Subject: Regulation of Telecommunications and
Internet Services at Event Venues in the Emirate of Abu
Dhabi
ﺗﻧﻅﻳﻡ ﺧﺩﻣﺎﺕ ﺍﻻﺗﺻﺎﻻﺕ ﻭﺍﻻﻧﺗﺭﻧﺕ ﺑﻣﻭﺍﻗﻊ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ ﺑﺈﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ ﺍﻟﻣـﻭﺿﻭﻉ:
Greetings, ﺗﺣﻳﺔ ﻁﻳﺑﺔ ﻭﺑﻌﺩ،
Pursuant to Law No. 8 of 2018 establishing the
Department of Culture and Tourism – Abu Dhabi (DCT
Abu Dhabi) with a mandate to develop the tourism
industry in the Emirate of Abu Dhabi, and upon DCT Abu
Dhabi’s Chairman Resolution No. 41/2023 regarding the
formation of the event planning and coordination
committee in the Emirate of Abu Dhabi and upon the
Executive Council’s Chairman Resolution No. 54/2016
on the events licensing system in Abu Dhabi, and upon
DCT Abu Dhabi’s Chairman Resolution No. 11/2019
relating to the application mechanism of the events
licensing system in the Emirate of Abu Dhabi through the
t a s k s a s s i g n e d t o D C T A b u D h a b i a n d i n t h e
p e r f o r m a n c e o f t h e f u n c t i o n s a s s i g n e d t o t h e
Department, and in accordance with the Federal Laws
a n d r e g u l a t o r y f r a m e w o r k s i s s u e d b y t h e
Telecommunications and Digital Government Regulatory
Authority (TDRA),
ﺑﺷﺄﻥ ﺇﻧﺷﺎء ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – 2018 ﻟﺳﻧﺔ 8 ﺑﻧﺎء ً ﻋﻠﻰ ﺍﻟﻘﺎﻧﻭﻥ ﺭﻗﻡ
ﺃﺑﻭﻅﺑﻲ ﻭﻣﺎ ﻧﺹ ﻋﻠﻳﻪ ﺑﺷﺄﻥ ﺍﻟﻣﻬﺎﻡ ﻭﺍﻻﺧﺗﺻﺎﺻﺎﺕ ﻟﺗﺣﻘﻳﻖ ﺍﻟﺗﻧﻣﻳﺔ ﺍﻟﺳﻳﺎﺣﻳﺔ

ﺑﺷﺄﻥ ﻧﻅﺎﻡ ﺗﺭﺧﻳﺹ 2016 ( ﻟﺳﻧﺔ54ﻗﺭﺍﺭ ﺭﺋﻳﺱ ﺍﻟﻣﺟﻠﺱ ﺍﻟﺗﻧﻔﻳﺫﻱ ﺭﻗﻡ )
ﺍﻟﻔﻌﺎﻟﻳﺎﺕ ﻓﻲ ﺇﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ، ﻭﻗﺭﺍﺭ ﺭﺋﻳﺱ ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – ﺃﺑﻭﻅﺑﻲ ﺭﻗﻡ
ﺑﺷﺄﻥ ﺁﻟﻳﺔ ﺗﻁﺑﻳﻖ ﻧﻅﺎﻡ ﺗﺭﺧﻳﺹ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ ﻓﻲ ﺇﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ 2019 ( ﻟﺳﻧﺔ11)
ﻭﺫﻟﻙ ﻣﻥ ﺧﻼﻝ ﺍﻟﻘﻳﺎﻡ ﺑﺎﻟﻣﻬﺎﻡ ﺍﻟﻣﻭﻛﻠﺔ ﻟﻠﺩﺍﺋﺭﺓ ﻭﺍﺳﺗﻧﺎﺩًﺍ ﺇﻟﻰ ﺍﻟﻘﻭﺍﻧﻳﻥ ﺍﻻﺗﺣﺎﺩﻳﺔ
ﻭﺍﻟﻠﻭﺍﺋﺢ ﺍﻟﺗﻧﻅﻳﻣﻳﺔ ﺍﻟﺻﺎﺩﺭﺓ ﻋﻥ ﻫﻳﺋﺔ ﺗﻧﻅﻳﻡ ﺍﻻﺗﺻﺎﻻﺕ ﻭﺍﻟﺣﻛﻭﻣﺔ ﺍﻟﺭﻗﻣﻳﺔ

