Subject: Regulation of Safety Requirements for
Amusement Rides at Events
ﺗﻧﻅﻳﻡ ﺍﺷﺗﺭﺍﻁﺎﺕ ﺳﻼﻣﺔ ﺃﻟﻌﺎﺏ ﺍﻟﻣﻼﻫﻲ ﻓﻲ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ ﺍﻟﻣـﻭﺿﻭﻉ:
Greetings, ﺗﺣﻳﺔ ﻁﻳﺑﺔ ﻭﺑﻌﺩ،
Pursuant to Law No. (8) of 2018 establishing the
Department of Culture and Tourism – Abu Dhabi (DCT
Abu Dhabi) with a mandate to develop the tourism
industry in the Emirate of Abu Dhabi ; and in line with the
commitment to apply the highest safety standards and
regulatory requirements, we emphasise the importance
of ensuring the safety of amusement rides used at
events.
Accordingly, effective immediately, all events held within
the Emirate of Abu Dhabi must comply with the
following:
ﺑﺷﺄﻥ ﺇﻧﺷﺎء ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – 2018 ( ﻟﺳﻧﺔ8ﺑﻧﺎء ً ﻋﻠﻰ ﺍﻟﻘﺎﻧﻭﻥ ﺭﻗﻡ )
ﺃﺑﻭﻅﺑﻲ، ﻭﻣﺎ ﻧﺹ ﻋﻠﻳﻪ ﻣﻥ ﻣﻬﺎﻡ ﻭﺍﺧﺗﺻﺎﺻﺎﺕ ﻟﺗﺣﻘﻳﻖ ﺍﻟﺗﻧﻣﻳﺔ ﺍﻟﺳﻳﺎﺣﻳﺔ ﻓﻲ ﺇﻣﺎﺭﺓ
ﺃﺑﻭﻅﺑﻲ، ﻭﺣﺭﺻﺎ ً ﻋﻠﻰ ﺗﻁﺑﻳﻖ ﺃﻋﻠﻰ ﻣﻌﺎﻳﻳﺭ ﺍﻟﺳﻼﻣﺔ ﻭﺍﻻﻟﺗﺯﺍﻡ ﺑﺎﻻﺷﺗﺭﺍﻁﺎﺕ
ﺍﻟﺗﻧﻅﻳﻣﻳﺔ، ﻧﻭﺩ ﺍﻟﺗﺄﻛﻳﺩ ﻋﻠﻰ ﺿﺭﻭﺭﺓ ﺿﻣﺎﻥ ﺳﻼﻣﺔ ﺍﻷﻟﻌﺎﺏ ﺍﻟﺗﺭﻓﻳﻬﻳﺔ ﺍﻟﻣﺳﺗﺧﺩﻣﺔ
ﻭﻋﻠﻳﻪ، ﻓﺈﻧﻪ ﺍﻋﺗﺑﺎﺭﺍ ً ﻣﻥ ﺗﺎﺭﻳﺧﻪ، ﻳﺗﻭﺟﺏ ﺍﻻﻟﺗﺯﺍﻡ ﺑﻣﺎ ﻳﻠﻲ ﻓﻲ ﺟﻣﻳﻊ ﻓﻲ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ.
ﺍﻟﻔﻌﺎﻟﻳﺎﺕ ﺍﻟﻣﻘﺎﻣﺔ ﺩﺍﺧﻝ ﺇﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ:
1: Third-Party Inspection Certificate : ﺷﻬﺎﺩﺓ ﻓﺣﺹ ﻣﻥ ﻁﺭﻑ ﺛﺎﻟﺙ1
• The requirements and specifications of event rides
must be fulfilled by the certification companies.
• The inspection certificate must be valid and
submitted as part of the event approval documentation
with an emphasis on the need to regularly update the
certificates and licences in accordance with the relevant
local and international regulations.
