Subject: Lifeguard Health & Safety Requirements at
Pools and Beaches
ﻣﺗﻁﻠﺑﺎﺕ ﺍﻟﺻﺣﺔ ﻭﺍﻟﺳﻼﻣﺔ ﻟﺣﺭﺍﺱ ﺍﻹﻧﻘﺎﺫ ﻓﻲ ﺍﻟﻣﺳﺎﺑﺢ ﻭﺍﻟﺷﻭﺍﻁﺊ ﺍﻟﻣـﻭﺿﻭﻉ:
Greetings, ﺗﺣﻳﺔ ﻁﻳﺑﺔ ﻭﺑﻌﺩ،
Pursuant to Law No. 8 of 2018 establishing the
Department of Culture and Tourism – Abu Dhabi (DCT
Abu Dhabi) with a mandate to develop the tourism
industry in the Emirate of Abu Dhabi, and referring to
Guide to the Executive Regulations of Law No. (2) for
the year 2012 (Swimming pools) issued by the Head of
Urban Planning and Municipalities No. (3) for the year
2018, and referring to Abu Dhabi Certification Scheme
for Pool Lifeguard issued from Quality and Conformity
Council and to ensure the safety and well-being of all
visitors and staff at pools and beaches, please adhere
to the following:
ﺑﺷﺄﻥ ﺇﻧﺷﺎء ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – 2018 ﻟﺳﻧﺔ 8 ﺑﻧﺎء ً ﻋﻠﻰ ﺍﻟﻘﺎﻧﻭﻥ ﺭﻗﻡ
ﺃﺑﻭﻅﺑﻲ ﻭﻣﺎ ﻧﺹ ﻋﻠﻳﻪ ﺑﺷﺄﻥ ﺍﻟﻣﻬﺎﻡ ﻭﺍﻻﺧﺗﺻﺎﺻﺎﺕ ﺍﻟﺭﺍﻣﻳﺔ ﺇﻟﻰ ﺗﺣﻘﻳﻖ ﺍﻟﺗﻧﻣﻳﺔ

ﺷﻬﺎﺩﺍﺕ ﻣﻁﺎﺑﻘﺔ ﻟﻣﻧﻘﺫﻱ ﺍﻟﺳﺑﺎﺣﺔ ﺍﻟﺻﺎﺩﺭ ﻋﻥ ﻣﺟﻠﺱ ﺃﺑﻭﻅﺑﻲ ﻟﻠﺟﻭﺩﺓ ﻭﺍﻟﻣﻁﺎﺑﻘﺔ
ﻭﺣﺭﺻًﺎ ﻣﻧﺎ ﻋﻠﻰ ﺿﻣﺎﻥ ﺳﻼﻣﺔ ﻭﺭﻓﺎﻫﻳﺔ ﺟﻣﻳﻊ ﺍﻟﺯﻭﺍﺭ ﻭﺍﻟﻣﻭﻅﻔﻳﻥ ﻓﻲ ﺍﻟﻣﺳﺎﺑﺢ
ﻭﺍﻟﺷﻭﺍﻁﺊ، ﻳُﺭﺟﻰ ﺍﻟﺗﻘﻳﺩ ﺑﻣﺎ ﻳﻠﻲ:
Lifeguard Health & Safety Guidelines:
1. Certification: Lifeguards must be certified under the
Abu Dhabi Quality and Conformity Council – Pool
Lifeguard Certification Scheme.
ﺇﺭﺷﺎﺩﺍﺕ ﺍﻟﺻﺣﺔ ﻭﺍﻟﺳﻼﻣﺔ ﻟﺣﺭﺍﺱ ﺍﻹﻧﻘﺎﺫ:
: ﻳﺟﺏ ﺃﻥ ﻳﻛﻭﻥ ﺣﺭﺍﺱ ﺍﻹﻧﻘﺎﺫ ﺣﺎﺻﻠﻳﻥ ﻋﻠﻰ ﺷﻬﺎﺩﺓ ﻣﻌﺗﻣﺩﺓﺍﻟﺷﻬﺎﺩﺓ ﺍﻟﻣﻌﺗﻣﺩﺓ .1
ﻛﺣﺭﺍﺱ ﺇﻧﻘﺎﺫ ﻟﻠﻣﺳﺎﺑﺢ ﺻﺎﺩﺭﺓ ﻋﻥ ﻣﺟﻠﺱ ﺃﺑﻭﻅﺑﻲ ﻟﻠﺟﻭﺩﺓ ﻭﺍﻟﻣﻁﺎﺑﻘﺔ.
