ﺗﺄﺟﻳﻝ ﺗﺎﺭﻳﺦ ﺍﺳﺗﺣﻘﺎﻕ ﺭﺳﻡ ﺍﻟﺧﺩﻣﺔ ﺍﻟﻣﻘﺭﺭ ﻟﻣﻭﻅﻔﻲ ﺍﻟﻣﻧﺷﺂﺕ ﺍﻟﻔﻧﺩﻗﻳﺔ ﺍﻟﻣـﻭﺿﻭﻉ:
2021 ﻣﺎﺭﺱ 31 ﺇﻟﻰ 2019 ﻟﻌﺎﻡ
Greetings, ﺗﺣﻳﺔ ﻁﻳﺑﺔ ﻭﺑﻌﺩ،
Pursuant to the above subject, considering Law No.
13 of 2006 regarding the supervision of Hotel
Establishments in the Emirate of Abu Dhabi, and the
decision signed by the Chairman of the Department of
Culture and Tourism – Abu Dhabi No. 94 of 2018
concerning the supervision of Hotel Establishments’
revenues, it has been decided to postpone the due date
of the Staff Service Charge (20%) payment for the
ongoing year (2019-2020) till 31 March 2021. The
decision has been made in light of the current
challenges the tourism and hospitality sector is facing,
as a result of the precautionary measures taken by
government entities to combat the Coronavirus (Covid-
19), and also to reduce any financial strains on Hotel
Establishments during this period, according to the
following:
ﺑﺸﺄﻥ 2006 ( ﻟﺴﻨﺔ13ﺑﺎﻹﺷﺎﺭﺓ ﺇﻟﻰ ﺍﻟﻤﻮﺿﻮﻉ ﺃﻋﻼﻩ، ﻭﺍﺳﺘﻨﺎﺩﺍ ً ﺇﻟﻰ ﺍﻟﻘﺎﻧﻮﻥ ﺭﻗﻢ )
ﺩﺍﺋﺮﺓ ﺍﻟﺜﻘﺎﻓﺔ ﻗﺮﺍﺭ ﺭﺋﻴﺲﺍﻟﺮﻗﺎﺑﺔ ﻋﻠﻰ ﺍﻟﻤﻨﺸﺂﺕ ﺍﻟﻔﻨﺪﻗﻴﺔ ﻓﻲ ﺇﻣﺎﺭﺓ ﺃﺑﻮﻅﺒﻲ، ﻭ
ﺍﻟﻤﻨﺸﺂﺕ ﺇﻳﺮﺍﺩﺍﺕ ﺑﺸﺄﻥ ﺍﻟﺮﻗﺎﺑﺔ ﻋﻠﻰ 2018 ( ﻟﺴﻨﺔ94ﺭﻗﻢ ) ﻭﺍﻟﺴﻴﺎﺣﺔ - ﺃﺑﻮﻅﺒﻲ
ﺗﺄﺟﻴﻞ ﺗﺎﺭﻳﺦ ﺍﺳﺘﺤﻘﺎﻕ ﺭﺳﻢ ﺍﻟﺨﺪﻣﺔ ﺍﻟﻤﺤﺪﺩ ﺑﻨﺴﺒﺔ ﻓﻘﺪ ﺗﻘﺮﺭ ؛ﻓﻲ ﺍﻹﻣﺎﺭﺓ ﺍﻟﻔﻨﺪﻗﻴﺔ
ﺇﻟﻰ (2020-2019% ﻭﺍﻟﻤﺨﺼﺼﺔ ﻟﺼﺎﻟﺢ ﻣﻮﻅﻔﻲ ﺍﻟﻤﻨﺸﺄﺓ ﺍﻟﻔﻨﺪﻗﻴﺔ ﻟﻬﺬﻩ ﺍﻟﺴﻨﺔ )20
. ﻭﺫﻟﻚ ﻣﺮﺍﻋﺎﺓ ًﻟﻠﻈﺮﻭﻑ ﺍﻟﺘﻲ ﻳﻤﺮ ﺑﻬﺎ ﻗﻄﺎﻉ ﺍﻟﻀﻴﺎﻓﺔ ﻭﺍﻟﺴﻴﺎﺣﺔ2021 ﻣﺎﺭﺱ 31
ﻧﺘﻴﺠﺔ ﺍﻟﺘﺪﺍﺑﻴﺮ ﺍﻻﺣﺘﺮﺍﺯﻳﺔ ﺍﻟﻤﻘﺮﺭﺓ ﻣﻦ ﺍﻟﺠﻬﺎﺕ ﺍﻟﺤﻜﻮﻣﻴﺔ ﻟﻤﻮﺍﺟﻬﺔ ﻓﻴﺮﻭﺱ ﻛﻮﺭﻭﻧﺎ
(، ﻭﺗﺨﻔﻴﻔﺎ ًﻣﻦ ﺍﻷﻋﺒﺎء ﺍﻟﻤﺎﻟﻴﺔ ﺍﻟﻤﻔﺮﻭﺿﺔ ﻋﻠﻰ ﺍﻟﻤﻨﺸﺂﺕ ﺍﻟﻔﻨﺪﻗﻴﺔ ﻓﻲ ﻫﺬﻩ19)ﻛﻮﻓﻴﺪ-
ﺍﻟﻔﺘﺮﺓ . ﻳﻨﺺ ﺍﻟﻘﺮﺍﺭ ﻋﻠﻰ ﻣﺎ ﻳﻠﻲ:
1- Postponement of the Staff Service Charge payment
for the fiscal year 2019, to be paid within the provision of
the service charge for the fiscal year 2020 by the 31
March 2021 instead of processing the payment on 31
March 2020.

