Subject: Utilisation of Tourist Guides Licensed by the
Department of Culture and Tourism – Abu Dhabi
ﺍﻻﺳﺗﻌﺎﻧﺔ ﺑﺎﻟﻣﺭﺷﺩﻳﻥ ﺍﻟﺳﻳﺎﺣﻳﻳﻥ ﺍﻟﻣﺭﺧﺻﻳﻥ ﻣﻥ ﻗﺑﻝ ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﺍﻟﻣـﻭﺿﻭﻉ:
ﻭﺍﻟﺳﻳﺎﺣﺔ – ﺃﺑﻭﻅﺑﻲ
Greetings, ﺗﺣﻳﺔ ﻁﻳﺑﺔ ﻭﺑﻌﺩ،
Pursuant to Law No. 8 of 2018 establishing the
Department of Culture and Tourism – Abu Dhabi (DCT
Abu Dhabi) with a mandate to develop the tourism
industry in the Emirate of Abu Dhabi, and upon the
Executive Council’s Chairman Resolution No. 67/2006
on tourist guiding in Abu Dhabi, and upon DCT Abu
Dhabi’s Chairman Resolution No. 12/2017 relating to
tourism activities in the Emirate of Abu Dhabi through the
tasks assigned to DCT Abu Dhabi.
ﺑﺷﺄﻥ ﺇﻧﺷﺎء ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – 2018 ﻟﺳﻧﺔ 8 ﺑﻧﺎء ً ﻋﻠﻰ ﺍﻟﻘﺎﻧﻭﻥ ﺭﻗﻡ
ﺃﺑﻭﻅﺑﻲ، ﻭﻣﺎ ﻧﺹ ﻋﻠﻳﻪ ﺑﺷﺄﻥ ﺍﻟﻣﻬﺎﻡ ﻭﺍﻻﺧﺗﺻﺎﺻﺎﺕ ﻟﺗﺣﻘﻳﻖ ﺍﻟﺗﻧﻣﻳﺔ ﺍﻟﺳﻳﺎﺣﻳﺔ
2006 ﻟﺳﻧﺔ 67 ﻹﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ، ﻭﺑﻧﺎء ً ﻋﻠﻰ ﻗﺭﺍﺭ ﺭﺋﻳﺱ ﺍﻟﻣﺟﻠﺱ ﺍﻟﺗﻧﻔﻳﺫﻱ ﺭﻗﻡ
ﺑﺷﺄﻥ ﺍﻹﺭﺷﺎﺩ ﺍﻟﺳﻳﺎﺣﻲ ﻓﻲ ﺇﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ، ﻭﻗﺭﺍﺭ ﺭﺋﻳﺱ ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ –
ﺑﺷﺄﻥ ﺍﻷﻧﺷﻁﺔ ﺍﻟﺳﻳﺎﺣﻳﺔ ﻓﻲ ﺇﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ ﻭﺫﻟﻙ 2017 ﻟﺳﻧﺔ 12 ﺃﺑﻭﻅﺑﻲ ﺭﻗﻡ
ﻣﻥ ﺧﻼﻝ ﺍﻟﻘﻳﺎﻡ ﺑﺎﻟﻣﻬﺎﻡ ﺍﻟﻣﻭﻛﻠﺔ ﻟﻠﺩﺍﺋﺭﺓ.
Reference is made to previously issued circulars
regarding tourist guides licensed by DCT Abu Dhabi.
Kindly ensure compliance with the below to avoid any
violations:
ﻭﺑﺎﻹﺷﺎﺭﺓ ﺇﻟﻰ ﺍﻟﺗﻌﺎﻣﻳﻡ ﺍﻟﺳﺎﺑﻘﺔ ﺑﺷﺄﻥ ﺍﻟﻣﺭﺷﺩﻳﻥ ﺍﻟﺳﻳﺎﺣﻳﻳﻥ ﺍﻟﻣﺭﺧﺻﻳﻥ ﻣﻥ ﻗﺑﻝ
ً
ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – ﺃﺑﻭﻅﺑﻲ، ﻧﻭﺩ ﺍﻟﺗﻧﺑﻳﻪ ﺑﺿﺭﻭﺭﺓ ﺍﻻﻟﺗﺯﺍﻡ ﺑﻣﺎ ﻳﻠﻲ، ﺗﻔﺎﺩﻳﺎ
ﻟﺗﻭﻗﻳﻊ ﺃﻳﺔ ﻣﺧﺎﻟﻔﺎﺕ:
1. Only use tourist guides licensed by DCT Abu Dhabi. ﺿﺭﻭﺭﺓ ﺍﻻﻟﺗﺯﺍﻡ ﺑﺎﻻﺳﺗﻌﺎﻧﺔ ﻓﻘﻁ ﺑﺎﻟﻣﺭﺷﺩﻳﻥ ﺍﻟﺳﻳﺎﺣﻳﻳﻥ ﺍﻟﻣﺭﺧﺻﻳﻥ ﻣﻥ ﻗﺑﻝ .1
ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – ﺃﺑﻭﻅﺑﻲ.
