ﺗﻁﺑﻳﻖ ﺳﻳﺎﺳﺔ ﺍﺳﺗﺧﺩﺍﻡ ﺍﻟﻣﻠﺢ ﺍﻟﻣُﺩﻋﱠﻡ ﺑﺎﻟﺑﻭﺗﺎﺳﻳﻭﻡ ﻓﻲ ﻣﻁﺎﻋﻡ ﺍﻟﻔﻧﺎﺩﻕ ﺍﻟﻣـﻭﺿﻭﻉ:

Pursuant to
- Law No. (8) of 2018 establishing the Department of
Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) and
setting out its overall mandate to develop and elevate
quality standards within the tourism industry to support
tourism development in the Emirate of Abu Dhabi;
ﺍﺳﺗﻧﺎﺩًﺍ ﺇﻟﻰ
ﺑﺷﺄﻥ ﺇﻧﺷﺎء ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – ﺃﺑﻭﻅﺑﻲ، 2018 ( ﻟﺳﻧﺔ8ﺍﻟﻘﺎﻧﻭﻥ ﺭﻗﻡ ) -
ﻭﻣﺎ ﻧﺹ ﻋﻠﻳﻪ ﺑﺷﺄﻥ ﺍﻟﻣﻬﺎﻡ، ﻭﺍﻻﺧﺗﺻﺎﺻﺎﺕ ﻟﺗﺣﻘﻳﻖ ﺍﻟﺗﻧﻣﻳﺔ ﺍﻟﺳﻳﺎﺣﻳﺔ ﻹﻣﺎﺭﺓ

ﻭﺍﻟﻔﻧﺩﻗﻳﺔ – ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – ﺃﺑﻭﻅﺑﻲ،

ﺑﺷﺄﻥ ﺍﻋﺗﻣﺎﺩ ﺳﻳﺎﺳﺔ ﺍﺳﺗﺧﺩﺍﻡ ﺍﻟﻣﻠﺢ ﺍﻟﻣُﺩﻋﱠﻡ ﺑﺎﻟﺑﻭﺗﺎﺳﻳﻭﻡ ﻓﻲ ﻣﻁﺎﻋﻡ ﻓﻧﺎﺩﻕ ﺇﻣﺎﺭﺓ

- And in coordination with the Abu Dhabi Healthy Living
Sector in Department of Health;
ﻭﺑﺎﻟﺗﻧﺳﻳﻖ ﻣﻊ ﻗﻁﺎﻉ ﺍﻟﺣﻳﺎﺓ ﺍﻟﺻﺣﻳﺔ ﻓﻲ ﺃﺑﻭﻅﺑﻲ ﺍﻟﺗﺎﺑﻊ ﻟﺩﺍﺋﺭﺓ ﺍﻟﺻﺣﺔ، -
- The Department hereby circulates the contents of the
relevant resolutions and the key provisions of the
approved policy to hotel and tourism establishments, for
the purpose of ensuring full implementation in
accordance with the established procedures.
ﺗﻘﻭﻡ ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – ﺃﺑﻭﻅﺑﻲ ﺑﺗﻌﻣﻳﻡ ﻣﺣﺗﻭﻯ ﺍﻟﻘﺭﺍﺭﺍﺕ ﺫﺍﺕ ﺍﻟﺻﻠﺔ، -
ﻭﺃﺑﺭﺯ ﺃﺣﻛﺎﻡ ﺍﻟﺳﻳﺎﺳﺔ ﺍﻟﻣﻌﺗﻣﺩﺓ ﻋﻠﻰ ﺍﻟﻣﻧﺷﺂﺕ ﺍﻟﻔﻧﺩﻗﻳﺔ، ﻭﺍﻟﺳﻳﺎﺣﻳﺔ، ﻭﺫﻟﻙ ﻟﻐﺭﺽ
ﺿﻣﺎﻥ ﺍﻟﺗﻁﺑﻳﻖ ﺍﻟﻛﺎﻣﻝ ﻭﻓﻖ ﺍﻹﺟﺭﺍءﺍﺕ ﺍﻟﻣﻌﻣﻭﻝ ﺑﻬﺎ.
