Subject: Extension Exemption from the fees of the
Department of Municipalities and Transport for cinemas’
operators in the Emirate of Abu Dhabi
ﺗﻣﺩﻳﺩ ﺍﻹﻋﻔﺎء ﻣﻥ ﺭﺳﻡ ﺩﺍﺋﺭﺓ ﺍﻟﺑﻠﺩﻳﺎﺕ ﻭﺍﻟﻧﻘﻝ ﻋﻠﻰ ﻣﺷﻐﻠﻲ ﺩﻭﺭ ﺍﻟﻣـﻭﺿﻭﻉ:
ﺍﻟﺳﻧﻳﻣﺎ ﻓﻲ ﺇﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ
Greetings, ﺗﺣﻳﺔ ﻁﻳﺑﺔ ﻭﺑﻌﺩ،
With reference to the above subject, and based on Law
No. (8) of 2018, establishing the Department of Culture
and Tourism - Abu Dhabi (DCT Abu Dhabi) with an
overall mandate to develop and elevate quality
standards of the tourism industry to achieve tourism
development in the Emirate of Abu Dhabi, as well as
Executive Council Resolution No. (88) of 2018 (and its
amendments) regarding Municipality fees on cinemas,
and based on the directives of the Executive Council
issuing the Abu Dhabi Economic Incentive Package and
“Resolution No. 33 of 2021”,
and for further stimulation to the investment environment
in the Emirate of Abu Dhabi, and pursuant to circular no
42/2020 issued by DCT Abu Dhabi on May 10, 2020, it
has been decided to extend the exemption of sales of
movie tickets from fees, according to the following:
ﺑﺷﺄﻥ 2018 ( ﻟﺳﻧﺔ8ﺑﺎﻹﺷﺎﺭﺓ ﺇﻟﻰ ﺍﻟﻣﻭﺿﻭﻉ ﺃﻋﻼﻩ، ﻭﺍﺳﺗﻧﺎﺩﺍ ً ﺇﻟﻰ ﺍﻟﻘﺎﻧﻭﻥ ﺭﻗﻡ )
ﺇﻧﺷﺎء ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ - ﺃﺑﻭﻅﺑﻲ ﻭﻣﺎ ﻧﺹ ﻋﻠﻳﻪ ﺑﺷﺄﻥ ﺍﻟﻣﻬﺎﻡ
ﻭﺍﻻﺧﺗﺻﺎﺻﺎﺕ ﻟﺗﺣﻘﻳﻖ ﺍﻟﺗﻧﻣﻳﺔ ﺍﻟﺳﻳﺎﺣﻳﺔ ﻹﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ، ﻭﺫﻟﻙ ﻣﻥ ﺧﻼﻝ ﺍﻟﻘﻳﺎﻡ