And in the exercise of the regulatory and supervisory
powers vested in the Department of Culture and Tourism
– Abu Dhabi, and in line with efforts aimed at regulating
and developing telecommunications and internet
s e r v i c e s a t e v e n t v e n u e s , a n d b a s e d o n t h e
recommendations of the competent authorities to
protect digital infrastructure and ensure the efficiency
and stability of telecommunications systems during
events.
ﻭﻓﻲ ﺇﻁﺎﺭ ﻣﻣﺎﺭﺳﺔ ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – ﺃﺑﻭﻅﺑﻲ ﻻﺧﺗﺻﺎﺻﺎﺗﻬﺎ ﺍﻟﺗﻧﻅﻳﻣﻳﺔ
ﻭﺍﻹﺷﺭﺍﻓﻳﺔ، ﻭﺣﺭﺻﺎ ً ﻋﻠﻰ ﺗﻧﻅﻳﻡ ﻭﺗﻁﻭﻳﺭ ﺧﺩﻣﺎﺕ ﺍﻻﺗﺻﺎﻻﺕ ﻭﺍﻹﻧﺗﺭﻧﺕ ﻓﻲ
ﻣﻭﺍﻗﻊ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ، ﻭﺑﻧﺎء ً ﻋﻠﻰ ﺗﻭﺻﻳﺎﺕ ﺍﻟﺟﻬﺎﺕ ﺍﻟﻣﻌﻧﻳﺔ ﺍﻟﻬﺎﺩﻓﺔ ﺇﻟﻰ ﺣﻣﺎﻳﺔ ﺍﻟﺑﻧﻳﺔ
ﺍﻟﺗﺣﺗﻳﺔ ﺍﻟﺭﻗﻣﻳﺔ ﻭﺿﻣﺎﻥ ﻛﻔﺎءﺓ ﻭﺍﺳﺗﻘﺭﺍﺭ ﻣﻧﻅﻭﻣﺔ ﺍﻻﺗﺻﺎﻻﺕ ﺃﺛﻧﺎء ﺇﻗﺎﻣﺔ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ.
1- Scope of Application
This Circular shall apply to all event organisers and
owners of event venues within the Emirate of Abu Dhabi,
where the nature of the event requires the provision of
telecommunications or internet services. And shall cover

ﺗﺳﺭﻱ ﺃﺣﻛﺎﻡ ﻫﺫﺍ ﺍﻟﺗﻌﻣﻳﻡ ﻋﻠﻰ ﺟﻣﻳﻊ ﻣﻧﻅﻣﻲ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ ﻭﻣُﻼّﻙ ﻣﻭﺍﻗﻊ ﺇﻗﺎﻣﺔ
ﺍﻟﻔﻌﺎﻟﻳﺎﺕ ﻓﻲ ﺇﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ، ﻣﺗﻰ ﺍﺳﺗﺩﻋﺕ ﻁﺑﻳﻌﺔ ﺍﻟﻔﻌﺎﻟﻳﺔ ﺗﻭﻓﻳﺭ ﺧﺩﻣﺎﺕ
ﺍﻻﺗﺻﺎﻻﺕ ﺃﻭ ﺍﻹﻧﺗﺭﻧﺕ ﻭﺗﺷﻣﻝ ﻣﺭﺍﺣﻝ ﺍﻹﻋﺩﺍﺩ، ﺍﻟﺗﻧﻔﻳﺫ، ﻭﺍﻟﺗﻔﻛﻳﻙ.

