Event organisers in Abu Dhabi Emirate ﺍﻟﻣﺣﺗﺭﻣﻭﻥ ﺍﻟﺳﺎﺩﺓ/ ﻣﻧﻅﻣﻲ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ ﻓﻲ ﺇﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ

Subject: Extension on Exemption from tourism fees for
event organisers in the Emirate of Abu Dhabi
ﺗﻣﺩﻳﺩ ﺍﻹﻋﻔﺎء ﻣﻥ ﺍﻟﺭﺳﻡ ﺍﻟﺳﻳﺎﺣﻲ ﻋﻠﻰ ﻣﻧﻅﻣﻲ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ ﺍﻟﻣـﻭﺿﻭﻉ:
Greetings, ﺗﺣﻳﺔ ﻁﻳﺑﺔ ﻭﺑﻌﺩ،
With reference to the above subject, and based on Law
No. (8) of 2018, establishing the Department of Culture
and Tourism - Abu Dhabi (DCT Abu Dhabi) with an
overall mandate to develop and elevate quality
standards in the tourism industry to increase tourism
development in the Emirate of Abu Dhabi, and the
Executive Council Resolution No. (54) of 2018 regarding
event licensing in Abu Dhabi Emirate, and resolution No.
( 5 ) o f 2 0 1 8 f o r t h e T o u r i s m F e e s o n e v e n t s i n
accordance with the licensing system, and based on the
directives of the Executive Council to support the
tourism sector in recovering from the economic effects
of the COVID-19 pandemic “Resolution No. 70 of 2020,
No. 33 and No. 187 of 2021”, and to further stimulate the
investment environment in the Emirate of Abu Dhabi, it
has been decided to exempt event organisers from the
following:
ﺑﺷﺄﻥ 2018 ( ﻟﺳﻧﺔ8ﺑﺎﻹﺷﺎﺭﺓ ﺇﻟﻰ ﺍﻟﻣﻭﺿﻭﻉ ﺃﻋﻼﻩ، ﻭﺍﺳﺗﻧﺎﺩﺍ ً ﺇﻟﻰ ﺍﻟﻘﺎﻧﻭﻥ ﺭﻗﻡ )
ﺇﻧﺷﺎء ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ - ﺃﺑﻭﻅﺑﻲ ﻭﻣﺎ ﻧﺹ ﻋﻠﻳﻪ ﺑﺷﺄﻥ ﺍﻟﻣﻬﺎﻡ
ﻭﺍﻻﺧﺗﺻﺎﺻﺎﺕ ﻟﺗﺣﻘﻳﻖ ﺍﻟﺗﻧﻣﻳﺔ ﺍﻟﺳﻳﺎﺣﻳﺔ ﻹﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ، ﻭﺫﻟﻙ ﻣﻥ ﺧﻼﻝ ﺍﻟﻘﻳﺎﻡ

