About this booklet

written this booklet to help everyone
understand more about People of
Determination.
People of Determination are people
with impairments.
Impairments are health conditions
that change how someone’s body or
mind works.
People of Determination have the
same rights as everyone else.
Rights are things that every person
should have by law, like the right to be
safe, the right to education, and the
right to be respected.

People of Determination
People of Determination can have
different types of impairments.
The impairments can:
• Last for a short or long time, or
forever.
• Be seen or not seen.
• Be in their body or their mind, or
both.
• Affect lots of parts of their body and
mind.

People can:
• Have 1 or more impairments.
• Have impairments from when they
are born, or get them later in life.

Impairment or disability?
Impairment is different from
disability.
Disability means not being able to do
something.
It is the world around them that stops
People of Determination from doing
everything they want to, not their
impairment.
Think about this
If a university does not have a ramp, a
student who uses a wheelchair will
find it difficult to get to class.
It is the building that stops them
getting there, not being in a
wheelchair.
So the building makes them disabled,
not their impairment.

Barriers
A barrier is something that is put in
your way. It makes life harder for you.
There are different kinds of barriers for
People of Determination.
Barriers caused by how
other people think
Some people think that People of
Determination cannot work or look
after themselves, so they do not give
them a chance to show what they can
do.

Change
Change
Barriers to
communicating
Communicating can mean:
• Speaking.
• Listening.
• Reading.
• Writing.
Some People of Determination need
reasonable adjustments to help them
communicate.
Reasonable adjustments are changes
that services can make so that People
of Determination can take part like
everybody else.
If a person or organisation does not
make reasonable adjustments, this
can be a barrier.

Barriers to getting
around
Not all buildings and public spaces are
built for People of Determination to
use services in the same way as
everyone else.
Barriers caused by the
law
Some laws or the way some
organisations work are not fair to
People of Determination.
This can mean that People of
Determination cannot take part in the
world around them in the way that
they want to.

Thinking about disability
How we think about disability makes a
difference to:
• How much everyone is included in
the world around them.
• Whether People of Determination
can fully take part in all areas of life.
We should think of disability as an
issue for everyone, not just People of
Determination.
Impairment is a natural part of being
human, like having different hair or
eye colours.

In the past, people thought that
impairment was something that
needed to be mended by doctors.
Or they felt sorry for People of
Determination, and thought they
needed help.
But now we believe that:
• Employers and services should
make things fair for People of
Determination.
• The rights of People of
Determination should be respected.

The rights of People of
Determination
This part of the booklet will tell you
where to find more information about
the laws that protect the rights of
People of Determination.
Laws can change, so you should make
sure you know what the most recent
laws say.
Some of the laws cover the whole
world, others are just in the United
Arab Emirates (UAE).
The UN Convention on the Rights of
Persons with Disabilities (UN CRPD)
is an agreement between lots of
different countries.

UAE Laws
The government of the UAE passed a
law protecting the rights of People of
Determination in 2006.
The law gives People of Determination
the right to take part in all areas of life
in the same way as other people, like:
• At schools and colleges.
• Doing hobbies, like sport and art.

Policy To work towards including People of
Determination more in all areas of life,
the government wrote a policy to give
People of Determination more power
in 6 areas:
1. Health.
2. Learning.
3. Work life.
4. Making government and other
buildings accessible.

Treating People of
Determination badly
There are 4 main ways that People of
Determination are treated badly:
Change
1. Discrimination because of their
impairment.
Discrimination is when you are
treated badly or unfairly because
of who you are.
Not making reasonable
adjustments is also discrimination.
2. Abuse.
Abuse means harming someone in
their body or mind.

3. Neglect.
Neglect means not giving
someone the things they need,
like:
• A home.
• Food and water.
• Medical care.
• Feeling included.
4. Exploitation
Exploitation means treating
someone unfairly to get what you
want, like taking their money.
Everyone should be able to notice if a
Person of Determination is being
treated badly, and know what to do
about it.

The Family Care Authority
Better
The government started the Family
Care Authority in 2021, to make life
better for all families in UAE.
They want to help everyone be
included in the life of the country.
Anyone can tell them if they are
worried about someone they know.