2. P P E & U n i f o r m: L i f e g u a r d s m u s t w e a r t h e
designated uniform and appropriate PPE (e.g.,
sunscreen, hat, sunglasses) at all times.
: ﻳﺟﺏ ﻋﻠﻰ ﺣﺭﺍﺱ ﺍﻹﻧﻘﺎﺫ ﺍﻻﻟﺗﺯﺍﻡﻣﻌﺩﺍﺕ ﺍﻟﻭﻗﺎﻳﺔ ﺍﻟﺷﺧﺻﻳﺔ ﻭﺍﻟﺯﻱ ﺍﻟﺭﺳﻣﻲ .2
ﺑﺎﺭﺗﺩﺍء ﺍﻟﺯﻱ ﺍﻟﻣﻌﺗﻣﺩ ﻭﺍﺳﺗﺧﺩﺍﻡ ﻣﻌﺩﺍﺕ ﺍﻟﻭﻗﺎﻳﺔ ﺍﻟﻣﻧﺎﺳﺑﺔ )ﻣﺛﻝ ﻭﺍﻗﻲ ﺍﻟﺷﻣﺱ،
ﺍﻟﻘﺑﻌﺔ، ﺍﻟﻧﻅﺎﺭﺍﺕ ﺍﻟﺷﻣﺳﻳﺔ( ﻓﻲ ﺟﻣﻳﻊ ﺍﻷﻭﻗﺎﺕ.
3. Pre-Shift Inspections: Conduct safety inspections
for all swimming facilities and beaches, and check the
weather conditions, sea currents, warning signs, and
rescue equipment at the beginning of each work shift.
: ﺇﺟﺭﺍء ﻓﺣﻭﺻﺎﺕ ﺍﻟﺳﻼﻣﺔ ﻟﺟﻣﻳﻊ ﻣﺭﺍﻓﻖﻓﺣﻭﺻﺎﺕ ﻣﺎ ﻗﺑﻝ ﻣﻧﺎﻭﺑﺔ ﺍﻟﻌﻣﻝ .3
ﺍﻟﺳﺑﺎﺣﺔ ﻭﺍﻟﺷﻭﺍﻁﺊ ﻭﺗﻔﻘﺩ ﺣﺎﻟﺔ ﺍﻟﻁﻘﺱ، ﺍﻟﺗﻳﺎﺭﺍﺕ ﺍﻟﺑﺣﺭﻳﺔ، ﺍﻟﻼﻓﺗﺎﺕ ﺍﻟﺗﺣﺫﻳﺭﻳﺔ
ﻭﻣﻌﺩﺍﺕ ﺍﻹﻧﻘﺎﺫ ﻓﻲ ﺑﺩﺍﻳﺔ ﻛﻝ ﻣﻧﺎﻭﺑﺔ ﻋﻣﻝ.
4. Emergency Equipment: Ensure availability and
functionality of rescue tubes, first aid kits, and
defibrillators.
: ﺍﻟﺗﺄﻛﺩ ﻣﻥ ﺗﻭﻓﺭ ﻭﺟﺎﻫﺯﻳﺔ ﺃﻧﺎﺑﻳﺏ ﺍﻹﻧﻘﺎﺫ، ﺻﻧﺎﺩﻳﻖ ﺍﻹﺳﻌﺎﻓﺎﺕﻣﻌﺩﺍﺕ ﺍﻟﻁﻭﺍﺭﺉ .4
ﺍﻷﻭﻟﻳﺔ، ﻭﺃﺟﻬﺯﺓ ﺇﺯﺍﻟﺔ ﺍﻟﺭﺟﻔﺎﻥ ﺍﻟﻘﻠﺑﻲ، ﻭﺿﻣﺎﻥ ﺟﺎﻫﺯﻳﺗﻬﺎ ﻟﻼﺳﺗﺧﺩﺍﻡ ﻋﻧﺩﻣﺎ
ﺗﺳﺗﺩﻋﻲ ﺍﻟﺣﺎﺟﺔ.