the preparation, implementation, and dismantling phases
of the event.
2- Approved Service Providers
• Event organisers and venue owners shall be obligated
to engage an approved telecommunications and internet
service provider in the Emirate of Abu Dhabi, namely
Etisalat (e&) or (du) or any other service provider
approved by (TDRA).
• Contracting with any unlicensed service provider, or the
use of unapproved devices or networks, is strictly
prohibited.
- ﺍﻻﻟﺗﺯﺍﻡ ﺑﺎﺳﺗﺧﺩﺍﻡ ﻣﺯﻭﺩﻱ ﺍﻟﺧﺩﻣﺔ ﺍﻟﻣﺭﺧﺻﻳﻥ2
ﻳﺟﺏ ﻋﻠﻰ ﺟﻣﻳﻊ ﺍﻟﻣﻧﻅﻣﻳﻥ ﻭﺃﺻﺣﺎﺏ ﺍﻟﻣﻭﺍﻗﻊ ﺍﺳﺗﺧﺩﺍﻡ ﺧﺩﻣﺎﺕ ﺍﻻﺗﺻﺎﻻﺕ •
ﻭﺍﻹﻧﺗﺭﻧﺕ ﺍﻟﻣﻘﺩﻣﺔ ﺣﺻﺭﻳﺎ ً ﻣﻥ ﻣﺯﻭﺩﻱ ﺍﻟﺧﺩﻣﺔ ﺍﻟﻣﺭﺧﺻﻳﻥ ﻓﻲ ﺍﻟﺩﻭﻟﺔ )ﺍﺗﺻﺎﻻﺕ(
. (TDRAﻭ)ﺩﻭ( ﺃﻭ ﺃﻱ ﻣﺯﻭﺩ ﺁﺧﺭ ﻣﻌﺗﻣﺩ ﻣﻥ ﻗﺑﻝ )
ﻳﺣﻅﺭ ﺍﻟﺗﻌﺎﻗﺩ ﻣﻊ ﺃﻱ ﻣﺯﻭﺩ ﻏﻳﺭ ﻣﺭﺧﺹ ﺃﻭ ﺍﺳﺗﺧﺩﺍﻡ ﺃﺟﻬﺯﺓ ﺃﻭ ﺷﺑﻛﺎﺕ ﻏﻳﺭ •
ﻣﻌﺗﻣﺩﺓ.
3- Technical Standards
All parties concerned shall comply with the approved
t e c h n i c a l a n d o p e r a t i o n a l s t a n d a r d s f o r
telecommunications and internet services, ensuring:
• Quality and continuity of service;
• Technical and cybersecurity integrity;
• No adverse impact on the public telecommunications
infrastructure.
• All internal networks and telecommunications
equipment used shall comply with the security standards
approved in the Emirate.
• The organiser shall be required to submit supporting
documentation issued by the service provider, upon
request, by the Department.

ﻳﻠﺗﺯﻡ ﺍﻟﻣﻌﻧﻳﻭﻥ ﺑﺗﻁﺑﻳﻖ ﺍﻟﻣﻌﺎﻳﻳﺭ ﺍﻟﻔﻧﻳﺔ ﻭﺍﻟﺗﺷﻐﻳﻠﻳﺔ ﺍﻟﻣﻌﺗﻣﺩﺓ ﻟﺧﺩﻣﺎﺕ ﺍﻻﺗﺻﺎﻻﺕ
ﻭﺍﻹﻧﺗﺭﻧﺕ، ﺑﻣﺎ ﻳﺿﻣﻥ:
ﺟﻭﺩﺓ ﻭﺍﺳﺗﻣﺭﺍﺭﻳﺔ ﺍﻟﺧﺩﻣﺔ، •
ﺳﻼﻣﺔ ﻭﺃﻣﻥ ﺍﻷﻧﻅﻣﺔ ﺍﻟﺗﻘﻧﻳﺔ، •
ﻋﺩﻡ ﺍﻟﺗﺄﺛﻳﺭ ﺍﻟﺳﻠﺑﻲ ﻋﻠﻰ ﺍﻟﺑﻧﻳﺔ ﺍﻟﺗﺣﺗﻳﺔ ﺍﻟﻌﺎﻣﺔ ﻟﻼﺗﺻﺎﻻﺕ. •
ﻳﺟﺏ ﺃﻥ ﺗﻛﻭﻥ ﺟﻣﻳﻊ ﺍﻟﺷﺑﻛﺎﺕ ﺍﻟﺩﺍﺧﻠﻳﺔ ﻭﺃﺟﻬﺯﺓ ﺍﻻﺗﺻﺎﻝ ﺍﻟﻣﺳﺗﺧﺩﻣﺔ ﻣﺗﻭﺍﻓﻘﺔ •
ﻣﻊ ﺍﻟﻣﻌﺎﻳﻳﺭ ﺍﻷﻣﻧﻳﺔ ﺍﻟﻣﻌﺗﻣﺩﺓ ﻓﻲ ﺍﻹﻣﺎﺭﺓ.
ﻳﻠﺗﺯﻡ ﺍﻟﻣﻧﻅﻡ ﺑﺗﻘﺩﻳﻡ ﺍﻟﻣﺳﺗﻧﺩﺍﺕ ﺍﻟﻣﺅﻳﺩﺓ ﻣﻥ ﻣﺯﻭﺩ ﺍﻟﺧﺩﻣﺔ ﻋﻧﺩ ﻁﻠﺑﻬﺎ ﻣﻥ •
ﺍﻟﺩﺍﺋﺭﺓ.
4- Planning and Contractual Requirements
Ensuring compliance with incorporating the obligations
set out in this circular into the requirements for event
planning and design, licensing procedures, and the
contracts concluded with relevant entities, in a manner
that achieves optimal integration and organization of
services.

