− Having reviewed the Constitution;
− Federal Law No. (1) of 1972 Regarding the Competences of Ministries and the Powers of Ministers, as amended;
− Federal Law No. (23) of 1991 Regarding the Regulation of the Legal Profession, as amended,
− Federal Law No. (6) of 2012 Regarding the Regulation of the Translation Profession;
− Federal Law No. (7) of 2012 Regarding the Regulation of Expert Witness Profession before Judicial Authorities;
− Federal Law No. (4) of 2013 Regarding the Regulation of the Notary Public Profession, as amended;
− Federal Law No. (14) of 2016 Regarding Administrative Violations and Penalties in the Federal Government,
− Federal Decree by Law No. (26) of 2019 Regarding Public Finance;
− Cabinet Resolution No. (47) of 2020 Regarding the Organizational Structure of the Ministry of Justice; and
− Upon the proposal of the Minister of Finance and the approval of the Cabinet,
Hereby resolves as follows:
Article (1) Definitions
For the purposes of the provisions of this Resolution, the following words and expressions shall have the meanings assigned to each of them, unless the context of the text requires otherwise:
State: The United Arab Emirates.
Ministry: The Ministry of Justice.
Minister: The Minister of Justice.
Institute: The Judicial Training Institute.
Government Entities: Federal and local government entities, including public authorities, institutions, and other governmental bodies.
Public Welfare Associations and Institutions: Associations and institutions established in accordance with the provisions of Federal Law No. (2) of 2008 Regarding Public Welfare Associations and Institutions.
Article (2) Fees for Services Provided by the Institute
Fees shall be collected in return for the services provided by the Institute as detailed in the schedules attached to this Resolution, in the amounts assigned to each service.
Article (3) Fees for Sale of the Ministry's Publications
1. A fee shall be collected for the sale of the Ministry's publications, including books, magazines, and issuances, in an amount not exceeding 20% above the actual cost of issuing each publication. The Minister or their delegate shall determine the exact amount to be collected, provided it does not exceed this percentage.
2. The Ministry may distribute its publications free of charge to government entities. The Minister or their delegate shall determine the quantities allocated for gifting and exchange purposes.
Article (4) Administrative Violations and Fines
Administrative fines shall be imposed upon the commission of any of the violations specified in the schedule below as follows:

Causing damage to any of the devices or materials in the training halls of the Judicial Training Institute.
It shall be calculated based on the market value of devices or materials similar to those that were damaged, assessed at the time the damage occurred.

Causing damage to office supplies at the Judicial Training Institute.
Twice the value of the damaged item.

Delay in returning borrowed office supplies
(10) ten dirhams for each day of delay, not to exceed the value of the borrowed items.
Article (5) Amendment of Fees
The Cabinet shall have the authority to make any amendments to the fees set out in this Resolution, whether by addition, deletion, or amendment.
Article (6) Grievance
Any person against whom any of the administrative fines referred to in Article (4) of this Resolution is imposed may submit a written grievance to the Minister or their delegate within thirty (30) days from the date of notification of the challenged decision. If the last day falls on a public holiday, the deadline shall be extended to the next working day. The grievance shall be decided on within thirty (30) days from the date of its submission, in accordance with procedures determined by the Ministry.
Article (7) Final Provisions
1. The fees and administrative fines stated in this Resolution shall be collected by the means determined by the Ministry of Finance.
2. For the purpose of collecting the service fees and administrative fines set out in this Resolution, a part of a day shall be deemed a full day, a part of a month shall be deemed a full month, and a part of a year shall be deemed a full year.
Article (8) Repeals
Any provision that contradicts or conflicts with the provisions of this Resolution shall be repealed.
Article (9) Executive Resolutions
The Minister shall issue the necessary resolutions to implement the provisions of this Resolution.
Article (10) Publication and Entry into Force
This Resolution shall be published in the Official Gazette and shall enter into force thirty (30) days from the date of its publication.
