1. Introduction
This mechanism is designed to define the procedures to be utilized by OSHAD and the Building
and Construction Sector Regulatory Authority (SRA) to manage the appointment of a principal
contractor on sites where “Construction Work” is being undertaken.
This mechanism has been designed to ensure fair, transparent and consistent implementation of
the ADOSH-SF.

2. Requirements
2.1 Appointment of Principal Contractor
(a) This mechanism has been developed as part of the ADOSH-SF and describes the
process for nominating and appointing principal contractors for “Construction Work” in
the Emirate of Abu Dhabi.
(b) This mechanism has been developed to regulate the process of appointment of
principal contractors in the Building and Construction Sector.
(c) The Building and Construction SRA will administer and enforce the appointment
process as part of the Municipal Electronic Permitting System (MEPS).
(d) The aim of this mechanism is to regulate the process for the appointment of an
appropriate entity to perform this important role.
(e) Developers / Clients shall appoint a principal contractor, using Form 2a Appointment
& Undertake of Contractor Office or Form 2b Appointment and Undertaking of EPC
Contractor Office, in the Municipal Electronic Permitting System (MEPS).
2.2 Review and approval of OSH Plan
(a) Principal contractor shall develop the applicable OSH requirements (OSH Plan,
Demolition / Decommissioning Plan, or Risk Assessments) based on the requirements
of Appendix 3, Occupational Safety and Health (OSH) Requirements for Various
Building Permits, and submit it to the supervision consultant for review and approval.
(b) OSH plan shall be project specific and developed based on ADOSH-SF - CoP 53.1 OSH
Construction Management Plan.
(c) Demolition/decommissioning plan shall be project specific and developed based
ADOSH-SF - CoP 53.0 OSH-Management during Construction Work.
(d) Risk assessment(s) shall be developed to include all activities that will be performed
under the building permit & shall be based on OSHAD SF – Element 2 – Risk
Management, and ADOSH-SF – TG - Process of Risk Management.
(e) The supervision consultant shall review the submission (OSH Plan, Demolition /
Decommissioning Plan, or Risk Assessments) for completeness and either approve or
reject it accordingly.
(f) The Consultant / Principal contractor shall upload the OSH document through MEPS.
(g) The B&C SRA within the relevant municipality shall review the OSH attachment based
upon the ADOSH-SF requirements, e.g.
ADOSH-SF - CoP 53.0 & ADOSH-SF - CoP 53.1,
and either approve it with / without comments or reject it and provide comments to
the principal contractor and supervision consultant.
(h) If rejected, the Principal Contractor shall review & amend the OSH attachment based
on the comments received from the B&C SRA.

(i) Principal contractor shall submit the amended OSH attachment (OSH Plan, Demolition
/ Decommissioning Plan, or Risk Assessments) to supervising consultant for review
and approval.
(j) The consultant /Principal contractor shall upload the amended documents through
MEPS for review and approval by the B&C SRA.
(k) For building permits that don’t require a full OSH plan or risk assessment, the Principal
Contractor shall comply with the minimum OSH requirements as set out within
Appendix 2, Minimum OSH Requirements for Small Projects.
(l) Appendix 1 sets out the process of the appointment of principal contractor through
the Building and Construction SRA.

• Identify an appropriate entity to be the Principal Contractor
• Assess the proposed Principal Contractor’s OSH MS and OSH resources and ability to perform this
important role (OSHAD -SF – Element 3 – Management of Contractors)
Complete the Developer, Client or Owner details section in the Appointment & Undertake of Contractor
Office Form No. 2a in the Municipal Electronic Permitting System (MEPS)".
Appointment & Undertake of Contractor Office Form No. 2a shall be filled electronically in the MEPS when
applying for the Project Permit (Assign Contractor & Supervisor Consultant Request)".
Principal Contractor
• Complete the Principal Contractor details in the Appointment & Undertake of Contractor Office Form
No. 2a.
• Return the Appointment & Undertake of Contractor Office Form No. 2a/2b to the Developer/Client or
Owner for submittal in the Municipal Electronic Permitting System (MEPS) when applying for the
Project Permit (Assign Contractor & Supervisor Consultant Request) in MEPS.
• If required, develop the OSH requirements attachment applicable to the Project Permit - i.e., either
OSH Plan, Demolition / Decommissioning Plan, or Risk Assessments, as stipulated in Appendix 3.
Then have the attachment reviewed by the Supervisor Consultant and uploaded electronically through
MEPS after submittal of Form No. 2a when applying for the Project Permit (Assign Contractor &
Supervisor Consultant Request).

Review the submitted OSH attachment, matching the principal contractor information with the information
mentioned in Form No. 2a.

9 Basic PPEs like shoes, helmet, & vest shall

10 Safe Access shall be provided to all work

ﻳﺘﻢ ﺍﻟﺘﺨﻠﺺ ﻣﻦ ﺍﻟﻨﻔﺎﻳﺎﺕ ﺑﺸﻜﻞ ﻣﻨﺘﻈﻢ ﻣﻦ
ﺍﻟﻤﻮﻗﻊ، ﻭﺇزﺍﻟﺔ ﺍﻟﻨﻔﺎﻳﺎﺕ ﺍﻟﻐﺬﺍﺋﻴﺔ ﻣﻦ ﺍﻟﻤﻮﻗﻊ
ﻓﻲ ﺃﻛﻴﺎﺱ ﻣﻐﻠﻘﺔ ﺑﺸﻜﻞ ﻣﻨﺘﻈﻢ.

ﻋﻠﻰ ﺍﻟﻌﻤﺎﻝ ﻭﺗﺪ��ﺐ ﺍﻟﻜﻬﺮﺑﺎﺋﻴﺔ ﺍﻷﺩﻭﺍﺕ
ﺍﻻﺳﺘﺨﺪﺍﻡ ﺍﻵﻣﻦ ﻟﻜﻞ ﺃﺩﺍﺓ، ﻭﺃﻥ ﻳﺘﻢ ﺻﻴﺎﻧﺔ
ﻣﻮﻟﺪﺍﺕ ﺍﻟﻜﻬﺮﺑﺎء ﻭﺗﻮﻓﻴﺮ ﺍﻟﺘﺄ��ﺾ ﺍﻟﻤﻨﺎﺳﺐ ﻟﻬﺎ.

12 Aluminum or Fiberglass Ladders shall be
used with proper guidance and instructions
(homemade wooden ladders are not
allowed on site). Safe Working Platforms
and Scaffoldings shall be used at all times
with proper platform (min two planks),
double guard rails and safe access. Signage
shall be in place both for safe and unsafe
scaffolding. Edge Protection shall be done
with rigid barriers and maintained.
Temporary staircase shall be placed with
proper hand rails. Excavations shall be
protected with rigid guard rails and
provided with warning signs.