ﺑﺷﺄﻥ ﺗﺣﺩﻳﺩ ﻧﺳﺑﺔ ﺑﺩﻻﺕ ﺗﺫﺍﻛﺭ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ ﻭﻓﻘﺎ ً ﻟﻧﻅﺎﻡ ﺗﺭﺧﻳﺹ 2018 ﻟﺳﻧﺔ
ﻭﺑﻧﺎء ً ﻋﻠﻰ ﺗﻭﺟﻳﻬﺎﺕ ﺍﻟﻣﺟﻠﺱ ﺍﻟﺗﻧﻔﻳﺫﻱ ﻟﺩﻋﻡ ﺍﻟﻘﻁﺎﻉ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ ﻓﻲ ﺇﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ؛
70 ، "ﻭﺍﻟﻘﺭﺍﺭ19 ﺍﻟﺳﻳﺎﺣﻲ ﻓﻲ ﺍﻟﺗﻌﺎﻓﻲ ﻣﻥ ﺍﻵﺛﺎﺭ ﺍﻻﻗﺗﺻﺎﺩﻳﺔ ﻟﺟﺎﺋﺣﺔ ﻛﻭﻓﻳﺩ –
"2021 ﻟﺳﻧﺔ 187 ﻭﻗﺭﺍﺭ ﺭﻗﻡ 2021 ﻟﺳﻧﺔ 33 ﻭﻗﺭﺍﺭ ﺭﻗﻡ 2020 ﻟﺳﻧﺔ
ﻭﻟﻣﺯﻳﺩ ﻣﻥ ﺍﻟﺗﺣﻔﻳﺯ ﻟﺑﻳﺋﺔ ﺍﻻﺳﺗﺛﻣﺎﺭ ﻓﻲ ﺇﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ ﻭﺑﻧﺎء ًﻋﻠﻰ ﺍﻟﻘﺭﺍﺭ ﻭﺫﻟﻙ ﻣﻥ
ﺃﺟﻝ ﺗﺣﻔﻳﺯ ﺑﻳﺋﺔ ﺍﻻﺳﺗﺛﻣﺎﺭ ﻓﻲ ﺇﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ ﻓﻘﺩ ﺗﻘﺭﺭ ﺍﻵﺗﻲ:
1. Extend the exemption of event organisers from the
Tourist Fee of 10% on tickets sold.
% ﻋﻠﻰ ﺍﻟﺗﺫﺍﻛﺭ10 . ﺗﻣﺩﻳﺩ ﺇﻋﻔﺎء ﻣﻧﻅﻣﻲ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ ﻣﻥ ﺍﻟﺭﺳﻡ ﺍﻟﺳﻳﺎﺣﻲ1
ﺍﻟﻣﺑﺎﻋﺔ.
2. The commitment of event organisers to declare
monthly revenues, provide financial statements, and
cooperate with the revenue auditors or those assigned
b y t h e D e p a r t m e n t t o v e r i f y t h e v a l i d i t y o f t h e
declarations and fees paid for the previous periods.
. ﺍﻟﺗﺯﺍﻡ ﻣﻧﻅﻣﻲ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ ﺑﺎﻟﺗﺻﺭﻳﺢ ﻋﻥ ﺇﻳﺭﺍﺩﺍﺗﻬﺎ ﺍﻟﺷﻬﺭﻳﺔ، ﻭﺗﻘﺩﻳﻡ ﺍﻟﺑﻳﺎﻧﺎﺕ2
ﺃﻭ ﺍﻟﻣﻛﻠﻔﻳﻥ ﻣﻥ ﻗﺑﻝ ﺍﻟﺩﺍﺋﺭﺓ ﺍﻟﻣﺎﻟﻳﺔ ﺍﻟﻣﺅﻳﺩﺓ ﻟﻬﺎ، ﻭﺍﻟﺗﻌﺎﻭﻥ ﻣﻊ ﻣﺩﻗﻘﻲ ﺍﻹﻳﺭﺍﺩﺍﺕ
ﻟﻠﺗﺣﻘﻖ ﻣﻥ ﺻﺣﺔ ﺍﻹﻗﺭﺍﺭﺍﺕ ﻭﺍﻟﺭﺳﻭﻡ ﺍﻟﺗﻲ ﺗﻡ ﺳﺩﺍﺩﻫﺎ ﻋﻥ ﺍﻟﻔﺗﺭﺍﺕ ﺍﻟﺳﺎﺑﻘﺔ.
3. The exemption would start on the aforementioned fee
from 01/07/2021 and run until 31/12/ 2021.
2021/07/01 . ﻳﺑﺩﺃ ﺗﻁﺑﻳﻖ ﺍﻹﻋﻔﺎء ﻋﻠﻰ ﺍﻟﺭﺳﻡ ﺍﻟﻣﺫﻛﻭﺭ ﺃﻋﻼﻩ ﺍﻋﺗﺑﺎﺭﺍ ً ﻣﻥ3
.2021 /12/ 31 ﻭﺣﺗﻰ
4. In order to support the tourism and entertainment
sectors, in case of any fees already collected from
customers after July 1st, 2021 until the date of this
circular.
. ﻣﻥ ﺃﺟﻝ ﺩﻋﻡ ﻗﻁﺎﻉ ﺍﻟﺳﻳﺎﺣﺔ ﻭﺍﻟﺗﺭﻓﻳﻪ ﻗﺭﺭﺕ ﺍﻟﺩﺍﺋﺭﺓ ﻓﻲ ﺣﺎﻝ ﺗﺣﺻﻳﻝ ﺃﻱ ﻣﻥ4
ﻭﺣﺗﻰ ﺗﺎﺭﻳﺦ ﻫﺫﺍ 2021 ﻳﻭﻟﻳﻭ 1 ﺍﻟﺭﺳﻭﻡ ﺍﻟﻣﺫﻛﻭﺭﺓ ﺃﻋﻼﻩ ﻣﻥ ﺍﻟﻌﻣﻼء ﻓﻳﻣﺎ ﺑﻌﺩ
ﺍﻟﺗﻌﻣﻳﻡ.
a. In case event organisers have paid these fees to DCT
Abu Dhabi, the latter will return them, provided that there
are no dues from the organisers owed before July 1,
2021.
. ﻓﻲ ﺣﺎﻝ ﺳﺩﺍﺩ ﻣﻧﻅﻣﻲ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ ﻟﻬﺫﻩ ﺍﻟﺭﺳﻭﻡ ﻟﻠﺩﺍﺋﺭﺓ، ﺳﺗﻘﻭﻡ ﺍﻟﺩﺍﺋﺭﺓ ﺑﺈﺭﺟﺎﻋﻬﺎﺃ
.2021 ﻳﻭﻟﻳﻭ 1 ﻟﻬﻡ ﺑﺷﺭﻁ ﻋﺩﻡ ﻭﺟﻭﺩ ﻣﺳﺗﺣﻘﺎﺕ ﻋﻠﻰ ﺣﺳﺎﺑﺎﺗﻬﻡ ﻟﺩﻯ ﺍﻟﺩﺍﺋﺭﺓ ﻗﺑﻝ
b. In the event that the event organisers do not pay
these fees to DCT Abu Dhabi, the organisers may
consider them as revenue to support the tourism and
. ﻓﻲ ﺣﺎﻝ ﻋﺩﻡ ﺳﺩﺍﺩ ﻣﻧﻅﻣﻲ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ ﻟﻬﺫﻩ ﺍﻟﺭﺳﻭﻡ ﻟﻠﺩﺍﺋﺭﺓ، ﻳﺟﻭﺯ ﺍﻋﺗﺑﺎﺭﻫﺎﺏ
ﺇﻳﺭﺍﺩﺍ ً ﻓﻌﻠﻳﺎ ً ﻟﻬﺎ ﻭﺫﻟﻙ ﻟﺩﻋﻡ ﺍﻟﻘﻁﺎﻉ ﺍﻟﺳﻳﺎﺣﻲ ﻭﺍﻟﺗﺭﻓﻳﻬﻲ.

event organisers’ compliance with these instructions.