ﺍﻻﻟﺗﺯﺍﻡ ﺑﺗﺿﻣﻳﻥ ﺍﻻﻟﺗﺯﺍﻣﺎﺕ ﺍﻟﻭﺍﺭﺩﺓ ﻓﻲ ﻫﺫﺍ ﺍﻟﺗﻌﻣﻳﻡ ﺿﻣﻥ ﻣﺗﻁﻠﺑﺎﺕ ﺗﺧﻁﻳﻁ
ﻭﺗﺻﻣﻳﻡ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ، ﻭﺇﺟﺭﺍءﺍﺕ ﺍﻟﺗﺭﺧﻳﺹ، ﻭﺍﻟﻌﻘﻭﺩ ﺍﻟﻣﺑﺭﻣﺔ ﻣﻊ ﺍﻟﺟﻬﺎﺕ ﺫﺍﺕ
ﺍﻟﻌﻼﻗﺔ، ﺑﻣﺎ ﻳﺿﻣﻥ ﺍﻟﺗﻛﺎﻣﻝ ﻭﺍﻟﺗﻧﻅﻳﻡ ﺍﻷﻣﺛﻝ ﻟﻠﺧﺩﻣﺎﺕ.
5- Monitoring and Compliance
DCT-Abu Dhabi and the competent authorities shall
monitor compliance with this Circular as part of the
established licensing, inspection, and regulatory
procedures. And Any violation of the provisions of this
circular will subject the establishment to the regulatory
actions stipulated in the applicable laws and regulations,
including license suspension or cancellation.

ﺗﺗﻭﻟﻰ ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ - ﺃﺑﻭﻅﺑﻲ ﻭﺍﻟﺟﻬﺎﺕ ﺍﻟﻣﺧﺗﺻﺔ ﻣﺗﺎﺑﻌﺔ ﺍﻻﻟﺗﺯﺍﻡ ﺑﺄﺣﻛﺎﻡ
ﻫﺫﺍ ﺍﻟﺗﻌﻣﻳﻡ، ﻭﺫﻟﻙ ﺿﻣﻥ ﺇﺟﺭﺍءﺍﺕ ﺍﻟﺗﺭﺧﻳﺹ ﻭﺍﻟﺗﻔﺗﻳﺵ ﻭﺍﻟﺭﻗﺎﺑﺔ ﺍﻟﻣﻌﻣﻭﻝ ﺑﻬﺎ.
ﻭﺃﻱ ﻣﺧﺎﻟﻔﺔ ﻷﺣﻛﺎﻡ ﻫﺫﺍ ﺍﻟﺗﻌﻣﻳﻡ ﺗﻌﺭﺽ ﺍﻟﻣﺧﺎﻟﻑ ﻟﻺﺟﺭﺍءﺍﺕ ﺍﻟﻧﻅﺎﻣﻳﺔ ﻭﺍﻟﻐﺭﺍﻣﺎﺕ
ﺍﻟﻣﻧﺻﻭﺹ ﻋﻠﻳﻬﺎ ﻓﻲ ﺍﻟﺗﺷﺭﻳﻌﺎﺕ ﻭﺍﻟﻠﻭﺍﺋﺢ، ﺑﻣﺎ ﻓﻲ ﺫﻟﻙ ﺗﻌﻠﻳﻖ ﺃﻭ ﺇﻟﻐﺎء ﺍﻟﺗﺭﺧﻳﺹ.
This Circular shall enter into force as of the date of its
issuance, and any provision that contradicts its contents
shall be repealed.
ﻳُﻌﻣﻝ ﺑﻬﺫﺍ ﺍﻟﺗﻌﻣﻳﻡ ﻣﻥ ﺗﺎﺭﻳﺦ ﺻﺩﻭﺭﻩ، ﻭﻳﻠﻐﻰ ﻛﻝ ﻣﺎ ﻳﺧﺎﻟﻔﻪ ﺃﻭ ﻳﺗﻌﺎﺭﺽ ﻣﻊ
ﺃﺣﻛﺎﻣﻪ.