- This circular shall be deemed a binding regulatory
directive applicable to all concerned parties. Please note
the following:
ﻭﻳُﻌﺩ ﻫﺫﺍ ﺍﻟﺗﻌﻣﻳﻡ ﺗﻭﺟﻳﻬًﺎ ﺗﻧﻅﻳﻣﻳًﺎ ﻣُﻠﺯِﻣًﺎ ﻟﻛﺎﻓﺔ ﺍﻟﻣﺧﺎﻁﺑﻳﻥ ﺑﻪ، ﻭﻳﺭﺟﻰ ﺍﻟﻌﻠﻡ ﺑﻣﺎ -
ﻳﻠﻲ:
- Effective 1 July 2026, a three‑month implementation
grace period shall apply. During this period, hotel and
tourism establishments will be afforded sufficient time to
adapt and implement the requirements set out in this
Circular without being subject to administrative penalties.
Full compliance and enforcement shall apply from 1
October 2026.
( ﺃﺷﻬﺭ.3، ﺗُﻣﻧﺢ ﻓﺗﺭﺓ ﺳﻣﺎﺡ ﺗﻧﻔﻳﺫﻳﺔ ﻣﺩﺗﻬﺎ ﺛﻼﺛﺔ )2026 ﻳﻭﻟﻳﻭ 1 ﺍﻋﺗﺑﺎﺭًﺍ ﻣﻥ -
ﻭﺧﻼﻝ ﻫﺫﻩ ﺍﻟﻔﺗﺭﺓ، ﺗُﻣﻧﺢ ﺍﻟﻣﻧﺷﺂﺕ ﺍﻟﻔﻧﺩﻗﻳﺔ ﻭﺍﻟﺳﻳﺎﺣﻳﺔ ﺍﻟﻭﻗﺕ ﺍﻟﻛﺎﻓﻲ ﻟﻠﺗﻛﻳّﻑ ﻭﺗﻧﻔﻳﺫ

Mandatory Use of Potassium‑Enriched Salt
All restaurants and food and beverage outlets operating
ﺍﻻﺳﺗﺧﺩﺍﻡ ﺍﻹﻟﺯﺍﻣﻲ ﻟﻠﻣﻠﺢ ﺍﻟﻣُﺩﻋﱠﻡ ﺑﺎﻟﺑﻭﺗﺎﺳﻳﻭﻡ
ﺗﻠﺗﺯﻡ ﺟﻣﻳﻊ ﺍﻟﻣﻁﺎﻋﻡ، ﻭﻣﻧﺎﻓﺫ ﺍﻷﻏﺫﻳﺔ، ﻭﺍﻟﻣﺷﺭﻭﺑﺎﺕ ﺍﻟﻌﺎﻣﻠﺔ ﺑﻣﻭﺟﺏ ﺭﺧﺻﺔ

under a valid DCT Abu Dhabi‑issued Tourism Licence,
including hotel restaurants and room service outlets, are
required to comply with the following requirements:
ﺳﻳﺎﺣﻳﺔ ﺳﺎﺭﻳﺔ ﺍﻟﻣﻔﻌﻭﻝ ﺻﺎﺩﺭﺓ ﻣﻥ ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – ﺃﺑﻭﻅﺑﻲ، ﺑﻣﺎ ﻓﻲ ﺫﻟﻙ
ﻣﻁﺎﻋﻡ ﺍﻟﻔﻧﺎﺩﻕ ﻭﺧﺩﻣﺎﺕ ﺍﻟﻐﺭﻑ، ﺑﺎﻟﻣﺗﻁﻠﺑﺎﺕ ﺍﻟﺗﺎﻟﻳﺔ:
1. Salt Seasoning Requirements
- All salt seasoning provided for customer use after
food service must be potassium enriched salt,
containing a minimum of 25% potassium chloride (KCl)
as a substitute for standard sodium chloride (NaCl).