2. Ensure that the tourist guide license issued by DCT
Abu Dhabi is valid (as mentioned on the license) before
assigning the tourist guide to a tour in the emirate of Abu
Dhabi.
ﺿﺭﻭﺭﺓ ﺍﻟﺗﺄﻛﺩ ﻣﻥ ﺃﻥ ّ ﺭﺧﺻﺔ ﺍﻟﻣﺭﺷﺩ ﺍﻟﺳﻳﺎﺣﻲ ﺍﻟﺻﺎﺩﺭﺓ ﻋﻥ ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ .2
ﻭﺍﻟﺳﻳﺎﺣﺔ – ﺃﺑﻭﻅﺑﻲ ﺳﺎﺭﻳﺔ ﺍﻟﻣﻔﻌﻭﻝ )ﻛﻣﺎ ﻫﻭ ﻣﻭﺿﺢ ﻓﻲ ﺑﻳﺎﻧﺎﺕ ﺍﻟﺭﺧﺻﺔ( ﻗﺑﻝ
ﺗﻛﻠﻳﻔﻪ ﺑﺗﻘﺩﻳﻡ ﺟﻭﻟﺔ ﺳﻳﺎﺣﻳﺔ ﻓﻲ ﺇﻣﺎﺭﺓ ﺃﺑﻭﻅﺑﻲ.
3. Do not allow the silent guiding phenomenon, where
a tourist guide licensed by DCT Abu Dhabi is allowing
the entrance of another unlicensed tourist guide to give a
tour in a tourism, cultural or entertainment site.
ﻋﺩﻡ ﺍﻟﺳﻣﺎﺡ ﺑﻣﻣﺎﺭﺳﺔ ﻣﺎ ﻳُﻌﺭﻑ ﺑـ"ﺍﻹﺭﺷﺎﺩ ﺍﻟﺻﺎﻣﺕ"، ﻭﺍﻟﺫﻱ ﻳﺗﻡ ﻣﻥ ﺧﻼﻟﻪ .3
ﺍﺳﺗﺧﺩﺍﻡ ﻣﺭﺷﺩ ﺳﻳﺎﺣﻲ ﻣﺭﺧﺹ ﻣﻥ ﻗﺑﻝ ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – ﺃﺑﻭﻅﺑﻲ ﻛﻣﺭﺍﻓﻖ
ﻟﻠﺯﻭﺍﺭ، ﺑﻬﺩﻑ ﺗﻣﻛﻳﻥ ﻣﺭﺷﺩ ﻏﻳﺭ ﻣﺭﺧﺹ ﻣﻥ ﺗﻘﺩﻳﻡ ﺍﻟﺟﻭﻟﺔ ﺩﺍﺧﻝ ﺍﻟﻣﻭﺍﻗﻊ ﺍﻟﺳﻳﺎﺣﻳﺔ
ﻭﺍﻟﺛﻘﺎﻓﻳﺔ ﻭﺍﻟﺗﺭﻓﻳﻬﻳﺔ.
4. All museums, tourism, cultural, and entertainment
sites must allow only tourist guides licensed by DCT
Abu Dhabi to conduct tours or/and escort groups based
on the policies of the site.
