The Abu Dhabi Waste Management Center - Tadweer
issues this circular to all sectors regarding the launch of
a unified reference for public health pest control
services in Abu Dhabi.

The center has launched the reference standard for pest
control services’ scope and frequency, which aims to
raise the level of public health pest control services in all
hotel and tourism establishments by defining the scope
and frequency of service that ensures the provision of
effective services that enhance public health and raise
the quality of life in the Emirate of Abu Dhabi by effective
control of vectors of diseases and pests.

Therefore, the Department of Culture and Tourism – Abu
Dhabi directs all hotel and tourism establishments to
a d h e r e t o t h e a t t a c h e d r e f e r e n c e a n d t o s t a r t
implementing public health pest control services in all
hotel and tourist establishments by contracting with
service providers approved by Tadweer through the
electronic pest control system.

Public health pest control is vital service that is required to maintain the public health and life quality
of the society which it plays an important role in managing disease vectors and discomfort agents.
Public health pests include any animal or organism that can cause considerable damage to human
and its environment. Real or perceived damage can be medical, psychological, economic, or aesthet-
ic.
Public health pest populations are dynamic and have continuous invading behavior by which the
pests keep moving and translocating in wide areas considering no limits or borders for their exis-
tence and survival. For this reason, Public health pest control needs to be carried out in a comprehen-
sive and integrated manner that requires the collaboration of all stakeholders of the society.
The role of Tadweer is to provide public health pests control services at the public scope, through
which it provides the pest control services upon the public areas such as streets, governmental build-
ings and facilities, parks, open areas, etc.
For serving its purpose in maintaining public health pests’ populations under the action threshold,
Tadweer requires the collaboration of other parties in the community. The commercial and private
entities that are out of Tadweer scope and play a significant role as primary source of infestation that
enables pests’ populations to re-infest the public areas and rebuilt their populations , hence, prolong
their existence.
Highly Important Entities are one of the key sectors in UAE. Having poor public health services in
these entities can badly affect the public health by providing hidden and sufficient harborage and
breeding sites for public health pests resulting in significant re-infestation that would threaten public
health for Abu Dhabi society.
Tadweer has developed this standard in response to the increasing importance and awareness of

public health pest control. In addition, Tadweer has also built this standard to act in line with Depart-
ment of Municipalities and Transportation (DMT) circular No. 2, 2020 regarding waste management
and public health pest control.

Tadweer has developed this reference standard to ensure providing effective public health pest con-
trol services for Highly Important Entities by setting the required standard service scope and fre-
quency to:
Set the proper service frequency that can disrupt pests’ populations based on the na ture of
public health pests’ life cycle and population dynamic.
Set the proper service scope that covers all potential pests’ infestations.
Define the role of Highly Important Entities and service providers in having good public health
pest control programs.
Define special requirements needed for facilities.
Provide guidance for highly important facilities to build their pest control service specifications
that can be used for service agreements.

3.1. Scope
The requirements of this standard are applicable for all Highly Important Entities and public health
service providers in Abu Dhabi. Highly important entities are listed in table 1. This standard was
built to set and define the suitable and required service scope, frequency, and specifications of public
health pests control programs, however, it does not include pest control methodologies, pest control
methodologies and standards are mentioned in detail in Tadweer technical guidelines for integrated
pest management.

To provide an initial survey report (base line survey), that describes the current situation for
infestation levels of targeted pests, official identification for the observed pests (from approved
lab or to refer to Tadweer in this regard) in each targeted area, in addition to identify breeding
habitat for the pest (by map), the reasons / conditions behind pests’ presence in the sites and
what is the required corrective action.
Service provider shall target pests in all breeding sites in addition to the adult stages sites (com-
prehensive larvicide and adulticide control services)
To maintain all the time client safety and control team safety as well, as per the best recom-
mended practices in pest control field and the local regulations of UAE
To provide pest control record (logbook) to the client in the site (to be available with contract
management and accessible for Tadweer inspectors), containing related pest control services
data such as (but not limited to):

Public health pest control services shall cover all areas where pests can inhabit and pose risks to
human beings, animals, and the environment. The range that shall be covered for Highly Important
Entities domain includes (but not limited to):

6.2. Standard service frequency
Service frequency is the interval period for repeating the services or how often the service shall be
done. Service frequency varies among different types of pests, infestation level, and the place or
work areas conditions.
Service frequency can be classified into two main group the scheduled and unscheduled services.
Service frequency highly depends on the occurrence of the pests in certain places and the probability
of re-occurrence of the pests and their infestation level, thus, the pests included in the unscheduled
services can sometimes be served in regular basis or in scheduled services based on their population
level or if there is high probability for their re-occurrence.

Scheduled services program: services that being done based on fixed and preprogramed frequen-
cy, and that shall be carried out to cover all vector pests & stray animals in all exterior areas. Mos-
quito and rodents only in the interior areas
Unscheduled services: on call or emergency response to the residents whenever needed and as
per their request in addition to any required follow up visits as per pests’ biology and behavior.

Service frequency can also vary among the regular or scheduled services based on the infestation
level. Therefore, in this guideline we have set the service frequency in three main categories as listed
below.

6.2.2. Unscheduled service frequency
Unscheduled services are provided in irregular basis depends on pests’ occurrence and customer
demands for the pests that occur occasionally. The initiation of unscheduled services mostly done
by the client, however, once the service is carried out there shall be certain follow up treatments to
ensure that pest problem is solved. Those follow ups shall be carried out in regular basis until the
pest problem is vanished.

6.3. Pest control service
In line with context of this standard, pest control service is defined as any service incurs any treat-
ment, practice, or/and actions aim to reduce, eliminate, or contain pests’ populations. That may in-
clude (but not limited to):
Note: Providing pest control services shall always include inspection and survey. Other services can
be carried out separately, all together or any combination that can solve the pest problem depending
on the situation. Therefore, it is not necessary to include chemical treatments or all services in every
service, the service may sometimes be limited on conducting inspection and monitoring in case of
low or zero infestation.
Note: The methods and all technical specifications on how to carry each service for each pest is illus-
trated in Tadweer TG’s for integrated pest management.

Inspection and survey. Searching the place for identifying pests type, occurrence, locations, pop-
ulation level, distribution, and conducive factors to infestation
Monitoring. Continuous follow up for pest population status in certain places that shall take
place after any treatment, and as preventive procedure to detect the presence of the pest in that

6.6.6. Special requirements
6.6.6.1. Maintain pupils and student’s safety:
No chemical treatment shall be carried out in the presence of students and all chemical treat-
ments shall be carried out when the students leave the school or in holydays.
In case of dangerous pests. Dangerous pest shall be eliminated immediately, however, the area
of treatment shall be evacuated completely in at 50 m diameter from workplace.
Do not carry out any treatment until having official permission form entity management. Entity
management grant permissions only when they are fully aware about the treatment and asso-
ciated risks.
Never to spray residual treatment in furniture used in classrooms and cafeteria.
All poison baits used for rodents, flies, ant, cockroaches shall be used inside bait stations.

In fruits and vegetables, meat, fish and fresh food markets public health pest control is very import-