5. Incident Reporting: Promptly report all incidents,
rescues, and near misses using the Salamatek system.
: ﺍﻹﺑﻼﻍ ﺍﻟﻔﻭﺭﻱ ﻋﻥ ﺟﻣﻳﻊ ﺍﻟﺣﻭﺍﺩﺙ، ﻭﻋﻣﻠﻳﺎﺕ ﺍﻹﻧﻘﺎﺫ،ﺗﻘﺭﻳﺭ ﺍﻟﺣﻭﺍﺩﺙ .5
ﻭﺍﻟﺣﻭﺍﺩﺙ ﺍﻟﻘﺭﻳﺑﺔ ﻣﻥ ﺍﻟﻭﻗﻭﻉ ﻋﺑﺭ ﻧﻅﺎﻡ "ﺳﻼﻣﺗﻙ".
6. Operational Presence: The lifeguard must be
present on the swimming area and positioned to
maintain a clear view of the entire area at all times. An
elevated observation platform is recommended. A
certified rescue swimmer, licensed by an accredited
authority, should be deployed to supervise the use of the
swimming facilities during working hours.
: ﻳﺟﺏ ﺗﻭﺍﺟﺩ ﺍﻟﺣﺎﺭﺱ ﻭﺃﻥ ﻳﻛﻭﻥ ﻓﻲ ﻭﺿﻌﻳﺔﺍﻟﺣﺿﻭﺭ ﺃﺛﻧﺎء ﺳﺎﻋﺎﺕ ﺍﻟﺗﺷﻐﻳﻝ .6
ﺗﺗﻳﺢ ﻟﻪ ﺭﺅﻳﺔ ﻭﺍﺿﺣﺔ ﻟﻛﺎﻣﻝ ﻣﻧﻁﻘﺔ ﺍﻟﺳﺑﺎﺣﺔ ﻁﻭﺍﻝ ﺍﻟﻭﻗﺕ، ﻭﻳﻔﺿﻝ ﻭﺟﻭﺩ ﻣﻧﺻﺔ
ﻣﺭﺍﻗﺑﺔ ﻣﺭﺗﻔﻌﺔ. ﻛﻣﺎ ﻳﺟﺏ ﺗﻭﻓﻳﺭ ﻣﻧﻘﺫ ﺳﺑﺎﺣﺔ ﻣﺭﺧﺹ ﻣﻥ ﺟﻬﺔ ﻣﻌﺗﻣﺩﺓ ﻟﻺﺷﺭﺍﻑ
ﻋﻠﻰ ﺍﺳﺗﺧﺩﺍﻡ ﻣﺭﺍﻓﻖ ﺍﻟﺳﺑﺎﺣﺔ ﺃﺛﻧﺎء ﺍﺳﺗﻘﺑﺎﻝ ﺍﻟﺯﻭﺍﺭ.
7. Active Surveillance: Continuously monitor the
swimming area and interact with visitors to ensure
ﻣﺭﺍﻗﺑﺔ ﻣﻧﻁﻘﺔ ﺍﻟﺳﺑﺎﺣﺔ ﺑﺷﻛﻝ ﻣﺳﺗﻣﺭ ﻭﺍﻟﺗﻔﺎﻋﻝ ﻣﻊ ﺍﻟﺯﻭﺍﺭ ﺍﻟﻣﺭﺍﻗﺑﺔ ﺍﻟﻔﻌﺎﻟﺔ: .7
ﻟﺿﻣﺎﻥ ﺍﻻﻟﺗﺯﺍﻡ ﺑﺈﺟﺭﺍءﺍﺕ ﺍﻟﺳﻼﻣﺔ. ﻭﺇﺟﺭﺍء ﺟﻭﻻﺕ ﺩﻭﺭﻳﺔ ﻭﺗﻘﺩﻳﻡ ﺍﻹﺭﺷﺎﺩﺍﺕ

compliance with safety procedures. Conduct regular
p a t r o l s a n d p r o v i d e d i r e c t g u i d a n c e t o v i s i t o r s
(especially children and parents).
ﺍﻟﻣﺑﺎﺷﺭﺓ ﻟﻠﺯﻭﺍﺭ )ﺧﺎﺻﺔ ﺍﻷﻁﻔﺎﻝ ﻭﺃﻭﻟﻳﺎء ﺃﻣﻭﺭﻫﻡ(.