ﺗﻠﺗﺯﻡ ﺍﻟﻣﺗﺎﺣﻑ ﻭﺍﻟﻣﻌﺎﻟﻡ ﺍﻟﺳﻳﺎﺣﻳﺔ ﻭﺍﻟﻣﻭﺍﻗﻊ ﺍﻟﺛﻘﺎﻓﻳﺔ ﻭﺍﻟﺗﺭﻓﻳﻬﻳﺔ ﺑﺎﻟﺳﻣﺎﺡ ﻓﻘﻁ .4
ﻟﻠﻣﺭﺷﺩﻳﻥ ﺍﻟﺳﻳﺎﺣﻳﻳﻥ ﺍﻟﻣﺭﺧﺻﻳﻥ ﻣﻥ ﻗﺑﻝ ﺩﺍﺋﺭﺓ ﺍﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺳﻳﺎﺣﺔ – ﺃﺑﻭﻅﺑﻲ
ً
ﺑﺎﻟﺩﺧﻭﻝ ﺇﻟﻰ ﺍﻟﻣﻭﺍﻗﻊ ﻭﺗﻘﺩﻳﻡ ﺍﻟﺟﻭﻻﺕ ﺍﻟﺳﻳﺎﺣﻳﺔ ﺃﻭ ﻣﺭﺍﻓﻘﺔ ﺍﻟﺯﻭﺍﺭ، ﻭﺫﻟﻙ ﻭﻓﻘﺎ
ﻟﻸﻧﻅﻣﺔ ﺍﻟﻣﻌﻣﻭﻝ ﺑﻬﺎ ﻓﻲ ﻛﻝ ﻣﻭﻗﻊ.
5. Immediate legal action must be taken against any
entity or individual found to have violated the instructions
related to the use of unlicensed tour guides.
ﺍﺗﺧﺎﺫ ﺍﻹﺟﺭﺍءﺍﺕ ﺍﻟﻘﺎﻧﻭﻧﻳﺔ ﺍﻟﻼﺯﻣﺔ ﺑﺷﻛﻝ ﻓﻭﺭﻱ ﺑﺣﻖ ﺃﻱ ﺟﻬﺔ ﺃﻭ ﻓﺭﺩ ﺗﺛﺑﺕ .5
ﻣﺧﺎﻟﻔﺗﻪ ﻟﻠﺗﻌﻠﻳﻣﺎﺕ ﺍﻟﻣﺗﻌﻠﻘﺔ ﺑﺎﻻﺳﺗﻌﺎﻧﺔ ﺑﻣﺭﺷﺩﻳﻥ ﺳﻳﺎﺣﻳﻳﻥ ﻏﻳﺭ ﻣﺭﺧﺻﻳﻥ.
6. Encouraging visitors to report any unauthorized
tourist guiding practices through the official approved
communication channels.
ﺣﺙ ﺍﻟﺯﻭﺍﺭ ﻋﻠﻰ ﺍﻹﺑﻼﻍ ﻋﻥ ﺃﻱ ﻣﻣﺎﺭﺳﺔ ﻟﻺﺭﺷﺎﺩ ﺍﻟﺳﻳﺎﺣﻲ ﻣﺧﺎﻟﻔﺔ ﻟﻸﻧﻅﻣﺔ .6
ﺍﻟﻣﻌﻣﻭﻝ ﺑﻬﺎ ﻣﻥ ﺧﻼﻝ ﻗﻧﻭﺍﺕ ﺍﻻﺗﺻﺎﻝ ﺍﻟﺭﺳﻣﻳﺔ ﺍﻟﻣﻌﺗﻣﺩﺓ.
7. Working to develop and implement periodic training ﺍﻟﻌﻣﻝ ﻋﻠﻰ ﺗﻁﻭﻳﺭ ﻭﺗﻧﻔﻳﺫ ﺑﺭﺍﻣﺞ ﺗﺩﺭﻳﺑﻳﺔ ﺩﻭﺭﻳﺔ ﺗﺳﺗﻬﺩﻑ ﺍﻟﻣﺭﺷﺩﻳﻥ .7

programs targeting tour guides, with the aim of
enhancing their efficiency and deepening their
knowledge of local culture and heritage.
ﺍﻟﺳﻳﺎﺣﻳﻳﻥ، ﻟﺭﻓﻊ ﻛﻔﺎءﺗﻬﻡ ﺍﻟﻣﻬﻧﻳﺔ، ﻭﺗﻌﺯﻳﺯ ﻣﻌﺭﻓﺗﻬﻡ ﺑﺎﻟﺛﻘﺎﻓﺔ ﻭﺍﻟﺗﺭﺍﺙ ﺍﻟﻣﺣﻠﻲ.
Please note that inspection operations will be conducted
by DCT Abu Dhabi's judicial regulators to verify
compliance with using only tourist guides licensed by
DCT Abu Dhabi.