ﻣﺗﻁﻠﺑﺎﺕ ﺍﺳﺗﺧﺩﺍﻡ ﺍﻟﻣﻠﺢ .1
ﻳﺟﺏ ﺃﻥ ﻳﻛﻭﻥ ﺃﻱ ﻣﻠﺢ ﻳُﻘﺩﱠﻡ ﻻﺳﺗﺧﺩﺍﻡ ﺍﻟﻣﺗﻌﺎﻣﻠﻳﻥ، ﺑﻌﺩ ﺗﻘﺩﻳﻡ ﺍﻟﻁﻌﺎﻡ، ﻣﻥ ﺍﻟﻣﻠﺢ -
% ﻣﻥ ﻛﻠﻭﺭﻳﺩ25 ﺍﻟﻣُﺩﻋﱠﻡ ﺑﺎﻟﺑﻭﺗﺎﺳﻳﻭﻡ، ﻋﻠﻰ ﺃﻥ ﻳﺣﺗﻭﻱ ﻋﻠﻰ ﻧﺳﺑﺔ ﻻ ﺗﻘﻝ ﻋﻥ
ﺍﻟﺑﻭﺗﺎﺳﻳﻭﻡ ﻛﺑﺩﻳﻝ ﻋﻥ ﻛﻠﻭﺭﻳﺩ ﺍﻟﺻﻭﺩﻳﻭﻡ ﺍﻟﺗﻘﻠﻳﺩﻱ.
- This requirement applies to all saltshakers, sachets,
packets, or any other method through which customers
apply salt to food after service.
ﻳﺳﺭﻱ ﻫﺫﺍ ﺍﻟﺷﺭﻁ ﻋﻠﻰ ﺟﻣﻳﻊ ﻭﺳﺎﺋﻝ ﺗﻘﺩﻳﻡ ﺍﻟﻣﻠﺢ، ﺑﻣﺎ ﻓﻲ ﺫﻟﻙ ﺍﻟﻣﻼّﺣﺎﺕ، -
ﻭﺍﻷﻛﻳﺎﺱ، ﻭﺍﻟﻅﺭﻭﻑ، ﺃﻭ ﺃﻱ ﻭﺳﻳﻠﺔ ﺃﺧﺭﻯ ﻳُﺿﺎﻑ ﻣﻥ ﺧﻼﻟﻬﺎ ﺍﻟﻣﻠﺢ ﺇﻟﻰ ﺍﻟﻁﻌﺎﻡ
ﺑﻌﺩ ﺗﻘﺩﻳﻣﻪ.
- Salt added to food after serving by staff upon
customer request must also comply with this
requirement.
ﻛﻣﺎ ﻳﺷﻣﻝ ﺫﻟﻙ ﺍﻟﻣﻠﺢ ﺍﻟﺫﻱ ﻳﺿﻳﻔﻪ ﺍﻟﻌﺎﻣﻠﻭﻥ ﺇﻟﻰ ﺍﻟﻁﻌﺎﻡ ﺑﻌﺩ ﺗﻘﺩﻳﻣﻪ ﺑﻧﺎء ً ﻋﻠﻰ -
ﻁﻠﺏ ﺍﻟﻣﺗﻌﺎﻣﻝ.
2. Optional Provision of Salt
- Restaurants are not required to offer salt seasoning.
- However, if salt seasoning is offered, it must comply
with the potassium enriched requirements.
ﺗﻭﻓﻳﺭ ﺍﻟﻣﻠﺢ ﺑﺷﻛﻝ ﺍﺧﺗﻳﺎﺭﻱ .2
ﻻ ﺗُﻠﺯﻡ ﺍﻟﻣﻁﺎﻋﻡ ﺑﺗﻘﺩﻳﻡ ﺍﻟﻣﻠﺢ، ﻛﺧﻳﺎﺭ ﻟﻠﺗﺗﺑﻳﻝ. -
ﺇﻻ ﺃﻧﻪ ﻓﻲ ﺣﺎﻝ ﺗﻘﺩﻳﻣﻪ، ﻳﺟﺏ ﺃﻥ ﻳﻛﻭﻥ ﻣﺗﻭﺍﻓﻘًﺎ ﻣﻊ ﻣﺗﻁﻠﺑﺎﺕ ﺍﺳﺗﺧﺩﺍﻡ ﺍﻟﻣﻠﺢ -
ﺍﻟﻣُﺩﻋﱠﻡ ﺑﺎﻟﺑﻭﺗﺎﺳﻳﻭﻡ.