8. Rule Enforcement & Education: Enforce rules such
as age and depth restrictions and educate guests on
water safety practices.
: ﺗﻁﺑﻳﻖ ﺍﻟﻘﻭﺍﻋﺩ ﺍﻟﻣﺗﻌﻠﻘﺔ ﺑﺎﻟﻘﻳﻭﺩ ﺍﻟﻌﻣﺭﻳﺔ، ﻭﻋﻣﻖﺗﻁﺑﻳﻖ ﺍﻟﻘﻭﺍﻧﻳﻥ ﻭﺍﻟﺗﻭﻋﻳﺔ .8
ﺍﻟﻣﻳﺎﻩ، ﻭﻣﻧﻊ ﺍﻟﻐﻭﺹ ﻓﻲ ﺍﻟﻣﻧﺎﻁﻖ ﻏﻳﺭ ﺍﻟﻣﺧﺻﺻﺔ، ﺑﺎﻹﺿﺎﻓﺔ ﺇﻟﻰ ﺗﻭﻋﻳﺔ ﺍﻟﺯﻭﺍﺭ
ﺑﻘﻭﺍﻋﺩ ﺍﻟﺳﻼﻣﺔ ﺍﻟﻣﺎﺋﻳﺔ.
9. Emergency Response: F o l l o w e s t a b l i s h e d
emergency procedures swiftly and effectively.
: ﺍﺗﺑﺎﻉ ﺇﺟﺭﺍءﺍﺕ ﺍﻟﻁﻭﺍﺭﺉ ﺍﻟﻣﻌﺗﻣﺩﺓ ﺑﺳﺭﻋﺔ ﻭﻛﻔﺎءﺓ ﻓﻲﺍﻻﺳﺗﺟﺎﺑﺔ ﻟﻠﻁﻭﺍﺭﺉ .9
ﺣﺎﻝ ﺣﺩﻭﺙ ﺃﻱ ﻁﺎﺭﺉ.
10. Regular Training: Regular training must be
conducted on emergency scenarios such as rip
currents, drowning, injuries caused by marine creatures,
and others.
: ﻳﺟﺏ ﺍﻟﺗﺩﺭﻳﺏ ﺑﺎﻧﺗﻅﺎﻡ ﻋﻠﻰ ﺳﻳﻧﺎﺭﻳﻭﻫﺎﺕ ﺍﻟﻁﻭﺍﺭﺉ ﻣﺛﻝﺍﻟﺗﺩﺭﻳﺏ ﺍﻟﺩﻭﺭﻱ .10
ﺍﻟﺗﻳﺎﺭﺍﺕ ﺍﻟﺑﺣﺭﻳﺔ ﺍﻟﺳﺎﺣﺑﺔ، ﺍﻟﻐﺭﻕ، ﻭﺍﻹﺻﺎﺑﺎﺕ ﺍﻟﻧﺎﺗﺟﺔ ﻋﻥ ﺍﻟﻛﺎﺋﻧﺎﺕ ﺍﻟﺑﺣﺭﻳﺔ
ﻭﻏﻳﺭﻫﺎ.
11. First Aid: Be prepared and equipped to administer
first aid when required.
: ﺍﻻﺳﺗﻌﺩﺍﺩ ﺍﻟﻛﺎﻣﻝ ﻟﺗﻘﺩﻳﻡ ﺍﻹﺳﻌﺎﻓﺎﺕ ﺍﻷﻭﻟﻳﺔ ﻋﻧﺩ ﺍﻟﺣﺎﺟﺔ.ﺍﻹﺳﻌﺎﻓﺎﺕ ﺍﻷﻭﻟﻳﺔ .11
12. Education and Environmental Awareness:
Educate visitors on the importance of keeping the beach
clean, avoiding contact with marine creatures, and the
importance of following instructions at pools and
beaches.
: ﺗﺛﻘﻳﻑ ﺍﻟﺯﻭﺍﺭ ﺣﻭﻝ ﺃﻫﻣﻳﺔ ﺍﻟﺣﻔﺎﻅ ﻋﻠﻰ ﻧﻅﺎﻓﺔﺍﻟﺗﺛﻘﻳﻑ ﻭﺍﻟﻭﻋﻲ ﺍﻟﺑﻳﺋﻲ .12