2- All Hotel Establishments should be committed to
declaring their Staff Service Charge, providing financial
data and documentation supporting it, and are kindly
asked to cooperate with the Revenue Auditors or any
assigned representatives from the Department of
Culture and Tourism – Abu Dhabi to verify and ensure
the accuracy and correctness of its calculation.
- ﻋﻠﻰ ﻛﺎﻓﺔ ﺍﻟﻣﻧﺷﺂﺕ ﺍﻟﻔﻧﺩﻗﻳﺔ ﺍﻻﻟﺗﺯﺍﻡ ﺑﺎﻟﺗﺻﺭﻳﺢ ﻋﻥ ﺭﺳﻡ ﺍﻟﺧﺩﻣﺔ ﺍﻟﻣﺧﺻﺻﺔ2
ﻟﺻﺎﻟﺢ ﻣﻭﻅﻔﻲ ﺍﻟﻣﻧﺷﺄﺓ ﺍﻟﻔﻧﺩﻗﻳﺔ، ﻭﺗﻘﺩﻳﻡ ﺍﻟﺑﻳﺎﻧﺎﺕ ﻭﺍﻟﺳﺟﻼﺕ ﺍﻟﻣﺎﻟﻳﺔ ﺍﻟﺗﻲ ﺗﺩﻋﻣﻬﺎ،
ﻭﻧﺭﺟﻭ ﻣﻧﻛﻡ ﺍﻟﺗﻌﺎﻭﻥ ﻣﻊ ﻣﺩﻗﻘﻲ ﺍﻹﻳﺭﺍﺩﺍﺕ ﺃﻭ ﺍﻟﻣﻭﻅﻔﻳﻥ ﺍﻟﻣﻛﻠﻔﻳﻥ ﻣﻥ ﻗﺑﻝ ﺩﺍﺋﺭﺓ
ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ - ﺃﺑﻭﻅﺑﻲ ﻟﻠﺗﺣﻘﻖ ﻣﻥ ﻣﻁﺎﺑﻘﺔ ﺭﺳﻡ ﺍﻟﺧﺩﻣﺔ ﺍﻟﻣﺧﺻﺻﺔ ﻟﺻﺎﻟﺢ

3- In the case that a Hotel Establishment decides to
process the payment of the Staff Service Charge for the
fiscal year 2019, in advance of the new due date
stipulated in this circular, the Hotel Establishment cannot
deduct or re-deduct from any following employee
salaries. This circular is valid only for Hotel
Establishments that are yet to process their Staff
Service Charge.

، ﺃﻱ ﻗﺑﻝ ﺗﺎﺭﻳﺦ ﺍﻻﺳﺗﺣﻘﺎﻕ ﺍﻟﻣﺫﻛﻭﺭ ﻓﻲ ﻫﺫﺍ ﺍﻟﺗﻌﻣﻳﻡ، ﻻ ﻳﺟﻭﺯ2019 ﺍﻟﻣﺎﻟﻳﺔ
ﺧﺻﻣﻪ ﺃﻭ ﺇﻋﺎﺩﺓ ﺧﺻﻣﻪ ﻣﻥ ﺭﻭﺍﺗﺏ ﻣﻭﻅﻔﻲ ﺍﻟﻣﻧﺷﺄﺓ ﺍﻟﻔﻧﺩﻗﻳﺔ ﺍﻟﻼﺣﻘﺔ، ﻭﻳﻌﺗﺑﺭ ﻫﺫﺍ
ﺍﻟﺗﻌﻣﻳﻡ ﺳﺎﺭﻳﺎ ً ﻓﻘﻁ ﻋﻠﻰ ﺍﻟﻣﻧﺷﺂﺕ ﺍﻟﻔﻧﺩﻗﻳﺔ ﺍﻟﺗﻲ ﻟﻡ ﺗﺩﻓﻊ ﺭﺳﻡ ﺍﻟﺧﺩﻣﺔ ﺍﻟﻣﺧﺻﺻﺔ
ﻟﻣﻭﻅﻔﻳﻬﺎ.

4- Financial records and statements of Hotel
Establishments will be reviewed by Inspectors and
Auditors from the Department of Culture and Tourism -
Abu Dhabi, to confirm compliance with the outlined
directives. comprehensive implementation guidelines
will be provided at a later date.