ﻳﺟﺏ ﺍﺳﺗﻳﻔﺎء ﺷﺭﻭﻁ ﻭﻣﻭﺍﺻﻔﺎﺕ ﺃﻟﻌﺎﺏ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ ﻣﻥ ﻗﺑﻝ ﺷﺭﻛﺎﺕ ﺍﻻﻋﺗﻣﺎﺩ. •
ﻳﺟﺏ ﺃﻥ ﺗﻛﻭﻥ ﺷﻬﺎﺩﺓ ﺍﻟﻔﺣﺹ ﺳﺎﺭﻳﺔ ﺍﻟﻣﻔﻌﻭﻝ ﻭﻣﻘﺩﻣﺔ ﺿﻣﻥ ﻣﺳﺗﻧﺩﺍﺕ ﺍﻋﺗﻣﺎﺩ •
ﺍﻟﻔﻌﺎﻟﻳﺔ، ﻣﻊ ﺍﻟﺗﺄﻛﻳﺩ ﻋﻠﻰ ﺿﺭﻭﺭﺓ ﺗﺣﺩﻳﺙ ﺍﻟﺷﻬﺎﺩﺍﺕ ﻭﺍﻟﺗﺭﺍﺧﻳﺹ ﺑﺷﻛﻝ ﺩﻭﺭﻱ
ﻭﻭﻓﻖ ﺍﻟﺗﺷﺭﻳﻌﺎﺕ ﺍﻟﻣﺣﻠﻳﺔ ﻭﺍﻟﺩﻭﻟﻳﺔ ﺫﺍﺕ ﺍﻟﺻﻠﺔ.
2: Emergency Plan and Safety Requirements : ﺧﻁﺔ ﺍﻟﻁﻭﺍﺭﺉ ﻭﻣﺗﻁﻠﺑﺎﺕ ﺍﻟﺳﻼﻣﺔ2
Organisers must prepare an approved emergency plan
covering all potential scenarios, including accidents,
injuries, and power outages.In addition, certified training
must be provided for ride operators on emergency
response procedures and first aid, with training records
maintained within the event documentation.
ﻳﺗﻭﺟﺏ ﻋﻠﻰ ﺍﻟﻣﻧﻅﻡ ﺇﻋﺩﺍﺩ ﺧﻁﺔ ﻁﻭﺍﺭﺉ ﻣﻌﺗﻣﺩﺓ ﺗﻐﻁﻲ ﺟﻣﻳﻊ ﺍﻟﺳﻳﻧﺎﺭﻳﻭﻫﺎﺕ
ﺍﻟﻣﺣﺗﻣﻠﺔ، ﺑﻣﺎ ﻓﻲ ﺫﻟﻙ ﺍﻟﺣﻭﺍﺩﺙ، ﺍﻹﺻﺎﺑﺎﺕ، ﻭﺍﻧﻘﻁﺎﻉ ﺍﻟﻛﻬﺭﺑﺎء. ﺑﺎﻹﺿﺎﻓﺔ ً ﺇﻟﻰ
ﺗﻭﻓﻳﺭ ﺗﺩﺭﻳﺏ ﻣﻌﺗﻣﺩ ﻟﻠﻌﺎﻣﻠﻳﻥ ﻋﻠﻰ ﺗﺷﻐﻳﻝ ﺍﻷﻟﻌﺎﺏ ﺣﻭﻝ ﺃﺳﺎﻟﻳﺏ ﺍﻟﺗﻌﺎﻣﻝ ﻣﻊ ﺣﺎﻻﺕ
ﺍﻟﻁﻭﺍﺭﺉ ﻭﺍﻹﺳﻌﺎﻓﺎﺕ ﺍﻷﻭﻟﻳﺔ، ﻣﻊ ﺍﻻﺣﺗﻔﺎﻅ ﺑﺳﺟﻼﺕ ﺍﻟﺗﺩﺭﻳﺏ ﺿﻣﻥ ﻣﺳﺗﻧﺩﺍﺕ
ﺍﻟﻔﻌﺎﻟﻳﺔ.
• The plan must include:
1. Appointment of a team responsible for emergency
management.
2. Clear identification of emergency exits and
evacuation routes.
3. Provision of first aid equipment.
4. Training of staff and workers on evacuation
procedures and rapid response.
