Subject: Compliance with Safety Requirements for
Confined Spaces and Hazardous Materials
ﺍﻻﻟﺗﺯﺍﻡ ﺑﻣﺗﻁﻠﺑﺎﺕ ﺍﻟﺳﻼﻣﺔ ﺍﻟﺧﺎﺻﺔ ﺑﺎﻷﻣﺎﻛﻥ ﺍﻟﻣﺣﺻﻭﺭﺓ ﻭﺍﻟﻣﻭﺍﺩ ﺍﻟﻣـﻭﺿﻭﻉ:
ﺍﻟﺧﻁﺭﺓ
Greetings, ﺗﺣﻳﺔ ﻁﻳﺑﺔ ﻭﺑﻌﺩ،
As part of the Department of Culture and Tourism – Abu
Dhabi’s commitment to enhancing occupational health
and safety standards, and in alignment with the Abu
Dhabi Occupational Safety and Health System (ADOSH)
and the requirements of relevant regulatory authorities,
all tourism establishments are required to comply with
the following:
ﻓﻲ ﺇﻁﺎﺭ ﺣﺭﺹ ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – ﺃﺑﻭﻅﺑﻲ ﻋﻠﻰ ﺗﻌﺯﻳﺯ ﻣﺳﺗﻭﻳﺎﺕ ﺍﻟﺻﺣﺔ
ﻭﺍﻟﺳﻼﻣﺔ ﺍﻟﻣﻬﻧﻳﺔ، ﻭﺑﻣﺎ ﻳﺗﻣﺎﺷﻰ ﻣﻊ ﻣﺗﻁﻠﺑﺎﺕ ﻧﻅﺎﻡ ﺃﺑﻭﻅﺑﻲ ﻟﻠﺻﺣﺔ ﻭﺍﻟﺳﻼﻣﺔ
( ﻭﺗﻌﻠﻳﻣﺎﺕ ﺍﻟﺟﻬﺎﺕ ﺍﻟﺗﻧﻅﻳﻣﻳﺔ ﺫﺍﺕ ﺍﻟﻌﻼﻗﺔ، ﻳﺭﺟﻰ ﻣﻥ ﺟﻣﻳﻊADOSHﺍﻟﻣﻬﻧﻳﺔ )
ﺍﻟﻣﻧﺷﺂﺕ ﺍﻟﺳﻳﺎﺣﻳﺔ ﺍﻻﻟﺗﺯﺍﻡ ﺑﻣﺎ ﻳﻠﻲ:
1. Confined Spaces
• Identify and maintain a register of all confined spaces
within the facility (e.g., tanks, pits, service rooms, etc.).
ﺃﻭﻻً: ﺍﻷﻣﺎﻛﻥ ﺍﻟﻣﺣﺻﻭﺭﺓ
• ﺣﺻﺭ ﻭﺗﺣﺩﻳﺩ ﺟﻣﻳﻊ ﺍﻷﻣﺎﻛﻥ ﺍﻟﻣﺣﺻﻭﺭﺓ ﺿﻣﻥ ﺍﻟﻣﻧﺷﺄﺓ )ﻣﺛﻝ ﺍﻟﺧﺯﺍﻧﺎﺕ، ﺍﻟﺣﻔﺭ،
ﻏﺭﻑ ﺍﻟﺧﺩﻣﺎﺕ، ﻭﻏﻳﺭﻫﺎ(.
• Ensure proper warning signage is installed at entry
points.
• ﻭﺿﻊ ﻟﻭﺣﺎﺕ ﺗﺣﺫﻳﺭﻳﺔ ﻭﺍﺿﺣﺔ ﻋﻠﻰ ﻣﺩﺍﺧﻝ ﻫﺫﻩ ﺍﻷﻣﺎﻛﻥ.
• Implement a Permit-to-Work (PTW) system prior to
entry.
• ﺗﻁﺑﻳﻖ ﻧﻅﺎﻡ ﺗﺻﺎﺭﻳﺢ ﺍﻟﻌﻣﻝ ﻗﺑﻝ ﺍﻟﺩﺧﻭﻝ.
• Ensure safe entry procedures are in place, including:
• Atmospheric testing
• Standby personnel
• Availability of appropriate rescue equipment
• Using the propriate personal protective equipment
• ﺍﻟﺗﺄﻛﺩ ﻣﻥ ﺗﻭﻓﺭ ﺇﺟﺭﺍءﺍﺕ ﺍﻟﺩﺧﻭﻝ ﺍﻵﻣﻥ، ﺑﻣﺎ ﻓﻲ ﺫﻟﻙ:
• ﻓﺣﺹ ﺟﻭﺩﺓ ﺍﻟﻬﻭﺍء
• ﻭﺟﻭﺩ ﻣﺭﺍﻗﺏ ﺧﺎﺭﺟﻲ
• ﺗﻭﻓﺭ ﻣﻌﺩﺍﺕ ﺍﻹﻧﻘﺎﺫ ﺍﻟﻣﻧﺎﺳﺑﺔ
• ﺍﺳﺗﺧﺩﺍﻡ ﻣﻌﺩﺍﺕ ﺍﻟﺣﻣﺎﻳﺔ ﺍﻟﺷﺧﺻﻳﺔ
2. Hazardous Materials
• Develop and maintain a Hazardous Materials Register.
ﺛﺎﻧﻳﺎً: ﺍﻟﻣﻭﺍﺩ ﺍﻟﺧﻁﺭﺓ
• ﺇﻋﺩﺍﺩ ﻭﺗﺣﺩﻳﺙ ﺳﺟﻝ ﺍﻟﻣﻭﺍﺩ ﺍﻟﺧﻁﺭﺓ.
• Ensure availability of Safety Data Sheets (SDS) for all
hazardous substances.
• ﺍﻟﺗﺄﻛﺩ ﻣﻥ ﺗﻭﻓﺭ ﻧﺷﺭﺍﺕ ﺑﻳﺎﻧﺎﺕ ﺍﻟﺳﻼﻣﺔ ﻟﺟﻣﻳﻊ ﺍﻟﻣﻭﺍﺩ.
• Comply with safe storage and proper labeling
requirements.
• ﺍﻻﻟﺗﺯﺍﻡ ﺑﻣﺗﻁﻠﺑﺎﺕ ﺍﻟﺗﺧﺯﻳﻥ ﺍﻵﻣﻥ، ﻭﻭﺿﻊ ﺍﻟﻣﻠﺻﻘﺎﺕ ﺍﻟﺗﻌﺭﻳﻔﻳﺔ ﺍﻟﻣﻧﺎﺳﺑﺔ.
• Provide appropriate emergency response equipment
such as spill kits and eyewash stations where applicable.
• ﺗﻭﻓﻳﺭ ﻣﻌﺩﺍﺕ ﺍﻻﺳﺗﺟﺎﺑﺔ ﻟﻠﻁﻭﺍﺭﺉ ﻣﺛﻝ ﻋﺩﺓ ﺍﻻﻧﺳﻛﺎﺑﺎﺕ ﻭﺃﺟﻬﺯﺓ ﻏﺳﻝ ﺍﻟﻌﻳﻭﻥ
ﻋﻧﺩ ﺍﻟﺣﺎﺟﺔ.
3. General Requirements
• Provide adequate training and awareness for relevant
staff.
ﺛﺎﻟﺛﺎً: ﺍﻟﻣﺗﻁﻠﺑﺎﺕ ﺍﻟﻌﺎﻣﺔ
• ﺗﻭﻓﻳﺭ ﺍﻟﺗﺩﺭﻳﺏ ﻭﺍﻟﺗﻭﻋﻳﺔ ﺍﻟﻣﻧﺎﺳﺑﺔ ﻟﻠﻣﻭﻅﻔﻳﻥ ﺍﻟﻣﻌﻧﻳﻳﻥ.
• Ensure emergency preparedness measures are in
place for confined space entry and hazardous material
incidents.
• ﺍﻟﺗﺄﻛﺩ ﻣﻥ ﺟﺎﻫﺯﻳﺔ ﺧﻁﻁ ﺍﻟﻁﻭﺍﺭﺉ ﺍﻟﻣﺗﻌﻠﻘﺔ ﺑﺎﻷﻣﺎﻛﻥ ﺍﻟﻣﺣﺻﻭﺭﺓ ﻭﺍﻟﺗﻌﺎﻣﻝ ﻣﻊ
ﺍﻟﻣﻭﺍﺩ ﺍﻟﺧﻁﺭﺓ.
• Regularly review and update safety procedures. • ﺍﻻﻟﺗﺯﺍﻡ ﺑﺗﻁﺑﻳﻖ ﺍﻹﺟﺭﺍءﺍﺕ ﺍﻟﻣﻌﺗﻣﺩﺓ ﻭﻣﺭﺍﺟﻌﺗﻬﺎ ﺑﺷﻛﻝ ﺩﻭﺭﻱ.

4. Compliance and Follow-Up
These requirements will be incorporated into inspection
and audit activities conducted by the Department.

applicable regulations in case of non-compliance.
ﺭﺍﺑﻌﺎً: ﺍﻻﻟﺗﺯﺍﻡ ﻭﺍﻟﻣﺗﺎﺑﻌﺔ
ﺳﻳﺗﻡ ﺗﺿﻣﻳﻥ ﻫﺫﻩ ﺍﻟﻣﺗﻁﻠﺑﺎﺕ ﺿﻣﻥ ﻋﻣﻠﻳﺎﺕ ﺍﻟﺗﻔﺗﻳﺵ ﻭﺍﻟﺗﺩﻗﻳﻖ ﺍﻟﺗﻲ ﺗﻘﻭﻡ ﺑﻬﺎ
ﺍﻟﺩﺍﺋﺭﺓ، ﻭﺳﻳﺗﻡ ﺍﺗﺧﺎﺫ ﺍﻹﺟﺭﺍءﺍﺕ ﺍﻟﻼﺯﻣﺔ ﻭﻓﻘًﺎ ﻟﻸﻧﻅﻣﺔ ﺍﻟﻣﻌﻣﻭﻝ ﺑﻬﺎ ﻭﺍﻹﺟﺭﺍءﺍﺕ
ﺍﻟﻣﻌﺗﻣﺩﺓ ﻟﺩﻯ ﺍﻟﺩﺍﺋﺭﺓ ﻓﻲ ﺣﺎﻝ ﻭﺟﻭﺩ ﺃﻱ ﺣﺎﻻﺕ ﻋﺩﻡ ﺍﻣﺗﺛﺎﻝ
All establishments are requested to ensure compliance
with the above requirements within the upcoming period.
ﻳﺭﺟﻰ ﺍﻟﺗﻛﺭﻡ ﺑﺎﻻﻟﺗﺯﺍﻡ ﺑﻣﺎ ﻭﺭﺩ ﺃﻋﻼﻩ ﻭﺍﻟﻌﻣﻝ ﻋﻠﻰ ﺍﺳﺗﻳﻔﺎء ﺍﻟﻣﺗﻁﻠﺑﺎﺕ ﺧﻼﻝ ﺍﻟﻔﺗﺭﺓ
ﺍﻟﻘﺎﺩﻣﺔ.
Entities are required to share the details and locations of
all identified confined spaces with the Department’s
EHS team via the following email within 3 working days
from circular date for regulatory monitoring and follow-up
purposes:
