Circular No. (6) of 2024
Concerning the Activity of Tattoo Engraving (Microblading)
in Beauty Centres and Hairdressing Salons
To all concerned:
- Based on the provisions of Law No. (2) of 2012 Concerning the Preservation of General
Appearance, Health and Public Serenity in the Emirate of Abu Dhabi, as amended by Law No.
(10) of 2020,
- The Administrative Decision No. (107) of 2020 Concerning the Amendment of Some
Provisions of Decision No. (49) of 2017 for Issuing the Executive regulations of Law No. (2)
of 2012 (Health control of non-food establishments),
- The administrative decision No. (108) of 2020 Concerning the approval of the guidelines
manual for the executive regulations of Law No. (2) of 2012) (Health control of non-food
establishments), and
- Based on what is dedicated by the work interest.
We issued the following circular:
Article (1)
All beauty centers and hair salons having a tattoo engraving activity license issued by the Department
of Economic Development must obtain a certificate of conformity for technicians working in the
activity of Semi-Permanent Makeup Technician/ tattoo engraving (microblading) technician from the
Abu Dhabi Quality and Conformity Council.
Article (2)
This circular shall be implemented as of the date of its issuance and shall be circulated to all concerned
stakeholders in order to take necessary actions, each within its competence. Also, the Legal procedures
will be applied to all violators after 6 months from the date of issuance of the circular.