2018 ( ﻟﺳﻧﺔ88ﺑﺎﻟﻣﻬﺎﻡ ﺍﻟﻣﻭﻛﻠﺔ ﻟﻠﺩﺍﺋﺭﺓ، ﻭﻛﺫﻟﻙ ﻗﺭﺍﺭ ﺍﻟﻣﺟﻠﺱ ﺍﻟﺗﻧﻔﻳﺫﻱ ﺭﻗﻡ )
ﺑﺷﺄﻥ ﺍﻟﻁﻠﺏ ﺍﻟﻭﺍﺭﺩ ﻣﻥ ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ ﺑﺎﻗﺗﺭﺍﺡ ﻓﺭﺽ ﺭﺳﻭﻡ ﺟﺩﻳﺩﺓ
)ﻭﺗﻌﺩﻳﻼﺗﻪ(.ﻭﺑﻧﺎء ً ﻋﻠﻰ ﺗﻭﺟﻳﻬﺎﺕ ﺍﻟﻣﺟﻠﺱ ﺍﻟﺗﻧﻔﻳﺫﻱ ﻭﺇﺻﺩﺍﺭ ﺣﺯﻣﺔ ﺍﻟﻣﺳﺭّﻋﺎﺕ
"، ﻭﻟﻣﺯﻳﺩ ﻣﻥ2021 ﻟﺳﻧﺔ 33 ﺍﻟﺗﻧﻣﻭﻳﺔ ﺍﻻﻗﺗﺻﺎﺩﻳﺔ ﻹﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ، ﻭ"ﺍﻟﻘﺭﺍﺭ ﺭﻗﻡ
2020 /42 ﺍﻟﺗﺣﻔﻳﺯ ﻟﺑﻳﺋﺔ ﺍﻻﺳﺗﺛﻣﺎﺭ ﻓﻲ ﺇﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ، ﻭﻋﻁﻔﺎ ً ﻋﻠﻰ ﺍﻟﺗﻌﻣﻳﻡ ﺭﻗﻡ
ﻓﻘﺩ ﺗﻘﺭﺭﺗﻣﺩﻳﺩ ﺇﻋﻔﺎء ﺗﺫﺍﻛﺭ ﺍﻟﺳﻳﻧﻣﺎ 2020 ﻣﺎﻳﻭ 10 ﺍﻟﺻﺎﺩﺭ ﻣﻥ ﺍﻟﺩﺍﺋﺭﺓ ﺑﺗﺎﺭﻳﺦ
ﻣﻥ ﺍﻟﺭﺳﻭﻡ، ﻭﻓﻘﺎ ً ﻟﻣﺎ ﻳﻠﻲ:
1 . E x e m p t i n g C i n e m a f r o m t o u r i s m f e e s , t h e
Department of Municipalities and Transport fees on their
sales.
. ﺇﻋﻔﺎء ﺩﻭﺭ ﺍﻟﺳﻳﻧﻣﺎ ﻣﻥ ﺭﺳﻡ ﺍﻟﺳﻳﺎﺣﺔ، ﻭﺭﺳﻡ ﺩﺍﺋﺭﺓ ﺍﻟﺑﻠﺩﻳﺎﺕ ﻭﺍﻟﻧﻘﻝ ﻋﻠﻰ ﺍﻟﺗﺫﺍﻛﺭ1
ﺍﻟﻣﺑﺎﻋﺔ.
2. The commitment of the cinema operators to declare
their monthly revenues, provide the financial statements
in support of them, and cooperate with the revenue
auditors or those assigned by DCT Abu Dhabi to verify
the validity of the declarations and fees paid for the
previous periods.
. ﺗﻠﺗﺯﻡ ﺩﻭﺭ ﺍﻟﺳﻳﻧﻣﺎ ﺑﺎﻟﺗﺻﺭﻳﺢ ﻋﻥ ﺇﻳﺭﺍﺩﺍﺗﻬﺎ ﺍﻟﺷﻬﺭﻳﺔ، ﻭﺗﻘﺩﻳﻡ ﺍﻟﺑﻳﺎﻧﺎﺕ ﺍﻟﻣﺎﻟﻳﺔ2
ﺍﻟﻣﺅﻳﺩﺓ ﻟﻬﺎ، ﻭﺍﻟﺗﻌﺎﻭﻥ ﻣﻊ ﻣﺩﻗﻘﻲ ﺍﻹﻳﺭﺍﺩﺍﺕ ﺃﻭ ﺍﻟﻣﻛﻠﻔﻳﻥ ﻣﻥ ﻗﺑﻝ ﺍﻟﺩﺍﺋﺭﺓ ﻟﻠﺗﺣﻘﻖ ﻣﻥ
ﺻﺣﺔ ﺍﻹﻗﺭﺍﺭﺍﺕ ﻭﺍﻟﺭﺳﻭﻡ ﺍﻟﺗﻲ ﺗﻡ ﺳﺩﺍﺩﻫﺎ ﻋﻥ ﺍﻟﻔﺗﺭﺍﺕ ﺍﻟﺳﺎﺑﻘﺔ.
3. The aforementioned fee exemption would start on the
from 01/01/2021 to 30/06/ 2021.
01/01/2021 . ﻳﺑﺩﺃ ﺗﻁﺑﻳﻖ ﺍﻹﻋﻔﺎء ﻋﻠﻰ ﺍﻟﺭﺳﻡ ﺍﻟﻣﺫﻛﻭﺭ ﺃﻋﻼﻩ ﺍﻋﺗﺑﺎﺭﺍ ً ﻣﻥ3
.2021/6/30 ﻭﺣﺗﻰ
4. In order to support the tourism and entertainment
sector, in case of any fees collection from customers
after January 1st, 2021 until the date of this circular,
. ﻣﻥ ﺃﺟﻝ ﺩﻋﻡ ﻗﻁﺎﻉ ﺍﻟﺳﻳﺎﺣﺔ ﻭﺍﻟﺗﺭﻓﻳﻪ، ﻗﺭﺭﺕ ﺍﻟﺩﺍﺋﺭﺓ ﻓﻲ ﺣﺎﻝ ﺗﺣﺻﻳﻝ ﺃﻳﻪ4
ﻭﺣﺗﻲ ﺗﺎﺭﻳﺦ ﻫﺫﺍ ﺍﻟﺗﻌﻣﻳﻡ، 2021 ﻳﻧﺎﻳﺭ 1 ﺭﺳﻭﻡ ﻣﻥ ﺍﻟﻌﻣﻼء ﻓﻳﻣﺎ ﺑﻌﺩ
a. In case the cinema operators payed these fees to
DCT Abu Dhabi, the latter will return them to the
establishments as credit balances to be deducted from
future outstanding claims, provided that there are no
ﺃ. ﻓﻲ ﺣﺎﻝ ﺳﺩﺍﺩ ﺩﻭﺭ ﺍﻟﺳﻳﻧﻣﺎ ﻟﻬﺫﻩ ﺍﻟﺭﺳﻭﻡ ﻟﻠﺩﺍﺋﺭﺓ ﺳﺗﻘﻭﻡ ﺍﻟﺩﺍﺋﺭﺓ ﺑﺈﺭﺟﺎﻋﻬﺎ ﻟﻠﻣﻧﺷﺄﺓ
.2021 ﻳﻧﺎﻳﺭ 1 ﺑﺷﺭﻁ ﻋﺩﻡ ﻭﺟﻭﺩ ﻣﺳﺗﺣﻘﺎﺕ ﻋﻠﻰ ﺍﻟﻣﻧﺷﺄﺓ ﻗﺑﻝ

dues from the establishment before January 1, 2021.
b. In the event that the cinema operator does not pay
these fees to DCT Abu Dhabi, the establishments may
consider them as revenue to support the tourism and
entertainment sector.
ﺏ. ﻓﻲ ﺣﺎﻝ ﻋﺩﻡ ﺳﺩﺍﺩ ﺩﻭﺭ ﺍﻟﺳﻳﻧﻣﺎ ﻟﻬﺫﻩ ﺍﻟﺭﺳﻭﻡ ﻟﻠﺩﺍﺋﺭﺓ ﻳﺟﻭﺯ ﻟﻠﻣﻧﺷﺄﺓ ﺍﻋﺗﺑﺎﺭﻫﺎ
ﺇﻳﺭﺍﺩﺍ ً ﻣﺳﺗﺣﻘﺎ ً ﻭﺫﻟﻙ ﻟﺩﻋﻡ ﺍﻟﻘﻁﺎﻉ ﺍﻟﺳﻳﺎﺣﻲ ﻭﺍﻟﺗﺭﻓﻳﻬﻲ.
Please note that DCT Abu Dhabi's auditors will verify
cinema operators’ compliance with these instructions.
ﻳﺭﺟﻰ ﺍﻟﻌﻠﻡ ﺑﺄﻧﻪ ﺳﻳﺗﻡ ﺍﻟﺗﺩﻗﻳﻖ ﻋﻠﻰ ﺇﻳﺭﺍﺩﺍﺕ ﺩﻭﺭ ﺍﻟﺳﻳﻧﻣﺎ ﻣﻥ ﻗﺑﻝ ﻣﺩﻗﻘﻲ ﺍﻟﺩﺍﺋﺭﺓ
ﻟﻠﺗﺣﻘﻖ ﻣﻥ ﺍﻻﻟﺗﺯﺍﻡ ﺑﻬﺫﻩ ﺍﻟﺗﻌﻠﻳﻣﺎﺕ