Permitted Exceptions
- Provision of regular table salt is permitted only when
the request is proactively made by the customer and no
action has been taken by the establishment to prompt
such a request.
ﺍﻻﺳﺗﺛﻧﺎءﺍﺕ ﺍﻟﻣﺳﻣﻭﺡ ﺑﻬﺎ
ﻳُﺳﻣﺢ ﺑﺗﻘﺩﻳﻡ ﺍﻟﻣﻠﺢ ﺍﻟﺗﻘﻠﻳﺩﻱ ﻓﻘﻁ ﻓﻲ ﺣﺎﻝ ﻛﺎﻥ ﺍﻟﻁﻠﺏ ﻣﺑﺎﺩﺭﺓ ﺻﺭﻳﺣﺔ ﻣﻥ -
ﺍﻟﻣﺗﻌﺎﻣﻝ ﻧﻔﺳﻪ، ﻭﺩﻭﻥ ﺃﻥ ﺗﺗﺧﺫ ﺍﻟﻣﻧﺷﺄﺓ ﺃﻱ ﺇﺟﺭﺍء ﻣﻥ ﺷﺄﻧﻪ ﺗﻭﺟﻳﻪ ﺃﻭ ﺗﺣﻔﻳﺯ ﻫﺫﺍ
ﺍﻟﻁﻠﺏ.
- Any other exception must receive prior written
approval from the Department of Culture and Tourism –
Abu Dhabi.
ﻭﻻ ﻳﺟﻭﺯ ﺗﻁﺑﻳﻖ ﺃﻱ ﺍﺳﺗﺛﻧﺎء ﺁﺧﺭ ﺇﻻ ﺑﻌﺩ ﺍﻟﺣﺻﻭﻝ ﻋﻠﻰ ﻣﻭﺍﻓﻘﺔ ﺧﻁﻳﺔ ﻣﺳﺑﻘﺔ -
ﻣﻥ ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – ﺃﺑﻭﻅﺑﻲ.
Transparency to Guests ﺍﻟﺷﻔﺎﻓﻳﺔ ﻣﻊ ﺍﻟﻣﺗﻌﺎﻣﻠﻳﻥ
- Establishments are encouraged to inform customers
that potassium enriched salt is used, to ensure
transparency and to support guests who may wish to
make informed dietary choices.
ﻳُﺷﺟﱠﻊ ﺇﺧﻁﺎﺭ ﺍﻟﻣﺗﻌﺎﻣﻠﻳﻥ ﺑﺎﺳﺗﺧﺩﺍﻡ ﺍﻟﻣﻠﺢ ﺍﻟﻣُﺩﻋﱠﻡ ﺑﺎﻟﺑﻭﺗﺎﺳﻳﻭﻡ، ﺗﻌﺯﻳﺯًﺍ -
ﻟﻠﺷﻔﺎﻓﻳﺔ، ﻭﺩﻋﻣًﺎ ﻟﻸﺷﺧﺎﺹ ﺍﻟﺫﻳﻥ ﻗﺩ ﻳﺭﻏﺑﻭﻥ ﻓﻲ ﺍﺗﺧﺎﺫ ﺧﻳﺎﺭﺍﺕ ﻏﺫﺍﺋﻳﺔ ﻣﺩﺭﻭﺳﺔ.
- Nothing in this policy constitutes medical advice.
Establishments are not responsible for assessing
individual medical conditions of guests, and are not
required to inquire into, verify, or record any
health‑related information. Guests remain responsible
for their own dietary choices.
ﻭﻻ ﻳُﻌﺩ ﺃﻱ ﻣﻣﺎ ﻭﺭﺩ ﻓﻲ ﻫﺫﻩ ﺍﻟﺳﻳﺎﺳﺔ ﻧﺻﻳﺣﺔ ﻁﺑﻳﺔ، ﻭﻻ ﺗﺗﺣﻣﻝ ﺍﻟﻣﻧﺷﺂﺕ -
ﻣﺳﺅﻭﻟﻳﺔ ﺗﻘﻳﻳﻡ ﺍﻟﺣﺎﻻﺕ ﺍﻟﺻﺣﻳﺔ ﺍﻟﻔﺭﺩﻳﺔ ﻟﻠﻣﺗﻌﺎﻣﻠﻳﻥ، ﻛﻣﺎ ﻻ ﻳُﻁﻠﺏ ﻣﻧﻬﺎ ﺍﻻﺳﺗﻔﺳﺎﺭ،
ﺃﻭ ﺍﻟﺗﺣﻘﻖ، ﺃﻭ ﺍﻻﺣﺗﻔﺎﻅ ﺑﺄﻱ ﻣﻌﻠﻭﻣﺎﺕ ﻣﺗﻌﻠﻘﺔ ﺑﺎﻟﺣﺎﻟﺔ ﺍﻟﺻﺣﻳﺔ. ﻭﺗﺑﻘﻰ ﻣﺳﺅﻭﻟﻳﺔ
ﺍﻻﺧﺗﻳﺎﺭﺍﺕ ﺍﻟﻐﺫﺍﺋﻳﺔ ﺷﺧﺻﻳﺔ، ﻭﺗﻘﻊ ﻋﻠﻰ ﻋﺎﺗﻖ ﺍﻟﻣﺗﻌﺎﻣﻝ ﻧﻔﺳﻪ.
Compliance and Verification
- Department of Culture and Tourism – Abu Dhabi
officials may request documentary evidence
demonstrating the purchase and use of compliant
potassium enriched salt.
ﺍﻻﻣﺗﺛﺎﻝ ﻭﺍﻟﺗﺣﻘﻖ
ﻳﺟﻭﺯ ﻟﻣﻭﻅﻔﻲ ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – ﺃﺑﻭﻅﺑﻲ ﻁﻠﺏ ﻣﺳﺗﻧﺩﺍﺕ ﺗُﺛﺑﺕ ﺷﺭﺍء، -
ﻭﺍﺳﺗﺧﺩﺍﻡ ﺍﻟﻣﻠﺢ ﺍﻟﻣُﺩﻋﱠﻡ ﺑﺎﻟﺑﻭﺗﺎﺳﻳﻭﻡ ﺍﻟﻣﺗﻭﺍﻓﻖ ﻣﻊ ﺍﻟﻣﺗﻁﻠﺑﺎﺕ.
- Where applicable, establishments may alternatively
be required to submit a declaration confirming that no
discretionary salt seasoning is offered to customers.
ﻭﺣﻳﺛﻣﺎ ﻳﻧﻁﺑﻖ ﺫﻟﻙ، ﻗﺩ ﻳُﻁﻠﺏ ﻣﻥ ﺍﻟﻣﻧﺷﺂﺕ ﺗﻘﺩﻳﻡ ﺇﻗﺭﺍﺭ ﻳﻔﻳﺩ ﺑﻌﺩﻡ ﺗﻭﻓﻳﺭ ﺍﻟﻣﻠﺢ -
ﻟﻼﺳﺗﺧﺩﺍﻡ ﺍﻻﺧﺗﻳﺎﺭﻱ.
- Establishments are expected to respond to ﻭﻳﺗﻌﻳﻥ ﻋﻠﻰ ﺍﻟﻣﻧﺷﺂﺕ ﺍﻻﺳﺗﺟﺎﺑﺔ ﻟﻁﻠﺑﺎﺕ ﺍﻻﻣﺗﺛﺎﻝ ﺧﻼﻝ ﺍﻟﻣﺩﺓ ﺍﻟﺯﻣﻧﻳﺔ ﺍﻟﻣﺣﺩﺩﺓ. -

compliance related requests within the specified
timeframe.
Scope and Exclusions ﻧﻁﺎﻕ ﺍﻟﺗﻁﺑﻳﻖ ﻭﺍﻻﺳﺗﺛﻧﺎءﺍﺕ
This policy applies to all restaurants licensed by
Department of Culture and Tourism – Abu Dhabi,
including:

– ﺃﺑﻭﻅﺑﻲ، ﺑﻣﺎ ﻓﻲ ﺫﻟﻙ:
- Restaurants, cafés, bars, and quick service food
outlets,
ﺍﻟﻣﻁﺎﻋﻡ، ﻭﺍﻟﻣﻘﺎﻫﻲ، ﻭﺍﻟﺣﺎﻧﺎﺕ، ﻣﻧﺎﻓﺫ ﺍﻟﻭﺟﺑﺎﺕ ﺍﻟﺳﺭﻳﻌﺔ، -
- Food served through hotel room service. ﺍﻷﻏﺫﻳﺔ ﺍﻟﻣﻘﺩﻣﺔ ﻋﺑﺭ ﺧﺩﻣﺎﺕ ﺍﻟﻐﺭﻑ ﻓﻲ ﺍﻟﻔﻧﺎﺩﻕ. -
The policy does not apply to: ﻭﻻ ﺗﻧﻁﺑﻖ ﻫﺫﻩ ﺍﻟﺳﻳﺎﺳﺔ ﻋﻠﻰ:
- Retail outlets selling food not intended for immediate
consumption (e.g. supermarkets),
ﻣﻧﺎﻓﺫ ﺑﻳﻊ ﺍﻷﻏﺫﻳﺔ ﻏﻳﺭ ﺍﻟﻣﺧﺻﺻﺔ ﻟﻼﺳﺗﻬﻼﻙ ﺍﻟﻔﻭﺭﻱ )ﻣﺛﻝ ﻣﺗﺎﺟﺭ ﺍﻟﺑﻳﻊ -
ﺑﺎﻟﺗﺟﺯﺋﺔ(،
- Food and beverage outlets not licensed by
Department of Culture and Tourism – Abu Dhabi.
ﻣﻧﺎﻓﺫ ﺍﻷﻏﺫﻳﺔ ﻭﺍﻟﻣﺷﺭﻭﺑﺎﺕ ﻏﻳﺭ ﺍﻟﻣﺭﺧّﺻﺔ ﻣﻥ ﻗﺑﻝ ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – -
ﺃﺑﻭﻅﺑﻲ.
Failure to comply with the requirements set out in this
circular may result in regulatory and administrative action,
including enforcement measures affecting the
establishment’s Tourism Licence, in accordance with
applicable laws, regulations, and resolutions.
ﺇﻥ ﻋﺩﻡ ﺍﻻﻟﺗﺯﺍﻡ ﺑﺎﻟﻣﺗﻁﻠﺑﺎﺕ ﺍﻟﻭﺍﺭﺩﺓ ﻓﻲ ﻫﺫﺍ ﺍﻟﺗﻌﻣﻳﻡ ﻗﺩ ﻳﺗﺭﺗﺏ ﻋﻠﻳﻪ ﺍﺗﺧﺎﺫ ﺇﺟﺭﺍءﺍﺕ
ﺗﻧﻅﻳﻣﻳﺔ، ﻭﺇﺩﺍﺭﻳﺔ، ﺑﻣﺎ ﻓﻲ ﺫﻟﻙ ﺇﺟﺭﺍءﺍﺕ ﺇﻧﻔﺎﺫ ﻗﺩ ﺗﺅﺛﺭ ﻋﻠﻰ ﺍﻟﺭﺧﺻﺔ ﺍﻟﺳﻳﺎﺣﻳﺔ
ﻟﻠﻣﻧﺷﺄﺓ، ﻭﺫﻟﻙ ﻭﻓﻘًﺎ ﻟﻠﻘﻭﺍﻧﻳﻥ، ﻭﺍﻟﻠﻭﺍﺋﺢ ﻭﺍﻟﻘﺭﺍﺭﺍﺕ ﺍﻟﺗﻧﻅﻳﻣﻳﺔ ﺍﻟﻣﻌﻣﻭﻝ ﺑﻬﺎ.