ﻳﺟﺏ ﺃﻥ ﺗﺷﻣﻝ ﺍﻟﺧﻁﺔ ﻣﺎ ﻳﻠﻲ: •
ﺗﻌﻳﻳﻥ ﻓﺭﻳﻖ ﻣﺳﺅﻭﻝ ﻋﻥ ﺇﺩﺍﺭﺓ ﺍﻟﻁﻭﺍﺭﺉ. .1
ﺗﺣﺩﻳﺩ ﻣﺧﺎﺭﺝ ﺍﻟﻁﻭﺍﺭﺉ ﻭﻣﺳﺎﺭﺍﺕ ﺍﻹﺧﻼء ﺑﻭﺿﻭﺡ. .2
ﺗﻭﻓﻳﺭ ﻣﻌﺩﺍﺕ ﺍﻹﺳﻌﺎﻓﺎﺕ ﺍﻷﻭﻟﻳﺔ. .3
ﺗﺩﺭﻳﺏ ﺍﻟﻣﻭﻅﻔﻳﻥ ﻭﺍﻟﻌﺎﻣﻠﻳﻥ ﻋﻠﻰ ﺇﺟﺭﺍءﺍﺕ ﺍﻹﺧﻼء ﻭﺍﻟﺗﺩﺧﻝ ﺍﻟﺳﺭﻳﻊ. .4

3: Comprehensive Insurance
The organising entity must provide comprehensive
insurance coverage for accidents and injuries related to
the rides and submit the relevant documents as part of
the event documentation.
: ﺍﻟﺗﺄﻣﻳﻥ ﺍﻟﺷﺎﻣﻝ3
ﻳﺟﺏ ﻋﻠﻰ ﺍﻟﺟﻬﺔ ﺍﻟﻣﻧﻅﻣﺔ ﺗﻭﻓﻳﺭ ﺗﻐﻁﻳﺔ ﺗﺄﻣﻳﻧﻳﺔ ﺷﺎﻣﻠﺔ ﻟﻠﺣﻭﺍﺩﺙ ﻭﺍﻹﺻﺎﺑﺎﺕ
ﺍﻟﻣﺭﺗﺑﻁﺔ ﺑﺎﻷﻟﻌﺎﺏ ﻭﺗﻘﺩﻳﻡ ﺍﻟﻭﺛﺎﺋﻖ ﺫﺍﺕ ﺍﻟﺻﻠﺔ ﺿﻣﻥ ﻣﺳﺗﻧﺩﺍﺕ ﺍﻟﻔﻌﺎﻟﻳﺔ.
4 : R i d e U s a g e R e s t r i c t i o n s a n d C o m p l i a n c e
Guideline
Any restrictions on using the ride, such as age, height, or
weight, must be clearly posted for visitors. Personnel
assisting in operations shall not allow a person to use
the ride that does not comply with these restrictions.
: ﺇﺭﺷﺎﺩﺍﺕ ﻗﻳﻭﺩ ﺍﺳﺗﺧﺩﺍﻡ ﺍﻟﻠﻌﺑﺔ ﻭﺍﻻﻣﺗﺛﺎﻝ ﻟﻬﺎ4
ﻳﺟﺏ ﻋﺭﺽ ﺃﻱ ﻗﻳﻭﺩ ﻋﻠﻰ ﺍﺳﺗﺧﺩﺍﻡ ﺍﻟﻠﻌﺑﺔ، ﻣﺛﻝ ﺍﻟﻌﻣﺭ ﺃﻭ ﺍﻟﻁﻭﻝ ﺃﻭ ﺍﻟﻭﺯﻥ، ﺑﺷﻛﻝ
ﻭﺍﺿﺢ ﻟﻠﺯﻭﺍﺭ. ﻳﻣﻧﻊ ﺍﻟﻌﺎﻣﻠﻭﻥ ﺍﻟﻣﺳﺅﻭﻟﻭﻥ ﻋﻥ ﺗﺷﻐﻳﻝ ﺍﻟﻠﻌﺑﺔ ﻣﻥ ﺍﻟﺳﻣﺎﺡ ﻷﻱ
ﺷﺧﺹ ﺑﺎﺳﺗﺧﺩﺍﻣﻬﺎ ﺇﺫﺍ ﻟﻡ ﻳﻛﻥ ﻣﺳﺗﻭﻓﻳﺎ ً ﻟﺗﻠﻙ ﺍﻟﻘﻳﻭﺩ.
5: Reporting and Documentation
Any accident or injury must be reported immediately to
the competent authorities, with a clear mechanism
established for documentation and follow-up, and the
necessary records attached.
: ﺍﻹﺑﻼﻍ ﻭﺍﻟﺗﻭﺛﻳﻖ5
ﻳﺗﻭﺟﺏ ﺍﻹﺑﻼﻍ ﺍﻟﻔﻭﺭﻱ ﻋﻥ ﺃﻱ ﺣﺎﺩﺙ ﺃﻭ ﺇﺻﺎﺑﺔ ﺇﻟﻰ ﺍﻟﺟﻬﺎﺕ ﺍﻟﻣﺧﺗﺻﺔ، ﻣﻊ ﻭﺿﻊ
ﺁﻟﻳﺔ ﻭﺍﺿﺣﺔ ﻟﻠﺗﻭﺛﻳﻖ ﻭﺍﻟﻣﺗﺎﺑﻌﺔ ﻭﺇﺭﻓﺎﻕ ﺍﻟﺳﺟﻼﺕ ﺍﻟﻼﺯﻣﺔ.
6: Supervision and Inspection
Regular supervision and inspection shall be carried out
throughout the duration of the event, and corrective
actions and regulatory penalties shall be determined in
case any violations of the organisational requirements or
approved safety standards are identified.

ﺗﺗﻡ ﻋﻣﻠﻳﺔ ﺍﻟﺭﻗﺎﺑﺔ ﻭﺍﻟﺗﻔﺗﻳﺵ ﺍﻟﺩﻭﺭﻱ ﺧﻼﻝ ﻓﺗﺭﺓ ﺍﻟﻔﻌﺎﻟﻳﺔ، ﻭﻳﺗﻡ ﺗﺣﺩﻳﺩ ﺍﻹﺟﺭﺍءﺍﺕ
ﺍﻟﺗﺻﺣﻳﺣﻳﺔ ﻭﺍﻟﻌﻘﻭﺑﺎﺕ ﺍﻟﻧﻅﺎﻣﻳﺔ ﻓﻲ ﺣﺎﻝ ﺭﺻﺩ ﺃﻱ ﻣﺧﺎﻟﻔﺔ ﻟﻼﺷﺗﺭﺍﻁﺎﺕ ﺍﻟﺗﻧﻅﻳﻣﻳﺔ
ﺃﻭ ﻣﻌﺎﻳﻳﺭ ﺍﻟﺳﻼﻣﺔ ﺍﻟﻣﻌﺗﻣﺩﺓ.
7: Compliance with Other Regulations
Compliance with any other laws or regulations issued by
the relevant local or federal authorities (such as the
Department of Municipalities, Civil Defense, and the
Ministry of Economy) must be observed.

ﺫﺍﺕ ﺍﻟﻌﻼﻗﺔ )ﻣﺛﻝ ﺩﺍﺋﺭﺓ ﺍﻟﺑﻠﺩﻳﺎﺕ، ﺍﻟﺩﻓﺎﻉ ﺍﻟﻣﺩﻧﻲ، ﻭﺯﺍﺭﺓ ﺍﻻﻗﺗﺻﺎﺩ(.
Please note that events will be inspected by the
Department of Culture and Tourism – Abu Dhabi to verify
compliance with all the above procedures.
ﻳﺭﺟﻰ ﺍﻟﻌﻠﻡ ﺑﺄﻧﻪ ﺳﻳﺗﻡ ﺗﻔﺗﻳﺵ ﺍﻟﻔﻌﺎﻟﻳﺎﺕ ﻣﻥ ﻗﺑﻝ ﻣﻔﺗﺷﻲ ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ –
